Early College High School, Sarah C. Mckenzie, Gary W. Ritter
Early College High School, Sarah C. Mckenzie, Gary W. Ritter
Policy Briefs
In the past decade, there has been a growing trend of offering opportunities to high school students to earn college credit. These opportunities have come in many forms: Advanced Placement (AP) courses, International Baccalaureate (IB) courses, dual enrollment, and concurrent enrollment. Early college high schools have developed in the wake of this trend. This policy brief examines Early College High Schools, small schools designed to enable students to earn both a high school diploma and an Associate’s degree or up to two years of college credit, tuition free.

Graduation Rates In Arkansas, Vera E. Deberg, Jennifer W. Ash, Gary W. Ritter, Jocelyn R. Mcdaniel
Arkansas Education Reports
In April 2014, the National Center for Education Statistics published a national report on state-level graduation rates in 2010-11 and 2011-12. The news was positive for the nation, as the national rate reached 80% for the first time, and for Arkansas, as students in the Natural State boasted higher than average rates in both years. While the statewide news was good, Arkansans may well be interested in the graduation rates of particular schools across the state.

The Danielson Evaluation System In Two Mid- South High Schools: A Case Study, Laura R. Strickland
Graduate Theses and Dissertations
The purpose of this study is to answer the question: How do pilot users of the Danielson Evaluation System perceive this model in two mid-south high schools? The study describes the perceptions of teachers and administrators who implemented the Danielson Teacher Evaluation Model. The primary focus was on teachers and administrators experience with the pilot of the new Arkansas Teacher Excellence Support System. In an effort to meet requirements under the ESEA flexibility waiver Arkansas developed a comprehensive evaluation model to meet state and federal accountability standards. Arkansas Department of Education developed a pilot school program in which they were …

Effect Of An After-School Garden Club Program On Elementary Students, Maggie Caroline Mcgriff
Graduate Theses and Dissertations
The purpose of this study was to determine if three elementary school garden club programs influenced students' attitudes and behaviors regarding fruit and vegetable consumption. Both quantitative and qualitative data collection and analysis took place, in the form of pretest and posttest questionnaires as well as participant interviews. Overall, non-significant results were found in the quantitative portion of the study, which led the researcher to determine that the garden club program had no significant effect on the participants regarding perceptions of fruit and vegetable consumption. The overall non-significant differences found before and after the garden club intervention programs could lead …
Knitting As A Therapeutic Group Technique With 4th Grade Elementary School Students, Cassandra Marie Dominick
Knitting As A Therapeutic Group Technique With 4th Grade Elementary School Students, Cassandra Marie Dominick
Graduate Theses and Dissertations
The primary purpose of the current study was to explore the use of knitting as an expressive arts technique. Knitting groups were conducted with 4th grade elementary school students. Each group met for 8 sessions on a weekly basis. Participants were randomly assigned to either the experimental group or control group. The experimental group received knitting instructions in the group format first. Prior to beginning the group, all participants, their teachers, and their parents completed the Social Skills Improvement System assessment (Gresham & Elliot, 2008). This measure was repeated following the end of the experimental group and again approximately 8 …

Early Impacts Of The El Dorado Promise On Enrollment And Achievement, Jennifer W. Ash, Gary W. Ritter
Arkansas Education Reports
The “Promise” strategy gained prominence with the announcement of the Kalamazoo Promise program in Michigan in November 2005. The program, known as a universal, place-based scholarship initiative, offers full college tuition to any Kalamazoo Public Schools graduate attending a public college in Michigan. In January 2007, El Dorado, Arkansas announced the El Dorado Promise: a new program that guaranteed that high school graduates from the area can afford college thanks to a $50 million gift from the Murphy Oil Corporation. The El Dorado Promise is modeled after the Kalamazoo program; scholarships are not based on students’ grades in high school …

Traditional Public School And Charter School Funding In Arkansas (Updated), Sarah C. Mckenzie, Gary W. Ritter
Traditional Public School And Charter School Funding In Arkansas (Updated), Sarah C. Mckenzie, Gary W. Ritter
Policy Briefs
The existence and expansion of charter schools in Arkansas continue to be controversial. Proponents of charters argue that charter schools are unfairly burdened because they do not have access to local property tax revenue. Critics of charters, on the other hand, argue that charter schools pull funding away from traditional public schools. This brief examines the funding of traditional public schools and charter schools across the state and in the particular regions in which most Arkansas charter schools are located.

Part of assessing these changes and updates is to examine the evidence and pay attention to the data. So, we at the OEP are proud to release our 2013 Northwest Arkansas Report Card. We updated the numbers and changed some charts in order to best communicate the state of education in our region. Also, we added some spotlight sections to congratulate some of the best efforts to improve education close to home. From kindergarten to high school graduation to the highest levels of education and participation in the workforce, these updates will inform our decisions going forward as we …

Disentangling Disadvantage: Can We Distinguish Good Teaching From Classroom Composition?, Gema Zamarro, John Engberg, Juan Esteban Saavedra, Jennifer Steele
Education Reform Faculty and Graduate Students Publications
This paper focuses on the use of teacher value-added estimates to assess the distribution of effective teaching across students of varying socioeconomic disadvantage. We use simulation methods to examine the extent to which different commonly used teacher-value added estimators accurately capture both the rank correlation between true and estimated teacher effects and the distribution of effective teaching across student characteristics in the presence of classroom composition effects. Varying the amount of teacher sorting by student characteristics, the withinteacher variability in classroom composition, and the amount of student learning decay, we compare aggregated residuals, teacher random effects, and teacher fixed effects …

Arkansas Education Reports
The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.
After we present our overall snapshot of …
Compared To What? The Effectiveness Of Synthetic Control Methods For Causal Inference In Educational Assessment, Clay Stephen Johnson
Compared To What? The Effectiveness Of Synthetic Control Methods For Causal Inference In Educational Assessment, Clay Stephen Johnson
Graduate Theses and Dissertations
Synthetic control methods are an innovative matching technique first introduced within the economics and political science literature that have begun to find application in educational research as well. Synthetic controls create an aggregate-level, time-series comparison for a single treated unit of interest for causal inference with observational data. However, the strict statistical assumptions associated with matching methods for causal inference raise concerns for unobserved bias related to some data models and availability. The small but increasing set of existing synthetic controls studies with student achievement measures as the outcome of interest suggest that research is warranted into the effectiveness of …

Charter School Authorizers, Reed Greenwood, Gary W. Ritter
Charter School Authorizers, Reed Greenwood, Gary W. Ritter
Policy Briefs
Two types of charter schools exist in Arkansas: open-enrollment charter schools, which operate independently of any district, and district conversion charter schools, which operate within an existing school district. Charter schools have more autonomy on certain rules and regulations than traditional public schools; however, charter schools are held accountable for academic results and fiscal matters, as defined by the charters contract. Charter schools are approved and held accountable by a charter authorizer. In the 2013 General Assembly, a law passed to change Arkansas’ charter authorizer from the State Board of Education to a newly created panel within the Department of …

Public School Choice And Desegregation In Arkansas, Kaitlin P. Anderson, Jennifer W. Ash, Sarah M. Burks, Gary W. Ritter
Arkansas Education Reports
Public school choice is an umbrella term for policies that allow students to enroll in a public school other than their residentially-assigned school. Public school choice, also called openenrollment, is typically divided into two categories: intra-district choice, transfers to schools in the same district, and inter-district choice, transfers to schools in other districts.

The Confounding Effects Of Ability, Item Difficulty, And Content Balance Within Multiple Dimensions On The Estimation Of Unidimensional Thetas, Ki Lynn Matlock
Graduate Theses and Dissertations
When test forms that have equal total test difficulty and number of items vary in difficulty and length within sub-content areas, an examinee's estimated score may vary across equivalent forms, depending on how well his or her true ability in each sub-content area aligns with the difficulty of items and number of items within these areas. Estimating ability using unidimensional methods for multidimensional data has been studied for decades, focusing primarily on subgroups of the population based on the estimated ability for a single set of data (Ackerman, 1987a, 1989; Ansley & Forsyth, 1985; Kroopnick, 2010; Reckase, Ackerman, & Spray, …
The Academic Impacts Of Attending A Kipp Charter School In Arkansas, Caleb P. Rose
The Academic Impacts Of Attending A Kipp Charter School In Arkansas, Caleb P. Rose
Graduate Theses and Dissertations
KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

Policy Briefs
The 89th General Assembly in Arkansas convened on Monday January 14th and would file 2,640 pieces of legislation over the next 100 days. Of this legislation, there were 145 House Bills, 4 House Resolutions, and 97 Senate Bills referred to either the House or Senate Education Committees. That is a grand total of 246 pieces of “education” legislation representing roughly 9 percent of legislation filed in the session. The purpose of this policy brief is to review some of the “high -profile” education bills during the session. The highlighted bills here are split into three categories: 1) school choice, 2) …
Does Mission Matter? Examining The Role Of Organizational Mission And Religious Identity In Schools Participating In The Milwaukee Parental Choice Program, Michael Mcshane
Graduate Theses and Dissertations
For decades, theories of bureaucracy have emphasized the importance of organizational mission in thriving organizations. This dissertation will examine the role of organizational mission in schools, particularly, a sample of schools that participate in the Milwaukee Parental Choice Program, the nation's oldest and largest school voucher program. Using teacher and school leader survey data, coupled with measures of student achievement, it will measure mission coherence and correlate it with a variety of outcome variables of interest. It will also take a particularly close look at the role of mission in religious schools.
Categorical Funding In Arkansas, Reed Greenwood, Gary W. Ritter
Categorical Funding In Arkansas, Reed Greenwood, Gary W. Ritter
Policy Briefs
As a result of the Arkansas Supreme Court’s Lake View v. Huckabee Decision, the Public School Funding Act of 2003 established Arkansas’ current funding system. A part of the current system allocates additional funding for districts based on need (categorical funding). In doing so, the state recognizes that it is necessary to distribute additional funding based on educational need to meet adequacy and equity standards. The system allocates funding for groups of students who face particular challenges: Alternative Learning Environment students (ALE), English-language Learners (ELL), and students in poverty (National School Lunch Act). In the current legislative session, lawmakers are …

The charts and figures here are a reflection of the progress we have made as a state in the last decade. They also serve as a reminder that we still need improvement and reform to continue that progress.
Fifth…Or Forty-Ninth? Examining Educational Rankings In Arkansas, Reed Greenwood, Gary W. Ritter
Fifth…Or Forty-Ninth? Examining Educational Rankings In Arkansas, Reed Greenwood, Gary W. Ritter
Policy Briefs
Media outlets, as well as many leaders across the state, have recently been trumpeting the Natural State’s fifth-place ranking in the latest release of Education Week’s Quality Counts, which assigns letter grades to every state on a menu of education measures, to suggest that Arkansas schools “rank fifth in the country.” On the other hand, the state received a D on the Student Achievement category of Quality Counts and many Arkansans are accustomed to seeing Arkansas ranked at or near the bottom among all states on measures related to education and economic well-being. For example, on measures of college degree …

Academic Performance Of Charter Schools In Arkansas: 2011-2012, Reed Greenwood, Gary W. Ritter
Policy Briefs
The 2013 legislative session is underway, and there are a number of policy changes under consideration. One hotly-debated issue involves whether the state should allow for multiple authorizers for charter schools (currently, only the State Board of Education may authorize charter schools). Moreover, several charter schools will testify before the State Board of Education in spring 2013 seeking charter reauthorization. As the issue of charter schools again takes center stage, we present an extension of our 2012 policy brief focused on charter schools. While our previous brief presented descriptive data on state’s open enrollment charter schools, this policy brief takes …

Pre- And Post- Wage Differences Of Trade Adjustment Assistance Job Training Participants In Arkansas, Kimberley Hall Gordon
Graduate Theses and Dissertations
A number of costs are associated with the implementation of trade agreements not the least of which is the cost to the American workforce. The information age ushered in an era of globalization unlike anything the world economy had experienced before. As countries raced forward to dominate emerging markets and grow market share, millions of American workers were left in the wake. A remedy to the plight of the dislocated worker was found in trade adjustment assistance, specifically in job training benefits.
This study examined the wage differences experienced by Trade Adjustment Assistance (TAA) job training participants served through the …
