Education ministries throughout the world are integrating educational assessment into their education reform processes. Education reform is not a straight-line activity, and assessment can both inform the discussion on policy reform and give an indication of the effectiveness of policies that have been implemented. Three different types of assessment are used in the educational process: classroom assessment, examinations and system-level assessment. Each type has a different purpose. The Evaluation of Information and Communication Technologies (ICT) in Education in Papua Province study is a large-scale research project for the Republic of Indonesia’s Education Sector Analytical and Capacity Development Partnership (ACDP). The key objectives of the Study are: to measure the effectiveness of the TV-Edukasi (Education) (TV-E) and other ICT programs in the Province and to determine their impact on the learning outcomes of school children and adult learners; and to make recommendations to plan for further ICT in education initiatives.

Since independence in 1991, Ukraine has struggled with restructuring its Soviet style educational system. The process has been sluggish and fraught with tension, resistance, and set backs, mirroring Ukraine's efforts to revamp its economy and regain productivity levels that characterized it prior to independence (Bureau of European and Eurasian Affairs, 2003). India is a country of contradictions. On one hand, India is a modern country moving toward becoming a world leader in computer technology and boasts the second most computer literate population in the world (Babington, 2000; Kumar, 1999).
