The purpose of this paper is to look at the interaction of constructivist-based approaches, adult learning characteristics and six online learning issues. Constructivist learning environments allow learners to build their own meaning and understanding from learning resources and circumstances. Constructivists claim that learners accumulate new knowledge by themselves and use this to pile up previous knowledge and experiences. Alternative education is a continuing problem for school districts. Small school districts have difficulty affording alternative education environments. The purpose of this action research project was to examine teacher-controlled Web pages and how they can impact school/home communication. Thirty-three eighth grade parents voluntarily responded to a survey about the communication practices between the eighth grade teachers and eighth grade parents in the Avoca-Hancock-Shelby-Tennant School District.A teacher-controlled Web page was set up and put into practice for a one and one-half month period. Parents and students were encouraged to access the Web page for daily assignment updates and special announcements.

The problem approached in this study was to compare the teaching methods, classroom management, attitudes, and demographics toward Interactive Television (ITV) classes, which were developed in the University of Northern Iowa (UNI) and National Kaohsiung Normal University (NKNU) ITV programs.
The data were collected from UNI and NKNU ITV teachers and remote site students. Two-way ANOVA and Chi-Square tests were used to identify the differences between the two programs. The significant results are noted.

This project was developed to determine if the Internet could be used effectively in the classroom to increase student interest in their work and improve their communication skills. Students interviewed people they considered to have unusual careers. The information they gathered was then posted to a Web site. Student surveys and teacher observations indicate that the project increased student interest and quality of work. This study investigated the factors that impact the decisions to integrate the World Wide Web into foreign language curriculum. This inquiry involved a combined approach -- including a survey and a case study. The current status of the technology application in foreign language instruction at a state university in the United States was assessed through the survey. It revealed that integrating the Web was the least immediate concern of most foreign language professors due to their limited knowledge, their inadequate training, and their ambiguous attitudes. The purpose of this study was to explore the motives, barriers, and enablers that affect adult students in their decision to enroll in community college distance learning credit classes.

The Department of Communication Studies at the University of Northern Iowa has made a commitment to establish and maintain partnerships with its Iowa Communications Network (ICN) based learning communities and with the institutions of higher education throughout the state that facilitate the delivery of experiential learning to students. In January 1997; graduate student enrollment doubled when the department began offering programs in Communication Education and Public Relations over the ICN.
