The purpose of this study was to determine administrator's perceptions of the No Child Left Behind Act of 2001, with particular emphasis on the areas of standards, assessment, accountability, and parental choice. One hundred superintendents and 660 principals were randomly selected to participate in the study. The survey consisted of five questions regarding standards, five questions regarding assessment, five questions regarding accountability, and five questions regarding parental choice as each relates to the No Child Left Behind Act of 2001. The primary purpose of this study was to examine the effect of middle level grade configurations on eighth grade academic achievement as determined by the results reported on the ISTEP+ (Indiana Statewide Testing for Educational Progress-Plus). Furthermore, the study analyzed the effects of grade configuration, school locale, and transition type on eighth grade academic achievement. A 2 x 2 x 2 factorial design was employed to collect and analyze the data for this study. The purpose of this research was to examine and compare the impact of magnet-vocational high schools on the perceptions of seniors from the magnet schools and on those from the comprehensive/host schools. Additionally, the study examined the perceptions that several stakeholders of those schools and of the services and opportunities presented to the students were also investigated. Finally, the perceptions or parents were also investigated.

The purposes of this study were to 1) determine how principals use student achievement data to initiate school improvement, and 2) examine the relationship between test scores and how change is influenced in schools. The study surveyed 262 principals of Title I elementary schools with a kindergarten through fifth grade configuration regarding data usage and their perception of change. 2004-2005 IS TEP+ percent mastery scores were utilized to determine the top and bottom performing schools for the data usage portion of the study. The concept of democratic leadership emerged in the early decades of the twentieth century in response to the effects of social change on schools and to growing dissatisfaction with autocratic management. One of its most prominent advocates was John Dewey, an eminent philosopher who viewed scientific management’s obsession with efficiency to be detrimental to a well-balanced social interest (Razik & Swanson, 2001). Democratic school administration was not practiced widely, however, until America had suffered a great economic depression circa 1930. The preparation of superintendents is a critical component, an essential element, of systemic education reform, although as (Cooper, Fusarelli, Jackson, & Poster, 2002) observed, “the process is rife with difficulties,” including synchronization of preparation and actual practice, the theory-practice disconnect, the need for life-long learning, and development of an adequate knowledge base (Cooper et al., 2002, p. 242).

The vast majority of research on the efficacy of administrator preparation programs focuses on principals. This study was conducted to determine the extent to which student’s reflective writings during the educational leadership internship indicated if students were able to understand and relate the ELCC standards to their schools practices. A second purpose was to use these reflective journals to evaluate how well the program prepared the students for their role as future school leaders by examining how well their experiences aligned with the ELCC standards.

Department of Teaching, Learning, and Teacher Education: Faculty Publications

Between 2001 and 2005, the state of Maine shifted the focus of its statewide high school improvement efforts to include an explicit focus on adolescent literacy. One trigger for that change in focus was a 5-school adolescent literacy initiative previously launched in a rural county under the federal Northeast and Islands Regional Educational Laboratory contract. This monograph describes the multi-party mobilization that led to the creation and implementation of the adolescent literacy project and explains the link between the modest rural effort and the change in state-level reform efforts.
