Special Education Teachers' Collection And Use Of Data To Measure Student Progress, Crystal Thacker

Theses & Honors Papers

The purpose of this research was to determine whether or not teachers use systematic and direct formative assessment techniques and if implementing these techniques has an effect on teacher efficacy. The participants (N = 89) were practicing special education teachers from urban and rural school divisions across Virginia and from one graduate-level course in special education. Data were collected using portions of the Data Collection and Analysis Survey (Cooke, Heward, Test, Spooner, & Courson, 1991) and selected items from the Teacher Efficacy Scale (Gibson, 1983). The data were analyzed using both descriptive and inferential statistics. Of the 89 surveys distributed, …

High-Stakes Testing And Special Populations, Gary H. Sherwin, Todd Jennings May 2005

High-Stakes Testing And Special Populations, Gary H. Sherwin, Todd Jennings

Journal of Critical Issues in Educational Practice

This opinion paper critically examines the use of high-stakes testing on special populations. Without appropriate accommodations, standardized exams are not valid for some students with special needs. Unfortunately, many classroom teachers who must initiate testing accommodations lack knowledge of appropriate accommodations and regularly fail to provide the necessary testing accommodations. The deficit understanding of testing accommodations makes comparisons between classrooms, schools, and districts invalid since some scores loose validity. Solutions specific to standardized testing and students with special needs are offered and a more encompassing solution to the problems incurred from these tests when used for high-stakes is suggested.

High-Stakes Testing And Assessment: One Is Not The Other, Enrique Murillo, Alayne Sullivan May 2005

High-Stakes Testing And Assessment: One Is Not The Other, Enrique Murillo, Alayne Sullivan

Journal of Critical Issues in Educational Practice

Since the institution of the common school and the advent of universal education, Americans have placed tremendous faith in public schools. Public education cultivates an informed citizenry, one of the pillars of a liberal democracy. But more importantly, schools are a repository for our common dreams of human potential and individual self-actualization. Because they so thoroughly shape the lives and life-chances of our youth, school issues are freighted with an emotional charge. Education remains the last fully public American institution, one in which millions of students cast their common lot daily and strive to become better readers, better citizens, better …

To Wonder, Wander, And Linger In The World Of Standardized Testing, Randall Wright, Alayne Sullivan May 2005

To Wonder, Wander, And Linger In The World Of Standardized Testing, Randall Wright, Alayne Sullivan

Journal of Critical Issues in Educational Practice

The standards movement began as a nobly-intended effort to establish a core curriculum—a template of knowledge and skills that would guide teaching and learning across the K-12 curriculum. Our attempts to standardize curriculum may have unintended and deleterious side-effect: The atrophying of the mind’s natural tendencies for exploratory play and inherently imaginative dimensions. This paper engages us in a critical remembering of our pedagogical relationships with children. It reminds us of children’s ways of being and asks how we might engage them in a rigorous appreciation of curricular literacies without thwarting their wonderful wanderings. Ultimately, we worry about the place …

Indigenous Students And Literacy And Numeracy: What Does The Research Say?, Nola Purdie, Alison Stone

Indigenous Education Research

Indigenous students typically achieve at significantly lower levels than non-Indigenous students by the time they reach year 3. This article reports on the findings of a longitudinal study conducted by the Australian Council for Educational Research called the Longitudinal English Literacy and Numeracy Survey for Indigenous Students commenced in 2000. The findings show that there are several key underlaying factors present in schools that support growth in achievement for Indigenous students: leadership; good teaching; student attendance and engagement; and Indigenous presence at the school.

A Qualitative Study Of Instructional Teams In An Elementary School, Rebecca Courtney Lane

All-Inclusive List of Electronic Theses and Dissertations

Working in teams is common throughout all areas of American society and research by Senge, Kleiner, Roberts, Ross, and Smith (1994), Bensimon and Neumann (1993), Buckley (2000), DiPardo (1999), Erb (1997), and others have described its use in business and secondary schools. Since the implementation of Public Law 221 in Indiana, general education teachers and special education teachers have been working together to better instruct students with Individual Education Plans (Gable & Manning, 1999; Gately & Gately, 2001). However, very little has been written on the elementary instructional team and the interaction of its teammates. Analyzing data collected during the …

Arkansas School Finance 2005: Finding Funds For Facilities, Sarah C. Mckenzie, Gary W. Ritter Apr 2005

Arkansas School Finance 2005: Finding Funds For Facilities, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

For the past half century, Arkansas has spent less per pupil than most other states. However, spurred in part by the State Supreme Court’s 2002 ruling that the state’s school system is “inequitable and inadequate,” the state is now strengthening its commitment to fund better educational opportunities for all students. During 2003, experts have estimated that the state will require nearly $850 million in additional funding to deliver an “adequate education” to all students in the state—a 48% increase in the state’s spending for public schools. In addition, lawmakers spent most of the past year focused on ways to finance …

Mandated School Facilities Improvement: What Have Other States Done?, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

In most school districts, funding for the construction and improvement of school facilities comes from local property taxes, sometimes solely, and sometimes with additional state support. In nearly all states, older school buildings, especially those in low-income districts are in need of renovation or repair. When school buildings are in poor repair or otherwise inadequate with respect to the educational environment which they provide, the quality of education available to students attending those schools can be adversely affected. As a result of lawsuits addressing this concern, a number of states have faced judicial mandates stemming from constitutional challenges requiring school …

2005 Legislature Considers School Facilities Improvement, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

The Arkansas 85th General Assembly is working to address the recommendations of the Arkansas Statewide Education Facilities Assessment. The report is the culmination of 18 months of work commissioned by the 2003 General Assembly to assess the adequacy and equity of public school buildings across the state. In the ongoing effort to address the mandates of the Lake View III decision, made by the Arkansas Supreme Court in November 2002, the legislature’s Joint Committee on Educational Facilities commissioned a task force to conduct a comprehensive survey of facilities, equipment, and technology. The 60-member task force, including legislators, school officials, and …

Assessing Students With Disabilities: The Individuals With Disabilities Act Meets No Child Left Behind, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

The Individuals with Disabilities Education Act (IDEA) (P.L. 94-142 [20 U.S.C., §1400 et seq.), authorized by Congress in 1975 and reauthorized in 1997 and 2004, guarantees all children with disabilities the right to a free appropriate public education and guarantees procedural safeguards to assure protection of the rights of these children and their parents. The No Child Left Behind Act (NCLB) (PL-107-110 [20 U.S.C. §6301, et seq.], 2001) requires, among other things, that schools be accountable for education results through annual standardized testing and through additional standards that determine a school’s adequate yearly progress (AYP). The 2004 reauthorization of IDEA …

Concurrent Enrollment Vs. Advanced Placement Courses, Sarah C. Mckenzie, Gary W. Ritter Apr 2005

Concurrent Enrollment Vs. Advanced Placement Courses, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

The Lake View decision required that Arkansas schools provide a “substantially equal” curriculum to all students. The package of reforms adopted by the Arkansas General Assembly in 2003 included a measure that required high schools to offer College Board Advanced Placement (AP) courses and/or concurrent enrollment in college level courses (Act 102, §6-16- 1201-1206). Specifically, beginning with the 2008-2009 school year, all school districts are required to offer one AP course in each of the four core areas of math, English, science, and social studies for a total of four courses. In districts that do not already offer these courses, …

A Summary Of The Evaluation Of The Community Playgroup Initiative, Geraldine French Apr 2005

A Summary Of The Evaluation Of The Community Playgroup Initiative, Geraldine French

Reports

Community playgroups contribute to a sense of identity, belonging and participation. Beyond the family and the school, the community has the potential to contribute to the development of supportive environments for our young pre-school aged citizens. In recognition of the vulnerability of these important services in Ireland the Community Playgroup Initiative (cpi) 2001 – 2004 was established. It was funded by the Katharine Howard Foundation in partnership with the then South Eastern Health Board (SEHB) in Ireland. This three-year project was developed to assist community playgroups to deliver a high quality sessional service, to identify and evaluate the impact of …

Contradictions In Irish Academic Research, Stephen Jerrams, John Donovan Apr 2005

Contradictions In Irish Academic Research, Stephen Jerrams, John Donovan

Articles

The conditions that govern academic research vary greatly from country to country and research in the Republic of Ireland was and remains markedly different from that of its larger European neighbours and the United States. Despite the quality of its education system and the excellent reputation of its universities, until recently Ireland had relatively low levels of academic research. Pinnacles of excellence could be found in certain disciplines, but state funding was low and issues relating to industrial collaborations, international partnerships, commercialisation and the exploitation of Intellectual Property (IP) rarely arose. Even today the Irish Government’s spending on academic research, …
