This paper suggests that although each state within the United States currently recognizes a right to public education, the states do not provide meaningful and consistent judicial enforcement of the right. Recognizing a federal fundamental right to public education would be a step towards ensuring meaningful and consistent judicial enforcement of the right.

Major school improvement efforts have failed in recent decades for two reasons. First, the endless pursuit of reform for reform’s sake over the last few years undermines school improvement.1 Second, we have abandoned or, at least, lost our focus on the fundamental educational goals that animated education policy decades—and sometimes centuries—ago. Those goals, while never fully attained, have always sought to move us to a more just system of public education. By losing that focus, our education systems remain wedded to practical norms that consistently undermine equal and adequate educational opportunities.

Numerous studies have touted the importance of teacher self-efficacy on the motivation and achievement of their students (Ashton & Webb, 1986; Bandura, 1994 & 2002; Mojavezi & Tamiz, 2012). When teachers have high levels of self-efficacy (the level at which teachers believe they can affect student outcomes), their students achieve at higher levels and develop increased levels of motivation. By extension, we posit that if teachers have increased self-efficacy regarding their own writing abilities, it will translate into increased motivation and achievement levels for their students in the area of writing. Students with Emotional and Behavioral Disorders (EBD) experience more negative student outcomes compared to other special education disability categories, specifically, higher dropout rates, less access to higher education and incarceration. Mathematically, 73% of students with EBD achieve below the 50th percentile on standardized tests (Wagner, Kutash, Duchnowski, Epstein, & Sumi, 2005). This study focused on the exploration of a multi-component mathematics and behavior intervention targeting student self-efficacy for productive learning behaviors in the general education mathematics classroom setting for elementary students with EBD. This study is designed to explore the perceptions of teachers in a Northwest Arkansas urban elementary school context as they engage in design-based action research to increase learner agency. It is based on the Carnegie Project on Education Doctorate (CPED) framework that includes identifying a problem of practice and engaging in research to address the problem. The Northwest Arkansas Report Card highlights how students in area schools are performing. Our goal is to help parents, school personnel, community members, and policy makers understand how effectively the students in their community are being served.

Northwest Arkansas students are demonstrating greater growth in achievement and earning higher scores on the ACT Aspire than are the students in the state overall. Schools in NWA also have higher School Quality and Student Success scores, higher graduation rates, and are more likely to receive an “A” or “B” rating than are other schools across the state.

This creative project focuses on the experimentation and exploration of light and shadows with the children at the Jean Tyson Child Development Study Center (JTCDSC). The creation, development, and implementation of the light studio was influenced by many approaches and concepts that surround early childhood development. It incorporated inspiration from my travels to Italy, where I studied the Reggio Emilia approach in context. In Reggio Emilia, I had the opportunity to visit the Loris Malaguzzi International Centre, local schools that implement distinct child guidance approaches, and The Creative Recycling Centre Remida. Research shows that students who demonstrate low reading achievement in 3rd grade have trouble catching back up to grade level and being successful in school, compared to their peers who demonstrate early proficiency (Fiester 2010; Hernandez 2011; Juel 1988). This report seeks to investigate what happens to Arkansas public school students who demonstrate low achievement in reading in 3rd grade. Reading scores from three cohorts of students are followed from 3rd grade until high school, beginning with data from the 2008-09 school year and continuing through 2016-17. This brief examines long-term academic outcomes for students who demonstrate low reading achievement in third grade. Following three cohorts of students from third grade through early high school, we find that students who are behind in third grade are unlikely to ever read proficiently. Economically disadvantaged students, Black students, and male students demonstrate less improvement in reading achievement over time than other types of students.

Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. The physical activity policies of elementary schools in Arkansas and correlations between physical activity requirements and body mass index have been studied. Examination of the policies at the individual school, district, or state level were noted. The statewide BMI database was consulted. Interviews with physical education teachers was conducted to assess policy implementation. Results may provide schools and policy makers with insight on future physical activity policies.

The Utility Of The Olweus Bully/Victim Questionnaire In Identifying Stably Peer-Victimized Children, Freddie Aníbal Pastrana Rivera

I evaluated the utility of using the Olweus Bully/Victim Questionnaire (OBVQ) in identifying stably peer-victimized children. Participants were 676 fourth grade students from 37 classrooms in ten public schools. Stable peer victims were identified as children who met elevated levels of peer victimization at both fall and late spring assessments from at least one source (i.e., self, peer, teacher). Four potential screeners using the OBVQ were evaluated. Logistic regression analyses were performed to identify how well a recommended cutoff point from the global item of the OBVQ (i.e., being bullied 2 or 3 times a month) identified stable victims. This quasi-experimental study examined the effect of supplemental mathematics computer-assisted instructional programs on the achievement of students in grades three and four over a two year period. This study evaluates the computer-assisted instruction (CAI) supplemental interventions through the lens of the sheltered instruction approach to teaching English Language Learner (ELL) students. The students who took part in the intervention attended nine elementary schools in one Arkansas district in the 2011-2012 and 2012-2013 school years. Data from Measures of Academic Progress (MAP) assessments were analyzed using a factorial ANOVA with pretest and two posttests over the course of two school years. …

The purpose of this quantitative study is to gain an understanding of the powerful instructional potential of combining the practice of looping, Cognitively Guided Instruction (CGI) professional development strategies, and the impact these practices have in addition to ethnicity in elementary education. The study focused on research questions pertaining to student's Measure of Academic Progress (MAP) scores and the implementation of looping, CGI strategies, and how ethnicity impacted student achievement.

The primary purpose of the current study was to explore the use of knitting as an expressive arts technique. Knitting groups were conducted with 4th grade elementary school students. Each group met for 8 sessions on a weekly basis. Participants were randomly assigned to either the experimental group or control group. The experimental group received knitting instructions in the group format first. The purpose of this study was to determine if three elementary school garden club programs influenced students' attitudes and behaviors regarding fruit and vegetable consumption. Both quantitative and qualitative data collection and analysis took place, in the form of pretest and posttest questionnaires as well as participant interviews. Overall, non-significant results were found in the quantitative portion of the study, which led the researcher to determine that the garden club program had no significant effect on the participants regarding perceptions of fruit and vegetable consumption. There is a need for birth through kindergarten (B-K) public school licensure in the state of Arkansas. In Arkansas, licensure for teachers of young children is for pre-kindergarten through fourth grade (P-4). Teachers who receive P-4 licenses are often less prepared to work with children under age six than with older children. A more appropriate license would be a B-K license. A teacher with B-K licensure would be prepared to meet the emotional, social, physical, and cognitive needs of young children. The University of Arkansas at Monticello's 1985 Summer Science Institute was created to improve competence in science among on-the-job upper elementary school teachers (grades 4-6) in southeast Arkansas. Students received three weeks of solid introductory coursework in botany, chemistry, and geology. However, deficiencies in public school science education are extensive and deeply rooted and will not be seriously addressed by anything less than radical changes in teacher training and certification policies.
