This literature review identifies and evaluates evidence on the effectiveness of approaches to improving teacher quality in developing countries. It examines four categories of assistance for improving teacher quality: teacher development policies, pre-service education and training, in-service professional development, and school-based support. As far as possible, the review highlights practices that demonstrate effectiveness.

Abstract
This study describes the design and implementation processes of globally networked learning environments (GNLEs) in a college environment and discusses how these processes may contribute to instructors' professional learning. A thematic analysis was conducted on five interviews with instructors working in Quebec general and vocational colleges (CEGEPs). The design and implementation processes were mapped out using Fretchling's (2007) logic modeling basic components. Findings suggest that GNLEs in a college context take the form of joint lectures or joint activities. Instructors reported that designing and teaching within a GNLE had led to pedagogical, intercultural and technology-related learning; and that learning …

Comment a-t-elle marqué les systèmes de formation initiale des enseignants finlandais et québécois? En Finlande, la formation initiale dure 5 ans, tandis qu’au Québec, elle est de 4 ans après deux années d’études postsecondaires au cégep. This evaluation compares evidence from the literature with Australia’s experience in supporting teacher development in a range of developing countries. It uses case studies to good effect in explaining choices made, the extent to which expectations were or were not met, and the lessons for future Australian assistance for teacher development. The evaluation found mixed results. In cooperation with governments and other donors, Australia has made positive contributions, such as improving teacher frameworks and curriculums, and training teachers through a range of interventions. However, there is room to improve—for example, in enhancing policy, strengthening analysis and negotiating new investments—so teacher …

Community schools are an alternative form of education that center on partnerships between the community and/or the state, aid organizations, and non-governmental organizations. The Community School Program (CSP) in Egypt sparked a social movement in education in that country, with disparate actors all coalescing around the CSP as an alternative, empowering model of education. This study examined the relationship between the CSP and the dynamics that formed, shaped and co-opted it through in-depth interviews and observations. Our analysis examined the program’s processes and legacies on its former students. The study found that critical factors in the program’s success were its …

Foreign language teaching and learning have changed from teacher-centered to learner/learning-centered environments. Relying on language theories, research findings, and experiences, educators developed teaching strategies and learning environments that engaged learners in interactive communicative language tasks. A shift in foreign language pedagogy from a specific foreign language method to the measurement of language performance/competency has resulted in a change in the role of the teacher from one of authority/expert to that of facilitator/guide and agent of change. Current developments point to public pedagogy, social media, and action research as additional ways to foster intercultural competence and language learning.

This study offers a theoretical construct for better understanding how experiential learning enables student teachers to acquire social and cultural variation skills, develop cultural empathy in the K-12 classroom, and the transference of these skills to new educational situations. An Australian and United States research team used a phenomenological approach to explore the connections between the skills student teachers acquire and the application of these newly developed skills to professional practices. Recent policy changes in the Pacific Islands have seen a strong emphasis on implementing inclusive education. Preparing teachers for this change in education will be essential if they are to have the knowledge, skills and understandings so that they can become inclusive practitioners. Pre-service teacher education will play a critical role in supporting this process. This paper considers the perceptions of pre-service teachers undertaking the first year of the Diploma of Teaching in the one university in the Solomon Islands. This paper explores the practicum experience of international students studying in a teacher education course. Much research has investigated the experience of international students during their degree experience but there is limited research that has addressed the practicum; a key component of teacher education. The research that does exist tends to view international students as analogous rather than individual students with distinct needs and experiences. To keep the nation unified with diversity, Indonesia must prepare its citizens with skills of perspective taking, constructive debate, and evidence-based reasoning to engage in a robust democracy. Through the prism of a faculty-student mentoring relationship, this article highlights best practices to gain insight into resources for “twice exceptional” student scholars. Practical application stands at a position of intersecting domains—changing the tapestry of scholarly service and undergraduate research mentoring, and as an Each One, Teach One black-print model for mentoring. The article concludes with recommendations for best practices for post secondary mentors, educators, and counselors invested in developing student scholars in Search of Education, Elevation, and Knowledge.

In every PISA survey, students from every participating country are assessed in the core domains of mathematics, science and reading literacy. In addition to assessing these literacy domains, the OECD proposes additional assessments in other domains. In PISA 2003, a paper-based assessment of cross- disciplinary problem solving was first assessed, when it was included as a core domain. In PISA 2012, problem solving was once again assessed, this time as an optional computer-based assessment.

Despite the ever-increasing popularity of international partnerships that blend study abroad and virtual learning, very little data exists to understand their impact on student attitudes and achievement. The purpose of this qualitative case study was to investigate the impact of a blended international school partnership on perceptions of learning and global mindedness in a North Carolina high school. Data was collected, in two phases, from stakeholder interviews, observations, an online Global Mindedness Scale survey, the NC School Report Card, and teacher lesson plans. Teachers have great responsibilities both inside and beyond the classroom. To exercise those responsibilities, they need mastery of ethical knowledge and decision-making skills (Fenstermacher, 1990). Ethical knowledge, or knowledge that enables someone to examine the foundations of ‘right’ and ‘wrong’, is not culturally bound and refers to the principles applicable to diverse perspectives and interests (Ragbir Kaur, 2012). In Malaysia, the Teacher Codes of Ethics (TCEs) comprise statements articulating teacher accountability to four types of stakeholders, ie., students, parents, self, colleagues and the teaching profession. Experiential Learning Theory (ELT) and extensions such as Transformative Learning Theory offer significant potential for skill development later in life – reskilling. Despite wide acceptance and deployment, practitioners are still obliged to design their own methods and activities in order to implement these theories. This paper introduces a novel curricular model, Active Development of Tacit Knowledge (ADTK). Educators can use ADTK to effectively implement and scale ELT. This study describes the evolution of English language teaching in Finland and looks into the connections of the societal and educational changes in the country as explanatory factors in the process. This paper is based on a qualitative study that investigated reasons behind twelve Muslim parents’ decisions to send their children to either an Islamic or a public school in South-Western Ontario. Three major thematic reasons for parents’ choices emerged from the interviews: first, were the parents’ experiences with either the public or Islamic school environment; second, were the parents’ experiences and perceptions of the school’s dress codes; and, third, was the parents’ understanding of the school curriculum content. This paper considers the potential merits of emotional competency coaching for undergraduate students. We outline the findings from our previous work which showed, for example, that a sample of First Year undergraduate students failed to engage with coaching primarily because it was not a mandatory aspect of the curricula. An analysis of the National Framework of Qualifications (NFQ) - which details the specific learning outcomes that must be achieved by all Irish academic syllabi found that this framework makes scant reference to the development of social and emotional skills.
