During the Fall 2023 semester, 15 law (Outside) students from the University of Pittsburgh School of Law and 13 incarcerated (Inside) students from the State Correctional Institution – Greene, in Waynesburg, Pennsylvania, took a full semester class together called Issues in Criminal Justice and Law. The class, occurring each week at the prison, utilized the Inside-Out Prison Exchange pedagogy, and was facilitated by Professor David Harris. Subjects include the purposes of prison, addressing crime, the criminal legal system and race, and issues surrounding victims and survivors of crime. Higher education for the incarcerated (HEP) is a re-energized phenomenon in the age of criminal justice reform and social change. Following the 2015 Second Chance Pell Grant Experimental Initiative (SCP), which granted select colleges tuition funding for prisoners, HEP grew exponentially. The successes of the SCP laid the groundwork for the 2020 FASFA Simplification Act. In July 2023 the 2020 FSA begins, and all those imprisoned within America may access Pell Grant Funds for higher education. Despite momentous efforts to bring higher education to the incarcerated, HEP grapples with continued challenges and lacks unified, evidence-based competency equal to normative higher …

These slides accompanied the presentation, Connecting Incarcerated Students to Digital Resources, which was delivered on April 1, 2022, during the general session, at the CARL-ACRL conference. The slides describe Ethan Annis' experience, between December 2019 - March 2022, of leading efforts to incorporate technology and library services into the education of students at Mount Tamalpais College, which educates ~300 incarcerated students inside San Quentin. When Ethan started, there were no computers for student use. By the end of March 2022 there were 35 laptops inside (plus 25 ordered), every student had a Canvas account, computer literacy assessment, tutoring and …

The United States is the world’s leader in incarceration with 2.2 million people currently in the nation’s prisons and jails. On average, one-third of former offenders will return to prison for re-offence within three years of their release (Bureau of Justice Statistics 2018). This cycle is known as recidivism, and demonstrates a major reflection of the criminal justice system’s failure to provide rehabilitation that meets the needs of the incarcerated population. Together our two essays move between scenes of teaching and researching with women and men who are or have been in prison. Having written on ethnography, autoethnography, and participatory research, we both have sought a method that would allow us to abandon superficial identifications, mistaken for deep connection, with those who are or have been incarcerated. While we are conscious of the failures and successes of our attempts, we nonetheless write because what we have learned about the state's support for mass incarceration and the state's retreat from public higher education—particularly for persons of color—more than warrants it. The hypotheses to be tested in this study are concerned with the use of contingency management. In general, the theory states that behavior normally occurring at a low rate may increase when it is followed by activities which are highly desirable to the student (Premack, 1965). Also suggested in the theory is that a response does not have a zero operant level (Bijou and Baer, 1961). It was assumed, then, that institutionalized offenders enrolled in remedial reading classes have an operant level of some degree for a specific response that could be strengthened by positively reinforcing that response.
