This study explores the opportunities and challenges of women who own low-fee private schools in three West African nations. With the implementation of the Millennium Development Goals (MDGs) in 2000 and the Sustainable Development Goals in 2016, it has become obvious to policymakers that school leadership needs to be a policy priority around the world. Increased school autonomy and a greater focus on schooling and school results have made it essential to understand and support the role of school leaders. The international community has pledged to provide a quality education for all by 2030. School leaders play a key role in improving student learning outcomes yet oftentimes educational leaders do not have opportunities to attend professional development events. The purpose of this study was to examine a Training of Trainers Model (TOT) used to build the capacity of school leaders in five countries in Africa. This qualitative research study used a longitudinal design. Findings revealed that there were both strengths and weaknesses to the TOT model. The authors discuss the significance of these findings for policymakers and practitioners worldwide.

The majority of states have statutes requiring school districts to develop school safety plans focused on preventing and responding to crisis situations. Plans may include protocols for disseminating school safety plans to appropriate personnel; mandatory fire, tornado, or active drills; and community involvement.

Although the degree of comprehensiveness of those plans depends on state legislation, all should include the basic elements offered here, focused on creating secure school environments.

Controversial since becoming law in 2002 as the re-authorization of the 1965 Elementary and Secondary Education Act, the No Child Left Behind Act (NCLB) has been portrayed by critics as federal overreach in education, even as supporters viewed the bill as a necessary reform to improve the academic performance of students in K–12 schools. Regardless, NCLB proved so unwieldy that 43 states and the District of Columbia received waivers from many of its accountability provisions in return for adopting policies favored by the U.S. Department of Education (Layton 2015).

Board of Education (1954), the federal government had little direct involvement in national education policy. Subsequently, the federal government has assumed a major role in setting national education policy.

The federal government’s first post- Brown major legislative enactment, in 1958, was the adoption of the National Defense Education Act (NDEA). Enacted largely in response to the Soviet Union’s launching of Sputnik 1, the NDEA, made federal funds available to education institutions to focus on areas considered critical to national defense, such as mathematics, science, and foreign …

This study was conducted with students enrolled in a master’s degree program in educational administration at a private research university that offered all required courses in both online and in-class formats. The purposes were to determine (a) the extent to which online courses were selected, (b) the level of importance students placed on four common motives for taking online courses, and (c) levels of association between the importance of values and two demographic variables (employment level and years of teaching experience). The authors describe five value-added methods (VAM) used in school assessment as the backdrop to their main thesis. Then they review the assumptions underlying measurement and evaluation, the foundation of all assessment systems, including value-added. They discuss the traditional criterion variable used in VAM: a standardized test score. Next, they challenge the univariate assumptions of VAMs, and argue that a multivariate paradigm of VAM is more advantageous for educators and stakeholders. Finally they describe a potential scenario whereby a multivariate VAM might be implemented.

Teacher evaluations are undergoing significant changes in response to demands for school reform and higher accountability. States are now including value-added data in teacher evaluations, experimenting with merit pay based on evaluations, or both. Colorado, Florida, New Jersey, New York, and Texas are but a few states that have altered the way teachers are evaluated or that are incorporating value-added data.

The purposes of this study were to develop and validate an instrument that measures the ethical climate of elementary schools. To create the Elementary School Ethical Climate Index (ESECI), we adapted the ethical climate index for middle and high schools. The ESECI assesses student and teacher interactions and relationships through the application of five ethical principles: respect for autonomy, nonmaleficence, beneficence, justice, and fidelity (Kitchener, 1984, 1985). This inquiry is an analysis of the trend toward infusing practitioners into the preparation of school administrators. Motives for increasing the number of part-time employees in higher education are identified and specific problems associated with the deployment of these instructors are discussed.
