There is strong evidence supporting early childhood education (ECE) programmes as an effective way to support children to have the best start in life, especially for the most disadvantaged children. When high‐quality programmes are established – where quality is assured, and barriers to participation eliminated – large positive effects are observed that are sustained into adulthood. Indeed, substantial positive returns on public investment in ECE programmes are reported. When low‐quality programmes are taken to scale in the market, however, smaller effects or no effects are observed. This is attributed to failure to get quality right. And when quality is too …

The International Civic and Citizenship Education Study (ICCS) investigates the preparation of young people to undertake their roles as citizens. It gathers and analyzes data from representative national samples on students’ conceptual knowledge and understanding of civics and citizenship, as well as their attitudes to, and engagement with, aspects of civics and citizenship. ICCS builds on a succession of IEA studies in this field dating back to 1971, and especially since 2009. Owen Kiernan was born on March 9, 1914, in Randolph, Massachusetts. Kiernan graduated from Bridgewater State University in 1935 (known then as Bridgewater State Teachers College) and went on to get his masters at Boston University and his Doctorate at Harvard. Kiernan participated in baseball and basketball while at Bridgewater State and was inducted into the school’s Athletic Hall of Fame in 1989. After graduating from Bridgewater State in 1935, Kiernan kept a strong connection to the school for the rest of his life.
Kiernan became the Massachusetts Commissioner of Education in 1957. He would stay in that role until …

Technical Support For A Micro-Scholarship Programme To Improve Learning: Project Brief, Bikramjit Sen

Sri Aurobindo Society (SAS), one of the largest Indian non-government organisations launched the AuroScholar, a micro-scholarship initiative for students in grades 1 to 12 in India. The scholarships are expected to improve student motivation and encourage positive behavioural patterns which are critical for improving engagement in learning, eventually leading to better outcomes. The Australian Council for Educational Research (India) provided technical support in improving the quality of the 10-minute, daily, curriculum-aligned qualifying quiz for the scholarship. Students are awarded a micro-scholarship of INR 50 upon correctly answering 80% questions in each quiz.

Social Capital Development In Community College Alumni Who Studies Abroad, Heidi Fischer, Rosalind Latiner Raby

This qualitative study explores how US community college students who studied abroad use their existing social capital to enhance their engagement with other students and host country residents. The study also shows that students who studied abroad develop new social capitals for bridging and bonding with others. Data collection consisted of two rounds of in-depth interviews with 27 alumni students as well as a survey on participant background. Findings show that students use their social capital to enhance their relationships with other students and host country individuals. These positive relationships, in turn, enrich and build new social capitals that remained …

Global education monitoring
This policy brief investigates gender disparities in learning outcomes and the factors contributing to these disparities as identified in large-scale assessment data in Southeast Asia. It additionally provides a set of recommendations aimed at enhancing equitable student learning outcomes while advocating for comprehensive support of gender-based interventions within educational quality initiatives, spanning both systemic and school-level support. The findings presented in this brief are drawn from large-scale assessment (LSA) datasets and secondary analysis of these sources. For more detailed information regarding the large-scale assessments in Southeast Asia, please refer to the appendix section.

Social Capital - although a relatively new term that became popularized in the 1990s, has been shown to be an invaluable concept that has shifted innovative thinkers from thinking less about the financial capital outcomes of a project, and more about its social capital outcomes. The concept refers to the dimensions of society that allow for mutually beneficial cooperative behavior even if it serves a person no financial profit. This study explores the epistemological beliefs of pre-service elementary teachers in Korean language education and their impact on performance assessment task planning. Grounded in the correlation between teachers’ beliefs and instructional approaches, the research aims to redefine Schommer’s (1990) epistemological dimensions in tasks designed by pre-service teachers. Data from 150 participants were analyzed quantitatively and qualitatively, revealing three belief-based clusters: Naive (24.7%), Mixed (51.3%), and Sophisticated (24.0%). Task planning patterns in all groups focus on individual perspective analysis and selfreflection. The Mixed group emphasizes related readings, exposing participants to various perspectives. Due to a shifting global environment and unique personal circumstances, traditional in-person learning experiences that foster cross-cultural interactions and learning, including study abroad programs, have become unavailable to many. In light of this issue, we investigated how a virtual cross-cultural course, such as Global Social Justice in Education (GSJE), could allow undergraduate and graduate students to explore their cultural identities and enhance their intercultural sensitivity. The paper sets out several approaches, both statistical and non-statistical, by which jurisdictions may choose to link their assessments to the global standards for reporting. One of these, the Pairwise Comparison Method (PCM), was first set out in Lazendic (2019). This concept note provides further details on the PCM and the work that has taken place since 2019 to enable the approach to be operationalised. Test -Taking Anxiety (TTA) is a challenging experience for children of all ages. Childhood exposure to trauma and adverse experience has been increasing. Fortunately, trauma-informed practices, such as mindfulness activities have become more widespread in schools throughout the last few years. Existing school counseling literature offers limited perspectives on how school counselors can support elementary students for TTA. This conceptual article explores the effects of trauma-informed practices on elementary-age students' test anxiety and overall academic success in schools and offers implications for practice.

Purpose: The purpose of this mixed methods Delphi study was to identify the remote learning instructional strategies used by expert Southern California parent educators for implementing the anticipatory set, modeling, checking for understanding, and guided practice elements of Madeline Cheek Hunter’s Instructional Theory Into Practice (ITIP) framework. The study sought to identify how expert Southern California parent educators rated the effectiveness of the remote learning instructional strategies in the aforementioned elements of Hunter’s ITIP framework. The Ministry of Education on a Western Pacific island invested in an expensive 1:1 tablet program providing elementary teachers and students with a tablet but had not determined if the program produced desired positive changes in the teachers’ instructional practices of lesson planning and lesson presentation. This study sought to understand how five jurisdictions – British Columbia, Estonia, Finland, Hong Kong and South Korea, which have all performed unusually well in international achievement surveys over the past two decades – are approaching school education and its transformation. Geoff Masters describes key aspects of the learning systems these jurisdictions have established, comments on how they are now redesigning their learning systems for the future, and discusses insights into what may be required for any jurisdiction to perform well on measures of the kind currently used in international surveys.

Funded with generous support by the Jacobs Foundation, the ultimate goal of this project was to develop transcripts to track learner progress in the domains of creativity and curiosity. To support this overarching goal, the research team sought to define creativity and curiosity in language that would resonate with learners and teachers and that would be appropriate across numerous cultural settings. Australian secondary school students vary widely in their academic achievement. Using the scores from the Programme for International Student Achievement (PISA) in 2018, for example, the range from the 5th to the 95th percentile of student reading scores in Australia was 359 points compared to the OECD average of 327 points (OECD, 2019a; Thomson et al., 2019). This considerable range in achievement scores has been described as reflecting a long tail in the distribution of achievement. The COVID-19 pandemic has disrupted education for approximately 1.2 billion students across the Asia-Pacific, and forced the closure of many schools, precipitating a transition towards remote learning, albeit with uneven access and quality (UNESCO, 2021; Global Education Evidence Advisory Panel, 2022), and threatening to deepen the ‘learning crisis’ that already existed, particularly for the most vulnerable learners. The purpose of this study is to examine how land-grant universities engage with the public in the era of globalization; to explain the institutionalization of engagement processes accounting for the global context; and, to integrate this analysis into a Global Engagement Model for Land-Grant Universities (GEM) implementing a grounded theory research methodology.
GEM’s foundation is both theoretical and empirical.
