The rising costs of college attendance and changes in financial aid packages leave students with little option other than to incur a debt of some amount. Unfortunately, colleges often fail to provide adequate financial literacy and student loan information so prospective students planning to attend college can make informed decisions. Student loans may seem attractive in the short term because, unlike other loans, repayment does not begin immediately. However, the accrual of student loan debt leads to long-term financial consequences, including the opportunity to build economic wealth after graduation. This dissertation examines the perceptions of Latinx sense of belonging in a Midwest community college and how their academic and social experiences are impacted. Sense of belonging is meaningful to community college students because Latinx students are historically underserved in postsecondary education. The goal is to better understand the perceptions of Latinx students in a community college setting and to find out what factors impact sense of belonging. Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. The transfer and articulation literature stresses the importance of statewide policy guidelines, yet little has been written about the process of transfer policy development involving state higher education governance and policy groups and actors. Community college instructors are responsible for creating learning opportunities for all students, including adult students affected by emotional disorders (ED). Concerns in the literature have grown over how invested part-time instructors are in their teaching; however, limited data were available regarding instructor knowledge of ED, instructor-efficacy, and the impact of employment status. Budget cuts at a California community college prompted stakeholders to consider dropping the college's general education information literacy (IL) requirement. Broad institutional outcomes data showed learning gains, but no targeted assessment existed regarding the IL requirement's impact on those gains. This quantitative study used Astin and Antonio's Inputs-Environment-Outcomes (I-E-O) assessment model to address relationships among student characteristics of demographic and prior preparation (Inputs), the IL requirement (Environment), and student reports of information critical analysis behavior and confidence (Outcomes). Administrators of 2-year colleges are working in an environment where they seek to balance the social development of the student and the community's demand for a trained workforce to achieve economic development. This balance has resulted in ambiguity about the mission and purpose of 2-year colleges. The purpose of this case study was to explore a community college's experiences with mission change by exploring the interaction between a neoliberal public policy environment and the traditional social democratic mission of academia.
