Many educators state that teaching English-Language Learners (ELLs) is just a matter of good teaching. While effective teaching is something that all children deserve, there are some differences between the approach a teacher may have to take with ELLs and with other students. One aspect of this difference is the fact that, while children go through the same stages of language development, ELLs may be at stages typically not found in other students. Based on a case study of an EL and his teacher, this article explains cueing systems and their role in literacy for ELs.

Students, educators, and schools across the country have been presented with challenges as a result of rigorous standards and high-complexity tests. The problem addressed in this case study was that teachers in a rural middle school in a southeastern state were preparing students to take a new high-stakes state-mandated assessment in English language arts with very little information about what should be done to best prepare students to perform well. Danielson's work on instructional leaders, Webb's work on alignment of standards and assessments, and Tankersley's research on alignment of instruction and assessment provided the frameworks for the study. To determine if a relationship existed between teacher professional development and student reading achievement for grades K-2, the researcher conducted a mixedmethods study to examine reading achievement and teacher professional development in a Midwest urban school district. If the researcher was able to show a relationship between teacher professional development and student reading achievement, recommendations could be made on research-based professional development models proven to increase student academic achievement and improve instructional practices within an underachieving school district. The purpose of the case study was to explore some effective literacy strategies that prompt higher-level thinking abilities to help one Chinese English as Foreign Language (EFL) student who struggles with academic reading in college classes at a small, liberal arts college. Only one participant named Cathy was involved in the study. Cathy is a Chinese student who studied at college as a regular undergraduate student and had poor performance in her college level literacy class, as indicated by her professors and Cathy herself. An early step in developing an assessment framework for the Southeast Asia Primary Learning Metrics (SEA-PLM) was determining how to design and construct a single assessment program across all ASEAN member countries. This step needed to take account of the similarities and differences in the curriculum frameworks in each country for the four domains to be assessed through SEA-PLM: Mathematics, Reading, Writing and Global Citizenship. This account was achieved through an audit of the curriculum materials from 11 ASEAN countries, comprising those countries already participating in the SEA-PLM field trial, and others likely to join SEAPLM in the future. The OECD is planning to enhance existing PISA assessment instruments in reading, mathematics and science so that they will be more suitable to the context of developing countries. The main purpose of this paper is to identify the main technical issues associated with this aim. The paper reports detailed analysis of the existing PISA item pool and its suitability for countries which have students of average limited capacity. Curriculum-based measurement (CBM) tools are used widely to assess students’ progress within different stages of the Response to Intervention (RTI) process. Despite the wide-spread use, little research has identified the efficacy of reading CBMs in predicting secondary student outcomes on high-stakes assessments. High-stakes assessments are being utilized to determine outcomes for not just students, but teachers, administrators, and districts. Many Canadian school districts use standardized reading achievement data to support reading instruction. Over 30% of 9th-grade students in the Anglophone School District-South (ASD-S) have not met targets for the English Language Proficiency Assessment (ELPA), a graduation requirement in New Brunswick, Canada. This study compared archival reading scores of 6th-grade students from 2009-2012 with the same students' scores in 9th-grade from 2012-2015, to determine if 6th-grade scores were a predictor of 9th-grade results. The purpose of this mixed-methods study was to determine if the literacy intervention program for reluctant readers in one middle school was effective as measured by an increase in student reading scores measured by the Student Reading Inventory Assessment. I investigated perceptions of 100 students and 28 teachers regarding the literacy intervention program through the use of district-administered surveys. I also interviewed eight teachers regarding their delivery of the literacy interventions in the classroom setting. Monitoring Trends in Educational Growth (MTEG)
This publication provides a summary of initial findings of the Monitoring Trends in Educational Growth (MTEG) study in Afghanistan. Class 6 students in 13 provinces in Afghanistan were assessed in the domains of mathematical, reading and writing literacy. In total, 5,979 students, 42% girls and 58% boys, took the test and completed a student background questionnaire in either Dari or Pashto. The principal from each assessed school also completed a school background questionnaire. The initial results on gender differences show some promising outcomes as well as highlighting areas that require attention. The results of MTEG 2013 Class 6 indicate that …

Curriculum-based measurement in reading (CBM-R) and the Measures of Academic Progress (MAP) are assessment tools widely employed for universal screening in schools. Although a large body of research supports the validity of CBM-R, limited empirical evidence exists supporting the technical adequacy of MAP or the acceptability of either measure for universal screening. Students who struggle with reading in their elementary years are likely to make poor academic progress, leave school before graduation, and struggle in the workplace. The district leaders at 24 K-5 elementary schools in a large Midwestern district were interested in a formative reading program evaluation to determine reading program effectiveness. This mixed methods study, approached from a cognitive and social theoretical framework, was a formative evaluation of the Balanced Literacy Reading Program implementation at these elementary schools. The Learning Metrics Partnership (LMP) is a joint initiative of the UNESCO Institute for Statistics and the ACER Centre for Global Education Monitoring (ACER-GEM) to develop a set of nationally and internationally comparable learning metrics in mathematics and reading, and then to facilitate and support their use for monitoring purposes, in partnership with interested countries. In every PISA survey, students from every participating country are assessed in the core domains of mathematics, science and reading literacy. In addition to assessing these literacy domains, the OECD proposes additional assessments in other domains. In PISA 2003, a paper-based assessment of cross- disciplinary problem solving was first assessed, when it was included as a core domain. In PISA 2012, problem solving was once again assessed, this time as an optional computer-based assessment.

This research study investigated the effects of teaching Response to Intervention curricula in second and third grades in a rural school district in Georgia. A causal-comparative design was used to compare scaled score gains of students who were taught using an RTI approach with curriculum available in How to Plan Differentiated Reading Instruction: Resources for Grades K-3 (Walpole & McKenna, 2009) and students who were taught with other unidentified RTI curricula. This paper describes key aspects of the frameworks for the assessment of adult numeracy and mathematical literacy in PIAAC and PISA, which are OECD two flagship programs for international comparative assessment of competencies. The paper examines commonalities and differences in how the constructs of adult numeracy and mathematical literacy were assessed in PIAAC and PISA, and sketches selected challenges associated with interpretation of results from these surveys.

This study evaluated a population of young students with potential reading disabilities who participated in a large western school district's Reading Skills Development project from October 2012 to May 2013. The following questions were addressed: Are there cognitive differences between students who respond well to an intense Tier II reading intervention and those who make little progress? If so, which cognitive skills best discriminate between high and low responders? This quasi-experimental pretest, posttest nonequivalent control group study investigated the comprehension scores and motivation levels of post-secondary remedial reading students in a two-year technical college in Northwest Georgia using an eBook, an eBook with audio, and a print book. After reading a module on Purpose and Tone in the three book formats, data was collected from a convenience sample of 67 participants. Data consisted of reading comprehension scores taken from a pretest and posttest and reading motivation scores taken from a pre-survey and post-survey.
