The purpose of this policy analysis was to examine the responses of selected states to the special education monitoring requirements of the Individuals with Disabilities Education Act of 2004 (IDEA) with particular attention paid to the years after this most recent reauthorization. The purpose of this study was to determine the implementation status of School-wide Positive Behavior Supports (SWPBS) in selected elementary and middle schools (N = 123) situated within three regions of Virginia. Additionally this study sought to identify and determine the relative impact of specific facilitators and barriers to successful implementation. Finally, this study identified the types of professional development opportunities related to SWPBS available to school personnel. In order to answer each overarching research question, participants were asked to complete the School-wide Positive Behavior Support Systems Implementation Survey, a validated instrument, adapted from the Delaware PBS Implementation Self Assessment. …

The purpose of this mixed-design study was to determine if mathematics teachers experienced changes in their self-efficacy and beliefs about their ability to teach students with disabilities in an inclusive setting. The intervention for this study was a 14-month professional development program that consisted of content and methods courses taught during two-week intervals during the summer on the campus of The College of William and Mary followed by specific professional development activities provided by a team of math specialists/facilitators with expertise in mathematics curriculum, instruction, and assessment as well as special education services including inclusive education models. The purpose of this study was to examine the roles and responsibilities of elementary level assistant principals in the supervision of special education at the building level. Elementary assistant principals in Virginia (N = 219) were surveyed to identify delegated roles and responsibilities, perceptions of level of preparedness to perform assigned duties, and formal preparation for these duties. The survey addressed five leadership domains---Organization, Collaboration, Instruction, Program Evaluation, and Professional Development. Findings indicate that assistant principals fulfill organization duties more often than duties in the other domains, and felt more prepared for this area of responsibility as well. Knowledge and …

An Investigation Of Virginia School Leaders' Knowledge And Perceptions Regarding The Impact Of The Discipline Provisions Of The Individuals With Disabilities Education Act On School Safety And Professional Development, Charlotte Hardison Worley

This research examined the knowledge level and perceptions of 300 randomly selected school leaders in the Commonwealth of Virginia concerning the discipline provisions of the Individuals with Disabilities Education Act of 1997 (IDEA 97). The overarching questions answered in the study were (1) to what extent are school leaders aware of the existing discipline provisions of IDEA 97 which have been in place since 2001; and (2) how do school leaders view the impact of those provisions on their ability to maintain a safe learning environment for all?;Findings resulted in one significant difference (p<.05) among school leaders in the sub-domain of Knowledge. Elementary leaders reported a significantly lower level of knowledge regarding the discipline provisions of IDEA 97 than did their middle school peers. School leaders across knowledge domains and school levels reported that the discipline provisions of IDEA 97 did not negatively impact their ability to maintain safe schools. Moreover, professional development was identified by school leaders in the study as a high need to manage the discipline provisions of IDEA 97 across all school levels.

The purpose of this study was to investigate conflict in educational and career decision-making of gifted adolescents who had attended a summer residential program in science and technology. The sample consisted of 147 gifted and talented young men and women who attended the Virginia Governor's School in Science and Technology in either 1990 or 1995. Subjects completed the Minnesota Importance Questionnaire (MIQ) as a measure of work needs and values, and an investigator-designed questionnaire that probed the path of their career decision-making. The primary purpose of this study was to explore the complex role of division level special education administrators relating to secondary transition services. Management and leadership dimensions of the role of special education administrators related to secondary transition services were explored by surveying all special education directors (133) in the Commonwealth of Virginia using a survey instrument specifically designed for this study.;Analyses of the data revealed significant overlap between the management and leadership components of the role suggesting that the two constructs can not be separated. The purpose of this study was to examine state legislation and policy related to comprehensive, integrated services for students with serious emotional disturbance. Legislation and policy documents from nine states, Virginia (the pilot study), Indiana, Maryland, New Jersey, North Dakota, Oklahoma, Utah, Vermont, and Wisconsin, were examined. These documents were compared to a set of components extracted from the literature as recommended practice. The document analysis was confirmed through telephone interviews with state-level policymakers in each state's department of education, department of mental health, and/or department of children's services. The purpose of this study was to examine the achievement of students with specific learning disabilities over a six-year period, from their initial placement in special education until their second triennial evaluation.;The study proposed to look at changes in achievement for the entire sample (n = 103) labeled specific learning disabled, and for three subgroups of this population. Special education complaint management is federally mandated with regulations promulgated in the Education Department General Administrative Regulations. Despite these federal regulations, little attention and no research has ever focused on this area.
