Michigan’s Public Act 146 (PA 146), the state’s K–12 Literacy and Dyslexia Law, establishes new requirements for screening, evidence-based instruction, structured literacy practices, professional learning, and strengthened multi-tiered systems of support to improve reading outcomes. While the law provides detailed and prescriptive guidance for elementary schools—particularly regarding decoding-focused instruction aligned to the science of reading, universal screening, and intervention planning—its implications for grades 4–12 are less clearly defined. This article examines what is explicit in the legislation, what remains open to interpretation in secondary contexts, and how districts can move forward strategically as they prepare for full implementation by 2027–2028. …

This report is part of the MERC Literacy Study. It explores recently published research and publicly accessible professional development (PD) offerings frequently used across the Commonwealth to support the implementation of the Virginia Literacy Act (VLA). Findings from this report support the ongoing PD of school staff and relevant partners in the VLA’s purpose of improving literacy outcomes for students in grades K-8 across Virginia.

This study examined how humanizing education through relationally-driven, subject-centered teaching affects student engagement, literacy, and achievement in an Exploring Hip-Hop as Literature English elective at a diverse high school in Northeast Florida. Drawing on Freire’s concept of humanization, Noddings’ Ethic of Care, Palmer’s focus on subject-centered learning, and the culturally relevant and sustaining pedagogies of Ladson-Billings, Paris, and Alim, the research investigated how humanized education restores meaning and connection to learning. Using a Convergent Parallel Mixed Methods Design, data from thirty students were gathered through surveys, participation and assignment records, standardized assessments, interviews, focus groups, and classroom observations. In Michigan and across the United States, student scores on the Evidence Based Reading and Writing section of the SAT have been steadily declining. This project responds to this decline by developing a set of resources for skills-based literacy instruction that English language arts, social studies, and science teachers can use to revise their approaches to teaching literacy skills. The article focuses on the ongoing commitment of educators to incorporate critical race theory (CRT)–informed pedagogy in English classrooms despite legislative efforts to suppress it. Topics include the historical and political context of anti-CRT policies, the personal and professional responses of educators to these restrictions, and student-centered strategies used to navigate and resist such limitations in meaningful and legally cautious ways.

Tapping A Hidden Resource In Classrooms: Peer Interactions And Their Role In Language, Literacy, And Disciplinary Literacy Practices Among Adolescent English And Non-English Learners, Jina Byeon

This qualitative case study examines how peer interactions among six seventh-grade English Learners (ELs) and non-ELs serve as both a context for and a method of developing adolescents' literacy and disciplinary literacy practices. Data sources include two semi-structured interviews with each student and their four classroom teachers, student and teacher ethnographic interviews, 300 hours of classroom observations (in English Language Arts, Social Studies, Math and Science, English as a New Language Tutorial), and student-generated artifacts (e.g., worksheets).

This MERC research and policy review focuses on expansion of the Virginia Literacy Act (VLA) to include support for middle school students across the Commonwealth. It explores three questions:

1. What were trends in middle school literacy prior to the VLA expansion?
2. What state policies exist for middle school literacy achievement?
3. What does research say about literacy intervention at the middle school level?

It concludes with a series of key takeaways and recommendations for middle school literacy policy and practice.

Since its inception, reader response theory has battled misrepresentations. It was reduced to discursive anarchy, perceived as not rigorous, and set apart from important scholarship movements like critical theory. This research argues that by expanding the definition of “reader” in “reader response” to include digital (aka “new”) literacies, the reader-text transaction can be much more inclusive, dynamic, and most importantly, true to our students’ everyday literacies. This qualitative study explored the digital literacy practices of adolescent Black girls who actively engaged on social media in the aftermath of the murders of Breonna Taylor and George Floyd. I employ intersectionality and the Black Girls’ Literacies (BGL) framework (Haddix & Muhammad, 2016) to analyze six qualitative interviews I conducted with adolescent Black girls who avidly used video sharing social media during that time. The data analysis aligned with the following components of the BGL Framework: Black girls’ literacies are intellectual, political, and critical. While at least forty-seven states have legislation around teaching the Holocaust and/or genocide to secondary students (grades 6-12), this curriculum is typically housed in the social studies departments of most districts; however, there are many English language arts teachers who either choose to teach Holocaust literature alongside their social studies counterparts, or create stand-alone Holocaust units around both informational texts and literature.

Nationally, the lack of improvement in literacy scores continues to baffle experts. Instructional leaders from math, science, and social studies in one district knew the value of leveraging their subject areas to support literacy achievement in secondary students. Starting with an engaging STEM-related novel, the group of curriculum experts developed meaningful literacy connected tasks for their teacher and teacher leader participants. Afrofuturism has a solid place in high school classrooms thanks to the current work of Ryan Coogler, but also to those who have been in this work for decades including the Mother of Afrofuturism herself, Octavia Butler, adrienne maree brown, dream hampton, and a litany of Black poets and artists. A literacy gap is a difference between a person’s ability to read for understanding and meaning-making and their anticipated ability to read for their grade level. A larger proportion of males are at least one or more years below grade level in reading ability compared to their female peers. This reading difference is called the gender literacy gap. Students over one year below grade level are at an increased risk of dropping out of high school and face the possibility of diminished lifetime earnings. By attending to the ways in which cutting manifests in the life histories of three queer and trans*+ youth of color, I argue that cutting is a literacy practice. I focus on the life histories of three youth, Jay, Harper and Sam, who have different experiences, reasons for, and reactions to their cutting. With each story, we learn something new about the act and how it pushes us to the brink of literacy pedagogy. Jay’s narrative forces us to reckon with youth who refuse to or cannot maintain their bodily integrity. Harper’s story brings to the fore the violence of …

This article developed from a year-long inquiry into our practices as writing teacher educators. As new university faculty in two different countries, we drew on a previous literature review project to identify enduring priorities for teaching writing pedagogy. We then analyzed our developing practices in these unfamiliar places, specifically noting what also felt flexible enough to work across contexts, leaving space for local adaptation. Personalized learning technology (PL Tech) is a growing educational reform movement supported by federal grant dollars. As a bourgeoning educational movement, no research has been conducted to explore the potential effects of such structures in supporting student literacy learning. Florida’s B.E.S.T. Standards, Florida’s most recent K-12 educational standards to promote literacy, lack the rising art of Spoken Word Poetry. However, Florida’s Department of Education should integrate Spoken Word into Florida’s Secondary curriculum. Spoken Word Poetry, by its definition, holds researched benefits that align with the B.E.S.T. Standard’s poetry recommendations and literacy-centered goals. In light of such benefits, Florida’s Department of Education should consider various Spoken Word poets and poems to include in Florida’s Secondary Curriculum, as well as explore the resources and integration methods included in this thesis for both teachers and students.
