Globally, and in the United States, drowning is considered a “neglected public health threat” (WHO, 2014b). Reports have shown that there are groups of people in certain communities who are at greater risk. African Americans, as a group, have a drowning death rate 9% higher than that of the overall population, with the greatest disparity being among African American youth (Gilchrist & Parker, 2014). "We Just Treat Everyone The Same": Lgbtq Aquatic Management Strategies, Barriers And Implementation, Austin R. Anderson, Eric Knee, William D. Ramos, Tiffany Monique Quash

This study examined the management of aquatic venues in a number of areas (facilities, programming, human resource management, marketing, policies) as it pertains to LGBTQ participants and participation. The study utilized in-depth semi-structured interviews with 16 aquatic managers to examine steps that are currently being taken (or lack thereof) when it comes to creating environments that are perceived to be open, or closed, to LGBTQ participants. A grounded theory-based process of data collection and analysis resulted in emergent themes. Developing And Implementing A Community-Level Para-Swimming Program, Mariett Teixeira Matias, Milena M. Parent

International Journal of Aquatic Research and Education

The purpose of this study was to examine the basic conditions required to implement a para-swimming program at the community level. This was undertaken using a qualitative benchmarking approach based on documents/literature and semi-structured interviews with representatives from 13 countries as well as from the International Paralympic Committee’s Agitos Foundation. Results indicate that successful community-level para-swimming programs should focus on promoting the inclusion of para-swimmers in swimming clubs, with integration being a step towards inclusion. The basic conditions needed to do so include facilities and logistics, financial, and human resource needs. Findings also highlight the importance of the local context …

Historically, swimming pools have been a focal point of racial tension. Discrimination and segregation are inextricably tied to the history of public swimming usage in the United States. Pools are public spaces that are physically and visually intimate. African American children ages 5 – 19 years drown in swimming pools at rates of 5.5 times higher than those of whites (Gilchrist & Parker, 2014). Literature suggested culture is the culprit for this disparity. A fear of water dates to slavery (Pitts, 2007). Available research clearly shows that more children who have disabilities, including those with severe disabilities, are participating in swimming programs as well as wanting to be taught in a regular aquatic class without being segregated. Aquatic instructors need to prepare lessons that include children both with and without disabilities. In 2014 the U.S. Centers for Disease Control and Prevention (CDC) published the first edition of the Model Aquatic Health Code (MAHC). This document represented the inaugural introduction of a federal policy guideline with a direct focus in the area of aquatic venue operation and maintenance with the sole purpose of improving the nature of public health in the field. The Indiana State Department of Health (ISDH) began the review and adoption process soon after the policy’s release. The ISDH process is proposed as one method for others to consider.
