This paper explores the structure of the secondary education system in Northwest Arkansas and how it shapes the culture of education for newly arrived Latino immigrants. Significant achievement gaps remain between non-Hispanic white students and Latinos within secondary education. Uncovering possible causes for this gap is necessary in order to allow equal educational opportunity for all students. While prior researchers debate the method of language instruction as a barrier to education, there has been little attention to the relationship between organizational structure and levels of achievement. The purpose of this study is to answer the question: How do pilot users of the Danielson Evaluation System perceive this model in two mid-south high schools? The study describes the perceptions of teachers and administrators who implemented the Danielson Teacher Evaluation Model. The primary focus was on teachers and administrators experience with the pilot of the new Arkansas Teacher Excellence Support System. The purpose of this mixed method study was to assess the effectiveness of agricultural communications curriculum developed and incorporated into a semester-long agricultural leadership and communications course for secondary agricultural education programs in Arkansas. This study was comprised of three parts including a pilot test, teacher training assessment, and a descriptive field test over a two-year period. For the pilot test portion of the study, students (N = 297) participated in newly developed instructional modules (careers, writing, design, and multimedia) predetermined by a committee of agricultural education and communications faculty at the University of Arkansas. An Evaluation Study: Does The Workforce Investment Act Impact Secondary Student Retention In Selected Mississippi Delta Communities?, Tyrone Price Dooley

This study used a quasi-experimental cross-sectional quantitative model to evaluate the Youth Development Program, a component of the federal Workforce Investment Program. This evaluation study determines whether participation in the Youth Development Program reduced dropout rates among youth in secondary schools in seven school districts in the southeast Arkansas Delta. The impact of the Youth Development Program was examined in the following school districts: Dollarway, Pine Bluff, Watson Chapel, White Hall, Stuttgart, Dewitt, and Star City. The cross-sectional analysis covered the 2006 through 2008 program years. The evaluation model consisted of a comparison group that included 437 youth randomly drawn …

Teacher Effectiveness In Urban High Schools, Richard Buddin, Gema Zamarro

This research examines whether teacher licensure test scores and other teacher qualifications affect high school student achievement. The results are based on longitudinal student-level data from Los Angeles. The achievement analysis uses a value-added approach that adjusts for both student and teacher fixed effects. The results show little relationship between traditional measures of teacher quality (e.g., experience and education level) and student achievement in English Language Arts (ELA) or math. Similarly, teacher aptitude and subject-matter knowledge, as measured on state licensure tests, have no significant effects on student achievement. As of the 2009-10 academic year, high school students in Arkansas will be required to pass so called “End of Course” (or “EOC”) examinations in Algebra I, Biology, Geometry, and English. Students who fail to meet the requisite passing standard will be required to retake the class or to pass “an appropriate alternative exit course in order to receive credit for the course on his or her transcript and in order to graduate.” In other words, these four EOC tests will become high school exit exams. Thus, as of 2009-10, Arkansas will join some 23 other states that have high …
