The purpose of this project was to develop a standards based report card for students in grades K-5 in Riverview School District #407, Carnation, Washington. To accomplish this purpose, current research and literature concerned with report card development and the change process were reviewed. Additionally, report cards from neighboring school districts and report cards from around the nation were reviewed and adapted to meet the needs of the students, teachers, and community in the Riverview School District.

Monitoring Learning

The national school English literacy survey conducted in 1996 provides the most comprehensive picture yet developed of the literacy achievements of Year 3 and Year 5 students in Australian schools. The most significant finding of the survey is the wide range of literacy achievement among Australian children. The top ten per cent of students in each year are working about five year levels ahead of the bottom ten per cent. This range indicates the complexity of the teacher's task in providing appropriate learning opportunities for all students, and the need for schools to reflect on the implications of this range …

Assessment Resource Kit

Portfolios are sources of evidence for judgements of student achievement in a range of contexts, from classroom monitoring of student performance to high-stakes summative assessment. All portfolios, whatever their purpose, contain 'pieces of evidence'. The more relevant the evidence, the more useful it is for inferring a student's level of achievement in a learning area. Developmental assessment is the process of monitoring a student's progress through an area of learning so that decisions can be made about the best ways to facilitate further learning. Developmental assessment uses a progress map or continuum that describes the nature of development or progress or growth in an area of learning and so provides a frame of reference for monitoring individual development. The 1989 Basic Skills Testing Program in New South Wales provides the most comprehensive picture yet compiled of literacy and numeracy learning in Australian primary schools. In 1989, some 53,800 Year 6 students in NSW government schools were tested in five aspects of literacy and numeracy. Another 2,300 Year 3 students took part in a pilot study.
