Relevant literature pertaining to reading, reading comprehension, comprehension evaluation, characteristics of readers, findings regarding strategy instruction and its use on comprehension, and specific pre-reading strategies was studied. The need for second language learners to receive comprehension strategies in order to develop schemata, activate prior knowledge, and develop meaning for unknown vocabulary was noted. Teaching specific reading strategies to increase the second language learner's comprehension of a text was emphasized. The purpose of this project was to increase the involvement of Hispanic parents to result in higher student achievement in the elementary school. Research on cultural barriers of Hispanic parent involvement and the programs that schools have implemented to overcome cultural barriers was examined. A resource guide for elementary school teachers was developed in order to help teachers find ways to overcome the cultural barriers of parent involvement in schools.

A handbook has been created to assist elementary educators integrating Spanish into their curriculum. Lesson plans, activities, and supplemental materials are developed based on The Standards for Foreign Language Leaming, recommended and published by the National Association of Foreign Language Teachers and are aligned to meet the Essential Academic Leaming Requirements (EALRs) adopted by The Washington State Commission on Student Leaming. Current literature and research involving the benefits of teaching foreign language to elementary children are studied.

The purpose of the project was to provide primary teachers with a multicultural literature resource book. To accomplish this a review of literature was completed to investigate the need for, and value of using multicultural literature within a primary classroom. How to judge quality multicultural literature was also reviewed. The focus ofthis project was to create a resource manual to use in the reading program with students learning a second language. The project implements a balanced reading curriculum with an emphasis on literature-based instruction. Trade books and post-reading activities are the highlights of the resource manual. Using literature in the classroom with literature-based instruction techniques has been shown to have a positive impact on students. The purpose of reading instruction is to increase reading skills as well as the joy ofreading.

Stanwood School District has seen an increase of second language students. Many teachers within the district have little or no training in second language acquisition and were having difficulty meeting the needs of these students. A facilitative handbook for supporting teachers of elementary second language students was created. In order to find the strategies that would best serve this student population current research on language development and teaching strategies for English as a Second Language students was examined. Teachers in the Stanwood School District will receive the handbook in the fall 2000.

Research related to the bilingual and bicultural issues of emergent literacy, family literacy, and intergenerational literacy, factors that promote literacy, parent involvement, and family literacy programs was read, evaluated, and summarized. From this literature review it became evident that when children develop literacy skills in their native language and/or English and learn to interact with literacy, learning to read and write becomes easier. A handbook, written in English and Spanish, was designed and printed providing reading strategies and activities for parents to promote reading literacy in the home.

To accomplish this purpose, a review of current literature regarding multimedia technology in English language instmction for EFL/ESL learners was conducted. This project is a program for Spanish speaking parents of children in kindergarten, first, and second grades. This program was designed to help parents better support their children's literacy development. An additional goal of this project is to build stronger relationships between Spanish speaking families and schools. Chapter four of this project contains the manual for this program. An informal study was conducted to develop a guide for grades 4-6 educators to use in teaching Central American folklore in the context of an interdisciplinary curriculum. Four story books were selected which reflect the cultures of Costa Rica, Honduras, Guatemala and Panama and serve to illustrate the oral tradition of peoples from these countries. The instructional method used was the Cognitive Academic Language Learning Approach (CALLA) by Chamot and O'Malley. The purpose of this project was to influence student reading comprehension by involving parents in the literacy learning of their children. Researchers of language learning suggest that if children learn skills and content in their first language, they will later transfer that knowledge to their second language. To accomplish that end, literature packets that contain a book in Spanish or English with corresponding activities were created. The packets will be taken home by students to use with their parents to enhance reading skills and parent involvement.

A review of literature was completed to support the need for, and value of, using multicultural literature within the elementary classroom. The criteria for selecting multicultural literature was also reviewed. The project consisted of a booklist and prereading and postreading activities for twenty-five multicultural trade books. The purpose of this project was to produce the Spanish language component of an intermediate school's (Grades 4-6) integrated core curriculum. The Spanish language component was developed around congruent themes enumerated in a Language Arts block and integrated with other curricular areas. The themes or objective areas were outcome driven (goal oriented), core content generated (based on minimum competencies), holistic (integrated), incremental, and utililized spiralling (continuous review) and multisensory approaches. An alternative method for the development of second language acquisition and literacy in a second language program was explored. A collection of Spanish children's songs and lessons utilizing "whole language" teaching strategies were compiled to supplement the language arts cμrriculum. The premise for this study was that children's songs could be used to develop activities that would enhance second language acquisition and literacy skills. Implications for the integration of music to provide a cogent transitional vehicle from spoken to written language structures are discussed.

The purpose of this project was to integrate Hispanic cultural activities into a Social Studies curriculum using student learning objectives for grades four and five. Six cultural activities were designed and implemented. An informal evaluation of the activities as they related to areas of multicultural education was included. This project demonstrated that Hispanic cultural activities could be successfully integrated into an otherwise monocultural environment, and through this integration positive changes in attitudes and behaviors of all students could be achieved.

The project provides a handbook of Spanish creative writing activities. It is to be used by third grade Spanish-speaking students to help inspire their creativity. The handbook consists of journal writing, sequence and write, draw and write, cartoons, story starters and shape stories. The review of literature helps to explain the importance of writing and discusses the role of the teacher. The activities are varied to allow the children to reach the essence of the creative writing process.

The effects of a collaborative home reading program on children with reading difficulties was studied. Students selected for the study were currently enrolled in special programs for reading and/or English as a second language. Students who participated in the Reading-At-Home program made substantial and immediate gains in reading skills, although greatest gains were made by younger students (five to eight years old). Participant reactions were also discussed.

A study has been made to select activities and games that promote language use in the second language classroom. Low classroom and personal anxiety promote language learning; games and activities are a method of focusing the language on its message rather than its structural form. Ways for teachers to help decrease classroom pressure and encourage learning are discussed. Language games for beginning, intermediate, and advanced students are presented in the project portion of this paper and will be used as a handbook of games for English as a second language teachers.

Bilingual Language Arts objectives were established by grade level, K-4, in both Spanish and English. One hundred six limited English proficient students are participants in the bilingual program for which this curriculum was designed. This study suggests how selected objectives can be implemented using a whole language approach during a 1-week cultural unit. The intent of the curriculum design was that children learn language naturally when it is in a meaningful context. Implications for success in using a whole-language approach are discussed.

Methods and procedures for teaching reading readiness skills to primary Spanish-speaking children were developed. The methods and procedures were developed to enrich the basic teaching of reading programs and to provide a means for development of specific skills that the standard program failed to develop for the limited English speakers. Each procedure contains step-by-step directions for the teacher to combine with current methods of the teaching of reading.
