In relation to Early Childhood Education (ECE), SDG Target 4.2 aims to “ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education”. This report presents the Phase II findings of a collaborative study by APCEIU and ACER which aims to expand efforts to monitor Sustainable Development Goal (SDG) 4.7 by addressing critical evidence gaps regarding country participation and educational settings. Phase I of this study included three countries in the Asia-Pacific region (Australia, Philippines and South Korea) and targeted primary school settings. However, to teach it well, enhance its performance, and measure its growth, it is essential to have a clear and consistent definition of the skill. ACER Indonesia is partnering with the William and Lily Foundation and Adaro Bangun Negeri Foundation on a two year project which promises to improve the learning and development outcomes of Indonesian children in early childhood and development centres. This project will focus on Early Childhood Education and Development (ECED) centres or Pendidikan Anak Usia Dini (PAUDs) in 12 villages. These villages have been selected because their teachers have not received mandatory training from the government and many children have delayed physical development, or stunting.

To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.
