The mission of the Office for Education Policy is to examine educational issues through the lens of academic research and disseminate our findings to educators, policymakers, and other stakeholders around Arkansas. Annually, we highlight excellent schools around the state in our Outstanding Educational Performance Awards, or the OEP awards.

This edition of the OEP Awards highlights schools in Arkansas based on student growth on the ACT Aspire exams in Mathematics and English Language Arts (ELA). This is a departure from prior awards, which were based on student proficiency.

African American male third graders in U.S Title I schools frequently fail to read on grade level. However, in three Title I schools in East Texas, this demographic demonstrated exceptionally high reading ability. This explanatory case study investigated the instructional strategies and practices linked to high reading achievement for these students. The study is grounded in Ladson-Billings’s theory of culturally relevant pedagogy and supported by Vygotsky’s theory of social and cognitive constructivism. This research examined the effectiveness of specific methods of cooperative learning on reading comprehension, motivation, and attitudes. The study implemented Collaborative Strategic Reading (CSR) and the Jigsaw method in a rural public elementary school and included 60 participants from 3rd grade reading classes. One group used the CSR method to read information on four different topics while the other group read information on the same topics using the Jigsaw method. After controlling for initial attitudes, motivation, and global reading comprehension, the results indicated that neither of these methods led to greater gains in these areas than the other. The goal was to assess the effects of an intervention program, based on cooperative learning and involving the whole school community, on the emotional and social evolution of a student who had suffered cyberbullying. The student, her parents, the school administration, a teacher and the student's classmates agreed to participate in the study. A qualitative research design was used, which included interviews, discussion groups and diaries. The information obtained was structured in three categories: cyberbullying detection and response, psychoeducational intervention program, and emotional and social evolution. In an era of increased accountability, it is important to understand how exemplary teachers navigate the demands placed on them by their schools, districts, and states in order to support student learning aligned with their beliefs of effective instruction. To understand these negotiations, tensions facing exemplary literacy teachers were examined through a qualitative interview study. Participants included nineteen experienced PK-6th grade teachers from across the U.S. Results of the study indicate that teachers experience discrepancies between their beliefs and state and local mandates, and they discuss a variety of strategies for negotiating these discrepancies. The overarching purpose of writing is to communicate; as such, the intended audience is a critical consideration for writers. However, elementary school writing instruction commonly neglects the role of the audience. Typically, children are asked to compose a piece of text without a specific audience that is usually evaluated by the classroom teacher. Previous studies have found a relationship between audience specification and higher quality writing among older children; this study examines the impact of audience specification on young children’s writing. The use of manipulatives in elementary schools is one beneficial method that has been utilized to help students grasp abstract mathematical concepts. To examine the effectiveness of implementing mathematical manipulatives, researchers designed a seven week intervention for ten low-achieving third and fourth graders. Topics focused on the National Council of Teachers of Mathematics number and operations strand. This action research study investigated the impact that an explicit phonics curriculum had on second grade readers. Blast Phonics was implemented in first grade during the 2018-2019 school year. Thus, data from 2018-2019 second graders provided baseline data from students who did not receive Blast Phonics. Data from 2019-2020 second graders provided data from students who did receive Blast Phonics. The FAST CBM Reading assessment provides data on fluency (WPM) and accuracy (%). The use of technology engages students and increases academic achievement, as Tamin, Bernard, Brookhovski, Abrami, and Schmid (2011) found in a study summarizing 40 years of research on this topic. Educators face attitudinal, sociocultural, and pedagogical barriers to technology integration in spite of its positive impact on academic achievement. In this qualitative multicase study, three groups of educators were interviewed to determine how some teachers successfully overcame barriers to technology integration. The purpose of this study was to determine whether students exhibited a preference for specific types of sources when constructing and demonstrating knowledge about historic events, figures, or a specific time period. A total of 46 students participated in the study which extended over eight class periods of approximately 50 minutes each. The aim of this study was to investigate the motives that were instrumental in driving the first-year science and math student teachers to be a teacher at one public university in Sumatra, Indonesia. A questionnaire and semi-structured interviews were used to collect the data. 378 participants completed questionnaires consisting of 318 females and 60 males while the interview data were collected from voluntary participants. This study examines the perspectives of three generations of elementary teachers learning to teach science using engineering design and the risks associated with implementing this innovative type of reform-based science instruction. Data were gathered using semi-structured interviews, classroom observations, and teacher reflections. Data analysis entailed open coding and document analysis. The findings indicated that there were four types of perceived risks: practical, pedagogical, conceptual, and personal. First-generation teachers exhibited conceptual risk-taking behavior, while second- and third-generation teachers reported practical, pedagogical, and personal risks. This study followed a case study design and employed qualitative methods to explore monolingual preservice teachers’ (PSTs) attitudes toward learning to teach emergent bilinguals (EBs) in a dual language school. We sought to support and observe PSTs as they applied strategies learned in methodology courses to students in the field. Three overarching themes emerged from PSTs’ videotaped focus group interviews, weekly reflections, and field notes. Responses that supported Theme 1 suggested PSTs desired to teach EBs for a variety of reasons and Theme 2 supporting responses showed that PSTs confidence levels increased as they interacted with EBs. Interpretation and analysis of qualitative data inevitably involves a collision with one’s own lived experience. This paper reflects on a postgraduate research project that employed the methodology of grounded theory to determine themes around the meaning that individuals in a school community give to the term spirituality. Reflecting on the process has highlighted ways in which unexamined personal assumptions were at play as the researcher conducted analysis, influencing the interpretation of data. Since the late 1990s, increased public and academic attention has been focused on topics related to bullying and peer aggression in schools, yet these behaviors have proven difficult for schools to address. Using data from an ethnographic study of two rural elementary schools in the Midwestern United States, I make both methodological and theoretical contributions to the literature on this topic. Methodologically, I show that examining ‘minor’ aggressive behaviors in schools reveals the way that more serious issues are also normalized. Classroom-based physical activity (CBPA) can significantly benefit students’ health and educational outcomes, but many teachers do not utilize CBPA. This study examined teachers’ perceptions about the value and impact of several approaches to support CBPA implementation, and teachers’ weekly self-reported CBPA use. Interviews were conducted with 35 classroom teachers (including those using and not using CBPA) at two public elementary schools, and CBPA tracking logs were collected on a weekly basis. Interview transcripts were interpreted through key domains within implementation science. On average, teachers reported using one activity every other day.
