The purpose of this research study was to investigate how school districts, in the state of Missouri, dispersed funds from the American Recovery Reinvestment Act (ARRA) of 2009 to help drive educational reform, with respect to reading achievement and Response to Intervention strategies. The difference between the American Recovery and Reinvestment Act and other pieces of legislation aimed at educational accountability was that states were only given two years to spend the monies associated with this legislation. Little has been written about Mary Easton Sibley, the founder of Lindenwood University in St. Charles, Missouri, which until its acceptance of men in the mid-20th century was the oldest women’s college west of the Mississippi River and stands today, a thriving private coeducational institution, as the second oldest college west of that demarcation. This dearth of literature seemed unwarranted since Sibley was as progressive as her more famous East Coast contemporaries (Mary Lyon, Catharine Beecher, et al). The purpose of the study was to explore the current perceptions of adults who were enrolled in the gifted program of the St. Louis Public Schools in the fall of 1959 or spring of 1960. At this time in history the Cold War was a reality and the U.S. enacted the National Defense Education Act (NDEA) to find talented young people and give them the opportunity to excel academically. There is currently a small body of research on the experiences of participants, both facilitators and learners, during simulated mock codes (cardiac arrest) in the healthcare setting. This study was based on a practitioner’s concerns that mock codes are facilitated differently among educators, mock codes are not aligned with andragogy theory of adult learning, and there is no standardized method to evaluate participant reflection achieved during the debriefings immediately after mock codes. When applied to mathematics education, manipulatives help students to visualize mathematical concepts and apply them to everyday situations. Interest in mathematics instruction has increased dramatically over the past two decades with the introduction of virtual manipulatives, as opposed to the concrete manipulatives that have been employed for centuries. This quasi-experimental study proposed to explain the relationship between concrete and virtual manipulatives when used in a seventh-grade mathematics classroom.
