This report has been developed to provide a summary of outcomes at a national level on the newly established system of national standardised assessments, which has since been termed ‘Scottish National Standardised Assessments’ (SNSA) in the 2017 to 2018 academic year, the first year of the programme. A central aim of SNSA is also to provide information on the outcomes of Scottish children and young people in literacy and numeracy over time. The Programme for the International Assessment of Adult Competencies (PIAAC) is an international assessment of the proficiency of adults (aged 16-65 years) in key information processing skills (reading, numeracy and Problem Solving in Technology-Rich Environments). The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills. The OECD is currently reviewing the content of the frameworks and cognitive assessment instruments for the 2nd cycle of PIAAC ready for delivery in 2021-22. We share our experiences comprehending social theory as it applies to numeracy scholarship. We build on existing arguments that social theory—explicitly acknowledging the presence and influence of histories, power, and purposes—offers something important to scholars who study and discuss numeracy. In this article, we translate the six propositions of one particular social theory of literacy into propositions about numeracy, then we explore the meaning of each proposition, its connections to existing scholarship, and its implications. This report presents the results of an assessment of mathematical and reading literacy of Class 3 students in 15 provinces in Afghanistan. The data were collected between late 2015 and mid-2016. The report also describes the growth in mathematical and reading literacy between Class 3 and Class 6. The Class 6 data were collected from the 2013 assessment in 13 provinces in Afghanistan.

In this column we describe a hands-on data collection lab for an introductory statistics course. The exercise elicits issues of normality, sampling, and sample mean comparisons. Based on volcanology models of tephra dispersion, this lab leads students to question the accuracy of some assumptions made in the model, particularly regarding the normality of the dispersal of tephra of identical size in a given atmospheric layer.
