The Nexus Of Public Diplomacy, Soft Power, And National Security: A Comparative Study Of International Education In The U.S. And Canada, Roopa Desai-Trilokekar, Hani El Masry

This paper examines how international education (IE), as an important tool of public diplomacy (PD) and soft power (SP), faces unique challenges as issues of national security (NS) become more prominent in this era of new geopolitics. It presents a model to understand the relationship between PD, SP and NS and then applies this model to a comparative study. The contrasting histories, approaches and perspectives of IE as it operates as a component of foreign policy and at the nexus of PD, SP and NS in both the U.S. and Canada are analysed. Leading The Many, Considering The Few - University Presidents’Perspectives On International Students During Covid-19, Sarah M Schiffecker, Jon Mcnaughtan, Santiago Castiello-Gutiérrez, Hugo Garcia, Xinyang Li

Globalization has changed the landscape of higher education. The purpose of this study is to enhance understanding of how higher education leaders are engaging emerging questions about successful leadership, particularly when it comes to international student populations in times of crisis. Guided by the Intercultural Leadership framework, this comparative case study illuminates how university presidents from eight different countries were informed in their perceptions of international students and how they acted to support this vulnerable population. The results of this analysis highlight practical implications for higher education leaders to utilize when navigating global crises while protecting international student populations.

Vietnam’S Policies In Covid-19 Pandemic: What Are Consequences To Its Higher Education?, Bich Thi Ngoc Tran, Lorien Jordan

The COVID-19 pandemic and the shutdown of schools created disruptions in Vietnamese education, which has not been evaluated to date. This paper reviewsthe effect of COVID-19 policies on teaching and learning in higher education in Vietnam. We first contextualize higher education in Vietnam before the COVID-19 pandemic. We then analyze the Vietnamese government’s policies to curb the virus spread. In doing so, we highlight on Vietnam’s inequalities of access to higher education, quality of curriculum and instruction, and institutional autonomy. Our analysis focuses on how Vietnam's COVID-19 policies simultaneously responded to the pandemic and moderate prior educational issues. This review …

Pre-Service International Teaching Assistant’S (Ita’S) Investments In Their Ita Training Course: A Multiple Case Study, Roger Anderson
Journal of Comparative & International Higher Education
Research has focused almost exclusively on International Teaching Assistants’(ITA) experiences as instructors, overlooking the ITA training class. This has led to the marginalization of Pre-Service ITAs in the literature. The locus of potentially important learning, a descriptive, multiple case study examined the investment (Darvin & Norton, 2015) of three Pre-Service ITA’s in their ITA training class over one semester at a large US university. Data included ITA’s weekly journals, individual interviews/ stimulated recalls, class assignments, and field notes from classroom observations. It is contended that Lusophone universities are to a certain degree deprived access to American and European scholarships in the 21st century. We examine the validity of this statement, focusing on the barriers scholars often face when accessing scholarships using English. To explore the constraints English language imposes on Mozambican lecturers pursuing international scholarships, the study employed qualitative research methods using structured interviews. The sample of interviewees included university lecturers from Eduardo Mondlane University. When Experts Become Novices: A Mixed-Methods Exploration Of International Scholars’ Experiences At A Us University, Masha Krsmanovic

The experiences of international scholars in the United States who are part of short-term or exchange programs remain vastly under-investigated compared to their full-time, tenure-track, and tenured peers. Guided by Blau’s (1964) social exchange theory, this study investigated professional and social experiences of exchange scholars at a large public research university in the southeast United States. A mixed-method exploration was conducted through surveys and interviews with international scholars who participated in an exchange program in the spring of 2020. ‘Race’ And Academic Performance In International Higher Education: Black Africans In The U.K., Solomon Zewolde

U.K. higher education research routinely pinpoints the racialized nature of academic performance, but it often fails to even consider if racism contributes to such a pervasive racial or ethnic disparity. While research in the area often focuses on comparing the attainment of home white and ethnic minority students, little attention is given to the experiences of black African international students (BAIS), particularly in U.K. higher education. Using semi-structured qualitative interviews, this study documents how “race” shapes academic performance and achievement by exploring the experiences of 21 BAIS undergraduates studying in ten universities in England.
