For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). I find that the share of out-of-state students has risen by an average of 55 percent since 2002 and that 48 of …

In February 2021, Victoria Jackson and Matt Saenz of the Center on Budget and Policy Priorities published a report titled, “States Can Choose Better Path for Funding Higher Education Funding in COVID-19 Recession.” The report presents data on changes in state spending for higher education, and tuition costs for all 50 states between 2008 and 2019. This fact sheet explores data on higher education budget cuts and changing tuition costs for four-year institutions and community colleges in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah).

Issues of college access are increasingly met with resolutions within social and economic contexts. Models such as cost of production output, and race and socioeconomic-conscious strategies form the basis of such analyses (Jenkins & Rodriguez, 2013; Henriksen, 1995; Treager Huber, 2010; Schmidt, 2012). We can expect retooling and reinventing of such models with increasing college costs and changes in student demographics.

This thesis examines the recent rise in tuition expenses and its relation to college operation costs. My focus delves into the finances of American institutions of higher education to observe where money is actually being spent and to which areas of the college money is being dispersed. It further examines whether students are actually stimulating their own tuition growth through their costly demands on colleges and the luxury services colleges are now offering. In particular, this paper analyzes the current-day trade off for American colleges: spending on consumption amenities as opposed to spending on academic quality. From my research and …

The community college mission has long included open access through low tuition (Vaughan, 2006). Financial challenges for community college students threaten open access (Shannon & Smith, 2006). Paying tuition plays a part in a student’s ability to graduate. A community colleges’ success is measured in part by graduation rates. President Obama challenged all colleges, including community colleges, to increase their graduation rates 50% by the year 2020 (Obama, 2009). The current study analyzed whether public, community colleges’ tuitions predicted their graduation rates using recent data and if size of enrollment moderated the relations between tuition and graduation rate. Small colleges and universities serve a profoundly important role in American society. They provide the rigorous, personalized experience that is the hallmark of the best of higher education. In the process, they build opportunity and encourage civic engagement among a new generation of citizens.
The landscape for these institutions has changed dramatically in recent years. Declining numbers of traditional college-age students have coincided with a shift in populations moving away from areas with a large number of small private institutions. Does Merit-Based Aid Improve College Affordability? Testing The Bennett Hypothesis In The Era Of Merit-Based Aid, Jungmin Lee
Journal of Student Financial Aid
This study tested the Bennett hypothesis by examining whether four-year colleges changed listed tuition and fees, the amount of institutional grants per student, and room and board charges after their states implemented statewide merit-based aid programs. According to the Bennett hypothesis, increases in government financial aid make it easier for colleges to raise their tuition. Because many statewide merit-based aid programs covered full tuition and fees for students enrolled in their state colleges, I hypothesized that colleges in states that implemented merit-based aid programs would raise student charges or reduce institutional aid for more revenue.
