As a result of the Arkansas Supreme Court’s Lake View v. Huckabee Decision, the Public School Funding Act of 2003 established Arkansas’ current funding system. A part of the current system allocates additional funding for districts based on need (categorical funding). In doing so, the state recognizes that it is necessary to distribute additional funding based on educational need to meet adequacy and equity standards. The system allocates funding for groups of students who face particular challenges: Alternative Learning Environment students (ALE), English-language Learners (ELL), and students in poverty (National School Lunch Act). The purpose of this study was to evaluate the relationship between standardized content specific mastery assessments and NCLEX-RN outcomes. Three content-specific standardized assessments testing Fundamentals, Pharmacology and Mental Health concepts were used to explain the dichotomous NCLEX-RN outcome of pass or fail. The three assessments were developed by Assessment Technologies Institute, LLC (ATI). The assessments were administered to baccalaureate nursing students (N = 119) during the first year of a nursing program in one public university over a period of five consecutive semesters. The Obama administration has encouraged "high quality" charter school networks to improve the achievement of disadvantaged students, viewing this as a struggle for civil rights (Maranto and McShane 2011; Paige and Witty 2010). The best known of these is the 109 campus strong Knowledge Is Power Program (KIPP), which started in Houston in 1994. For the past decade, school accountability has relied on tests for which the essential format has remained unchanged. Educators are familiar with the yearly testing routine: schools are given curriculum frameworks, teachers use the frameworks to guide instruction, students take one big test at year’s end which relies heavily upon multiple-choice bubble items, and then school leaders wait anxiously to find out whether enough of their students scored at or above proficiency to meet state standards. Almost 45 years ago to this day, the federal government enacted the Elementary and Secondary Education Act (ESEA) on April 11, 1965. The Act, which provided funds for professional development, instructional materials, resources to support educational programs, and promoted parental involvement in primary and secondary education, has been reauthorized about every five years since its enactment. The current version, known more commonly as the No Child Left Behind Act, is now up for reauthorization. The purpose of this study was to explore the relationship of nine variables with attitudes of Counselor Educators toward persons with disabilities. The objective was to identify several potential variables that may influence attitudes. Nine variables were examined to test their relationship with attitude among the participants. The final ruling in the 1992 Lake View School District case was upheld by the State Supreme Court in November 2002 in a decision known as “Lake View III.” The ruling found that the school system for Arkansas failed to meet the mandate in the Arkansas Constitution requiring that the State provide a “general, suitable and efficient system of free public schools equally available to all" (Article 14, § 1) and required that the legislature develop remedies by January 1, 2004. In his 2001 ruling of the Lake View case, Judge Kilgore ordered, “an adequacy study is necessary and must be conducted forthwith.” In November 2002, the Arkansas Supreme Court upheld the lower court ruling and mandated that the General Assembly begin an “adequacy study.” Consequently, Act 94 of 2003 created the Arkansas Joint Legislative Committee on Educational Adequacy, which was given primary responsibility for fulfilling the Court’s mandate. The Committee contracted with the national consulting firm of Lawrence O. Picus and Associates to conduct a statewide adequacy study and report the findings to the Committee in the Fall of 2003. …

Periodic assessment of goals is critical to maintaining a successful academic program. Two surveys were designed and distributed to alumni and potential employers of graduates of the Department of Crop, Soil, and Environmental Sciences (CSES) in the summer of 2002 to assess the profitability of advanced degrees in terms of earning potential and to determine sectors of the workforce currently employing department graduates. The CSES Alumni Satisfaction Survey was sent to 792 department alumni, including graduates of the previous Agronomy program as well as the current Crop, Soil, and Environmental Sciences program. An experimental testing program is described which utilizes questions that are partly computer composed, in addition to a section composed by the instructor, and a retesting option to the student. Results from a trial of the program for one term indicate that (1) course grades were improved, (2) the student withdrawal failure rate was unaffected, and (3) the employed students took greater advantage of the retest than did the unemployed students.
