Evaluations are used to determine a program’s merit. “Germ City” utilizes experiential learning of adequate hand washing skills. An elementary school in southwestern West Virginia served to determine if the evaluation design for “Germ City” would prove to be an effective assessment for the hand-washing program. Four hundred and eighty-four participants completed an eight-question pre/post test; one hundred and forty-nine students underwent a hand quadrant evaluation. In addition, a soap and paper towel usage log was recorded. Fifty-four percent of the participants were male, forty-six percent female (n=483) with a mean grade level of 3.6 (n=484). The junior high school was created in the early 1900's from the eight year elementary or grammar school and a four year high school. At that time administrators and teachers believed that the needs of the middle year students were being overlooked (Jackson, 1986). The current concept of middle schools began developing in the late 1950's and was being implemented in 1963 (Kindred, Wolotkiewicz, Mickelson, & Coplein, 1981). The Ten State Nutrition Survey (1968-1972) included West Virginia as a participant and provided data on the nutritional status of various age groups including preschool children. Information from biochemical tests, anthropometric measurements and a 24-hour dietary recall indicated that a significant number of children in West Virginia and the United States are malnourished or at nutritional risk. For this reason it is essential that nutritional evaluation of children be carried out during physical examinations. However, it may not be necessary for the evaluation to be completed by a nutritionist.

Recent nutritional surveys suggest that diets in the United States are often inadequate in one or more nutrients. In the West Virginia Nutrition Survey, 1969, unacceptable nutrient levels were most prevalent in children under seventeen years of age. Preliminary biochemical data resulting from the survey suggest that iron, vitamin A, and ascorbic acid are inadequately consumed. School lunches, as defined by the National School Lunch Program, are supposed to contribute a significant portion of the nutrients required daily by children.

Pupil transportation is coming to be considered an indispensable service in the West Virginia school systems. In the year 1941-42 more than 132,885 pupils were transported to and from West Virginia schools daily. This was an increase of 77,886 over the number transported in 1932-33 or an increase of about 8,660 annually.

The average daily attendance in the public elementary and secondary schools of West Virginia for the year 1941-42 and 395, 065 which shows that 33.63 per cent of all the pupils attending the public school were transported at public expense. The sum of $2,142,943.40 was spent for transportation, …
