Understanding Primary Level Learner Progression In Scotland: Insights From Scottish Online Formative Assessments (Sofa) Data From The Highland Local Authority, Alexander Towne, Sladana Krstic
Assessment and Reporting
This report presents findings from more than 30,000 Scottish Online Formative Assessment (SOFA) assessments completed across one Scottish local authority during the 2024-2025 academic year. It demonstrates how SOFA can be used to monitor learning progression across numeracy, reading and writing, identify attainment gaps between learner groups, and provide detailed diagnostic evidence to support classroom practice, school improvement and local authority panning. Although based on a single local authority, the study illustrates how curriculum-aligned formative assessment can complement national assessment evidence by providing richer insight into learner development.

Kentucky Teacher Education Journal: The Journal of the Teacher Education Division of the Kentucky Council for Exceptional Children
Kentucky reading achievement has remained below statewide goals, which prompted a revision to the Read to Achieve (RTA) initiative, a state-level grant-funded program aimed at improving student literacy outcomes. The revision prioritized the professional learning of administrators and K-3 reading instructional staff in the science of reading and the adoption of high-quality structured literacy-based resources and aligned intervention resources. This study uses nine years of panel data (2014–2015 through 2023–2024) from all public schools in Kentucky to evaluate whether the revised RTA initiative had a differential effect on school-level reading outcomes. Sustainable Development Goal (SDG) 4 aims to ensure that, by 2030, “all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.” The primary indicator 4.1.1 concerns the proficiency of girls and boys in two learning areas (reading and mathematics) at three stages of education: at the end of lower primary, at the end of primary, and at the end of lower secondary. A critical element for aligning assessments to the UIS eligibility criteria is mapunderstanding minimum proficiency levels (MPLs) in reading and mathematics. The Global Education Monitoring (GEM) Centre, in collaboration with the UIS, has defined clear MPL benchmarks and developed a blueprint for assessment for the 3 educational stages under SDG 4.1.1. This presentation shared the definition and blueprint with key stakeholders at the 11th meeting of the Global Alliance to Monitor Learning in Paris from 25-26 February 2025, to ensure a shared understanding of the criteria needed for meaningful global reporting.

This study examined the effect of small class size intervention on student outcomes using reading achievement scores as measured by the Comprehensive Test of Basic Skills (CTBS), a standardized, norm-referenced test, while controlling for independent variables inclusive of students' gender, race, socioeconomic status (SES), and environment. This study included students who participated in a randomized, long-term study, the Tennessee Student Teacher Achievement Ratio (STAR) experiment from 1985 through 1989. The STAR study took place in the Tennessee public school system, encompassing two groups of students: those who received treatment, small class intervention, 657 students, and students who did not, 5,689. …

The science of reading (SoR) is a term used for a body of evidence encompassing multi-disciplinary research from education, cognitive psychology, linguistics, and neuroscience. This evidence points to six key constructs that contribute to proficient reading: oral language, phonological awareness including phonemic awareness, phonics, fluency, vocabulary and reading comprehension. Research around these constructs provides researchers and teachers with an evidence base of the knowledge, skills and strategies involved in competent reading and describes how reading develops in both typical and atypical readers. Secondary English students often demonstrate difficulty in comprehending and finding relevancy in reading works of classic literature when the canon is taught in a prescriptive fashion, often further widening the gap between students who are considered smart enough to read classic literature and those deemed incapable. Often, educators, politicians, and laypeople point to scores on standardized assessments such as the MSTEP, NAEP, ACT, SAT, and NWEA, these tests only tell a part of the story. PISA 2018 data shows that, in Indonesia, the relationship between students’ economic, cultural, and social status and their scores on reading achievement is weak. However, there is great variation between schools in average reading achievement with over 40% of the explainable variation in reading achievement being between-schools. In addition, in Indonesia, there is low social diversity across schools (students within schools are likely to be of similar economic, cultural, and social background). This case study examined pre-service teachers' use of technology as they implemented culturally relevant literacy lessons while tutoring elementary students in their field placement sites. As we enter a new decade, we want our students to be future-ready with technology skills. Here, we present an examination of how pre-service teachers integrated culturally relevant teaching with technology along with a discussion of the tools and devices their students used. Children who read proficiently by third grade are four times more likely to graduate from high school (Hernandez, 2011). This school-based project explored the effects of Horizons Fast Track A-B phonics intervention on oral reading fluency (ORF) progress of three second grade students. Students received 40-minute lessons, twice a week for three weeks. Lesson activities ranged from identifying letter sounds to story comprehension. Students were progress monitored weekly at the second- grade level using one-minute ORF probes. It appeared that the intervention was not beneficial for these students. The Laboratorio Latinoamericano de Evaluación de la Calidad de la Educación (Latin-American Laboratory for Assessment of the Quality of Education or LLECE) is the network of national systems for the assessment of education quality in Latin America, created in 1994, and coordinated by UNESCO’s Regional Bureau for Education in Latin America and the Caribbean (OREALC).
