This qualitative case study explored family-school partnerships in five Title I elementary schools in one central Florida school district. Literature confirms that engaging parents and families in their children's education provides positive results for a child's well-being socially, emotionally, and academically. Furthermore, partnerships between families, schools, and communities, in which all stakeholders share in the responsibility of a child's academic success, are beneficial to everyone, especially children and schools. This research project discusses school funding instruments of rural and urban schools in South Carolina and uncovers its effect on student academic achievement. Educational achievement is assessed based on report card datasets between 2018 and 2019, containing South Carolina Assessment of State Standards (SCPASS) score data and South Carolina College and Career Ready Assessment (SCREADY) score data. This research project uses a comparative analysis to evaluate each group’s performance in the subjects of English Language Arts and science. There are no reliable data on the kindergarten entry assessment (KEA) systems used in public kindergarten programs across the Commonwealth. Specialized literacy professionals, guided by the International Literacy Association’s (ILA) Standards for the Preparation of Literacy Professionals 2017, fulfill many roles within the elementary school setting to support the literacy development of students. The purpose of this mixed-methods study was to investigate elementary principals’ knowledge of and expectations for the specialized literacy professionals’ roles and responsibilities compared to the ILA Standards. This dissertation research study brings together a historical account and one scholar's personal and family stories of how Indigenous children were stolen and sent to the first Bureau of Indian Affairs (BIA) boarding schools and tribal schools. In the case of the researcher's family, the educational experiences at Carlisle Indian Industrial School immediately started a traumatic assimilation process on Indigenous children that instilled generational trauma for them and their descendants. In interviewing three highly experienced administrators, ample information was collected on why some programs are prosperous while others see little success.
