This Volume I report presents Australia’s PISA 2025 results at the international and national level, including results for key student groups. It examines recent trends since PISA 2022 and longer-term trends since reading (2000), mathematics (2003) and science (2006) were first assessed as the focal domains. The results in this report are based on a nationally representative sample of Australian 15-year-old students, stratified using variables of jurisdiction; school sector; geographic location; student sex composition; and a measure of socioeconomic background.

Sustainable Development Goal (SDG) 4 aims to ensure that, by 2030, “all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.” The primary indicator 4.1.1 concerns the proficiency of girls and boys in two learning areas (reading and mathematics) at three stages of education: at the end of lower primary, at the end of primary, and at the end of lower secondary. This report presents key insights from the Pillar 1 pilot project in Cambodia from evidence collected on classroom practice and materials used in Grade 2 Khmer language classes, and lexical computing analysis of the highest frequency words in Khmer suitable for children. This report compares the academic performance of International Baccalaureate (IB) students in the Primary Years Programme (PYP) and Middle Years Programme (MYP) with that of students in other accredited international schools, using data from the International Schools’ Assessment (ISA). The ISA is designed for students in international schools from grades 3 to 10 and evaluates proficiency in five domains: Mathematical Literacy, Reading, Scientific Literacy, Narrative Writing and Expository Writing. This systematic review synthesises global evidence from academic and grey literature published between 2015 and 2025, examining effective policies and interventions aimed at increasing ECCE participation across diverse country contexts, with a focus on equity dimensions such as gender, disability, socio-economic status and geographic location. The multifaceted nature of increasing ECCE participation is highlighted, exploring institutional, interventionist, preventative, and compensatory policies as per the GEM policy typology, while emphasising equity, quality, and contextual factors. These categories reflect the different levels and areas within which policies operate, noting that in practice, approaches to increase ECCE participation often are combined or overlap.

This report interrogates the second round of the British Council’s Alumni Voices longitudinal study data conducted online between November 2024 and January 2025. A critical element for aligning assessments to the UIS eligibility criteria is mapunderstanding minimum proficiency levels (MPLs) in reading and mathematics. The Global Education Monitoring (GEM) Centre, in collaboration with the UIS, has defined clear MPL benchmarks and developed a blueprint for assessment for the 3 educational stages under SDG 4.1.1. This presentation shared the definition and blueprint with key stakeholders at the 11th meeting of the Global Alliance to Monitor Learning in Paris from 25-26 February 2025, to ensure a shared understanding of the criteria needed for meaningful global reporting.

This report presents the findings of research on education system resilience in Samoa during and immediately following the COVID-19 pandemic in order to build a deeper understanding of policies and practices in place, and what lessons can be drawn to support system-wide adjustments to mitigate future school disruptions.
