In this essay, we explore the importance of state financial aid programs for both states and the students they serve. Effective state financial aid policy benefits from rigorous research that engages partners from a variety of roles, such as state agencies, legislative staff, and intermediary organizations. It also benefits from the engagement of financial aid professionals. This essay supports the key role played by each of these stakeholders in the execution and dissemination of research projects related to state aid programs.

Those interested in positioning research to be used by policymakers or funded by foundations often wonder how best to do so. Foundation and policy interests can intersect, as philanthropy and policy both aim to provide solutions to big societal problems. This article explores themes from federal financial aid policy, in particular, suggesting that relevance can come from attention to the national mood, aligning solutions with identified problems, and condensing ideas for more immediate connection.

This study examines the perceptions of individuals with disabilities concerning employment opportunities as administrative leaders in public school contexts. A discussion of the Americans with Disabilities Act of 1990, as well as the definition of what is considered a legal disability, as provided in Section 504 of the Rehabilitation Act of 1973. Additionally, this piece explains Critical Disability Theory as a theoretical lens that provides perspective and highlights the methods used in the data collection process. It reports preliminary findings and concludes with a discussion of why this educational issue is of significance.

Bring Your Own Technology: A Public School Technology Policy Case Study, Cynthia Bauter

This case study examines a large Texas school district that implemented a “bring your own technology” (BYOT) technology policy. The study considers teachers’, administrators’, and students’ issues and challenges as a result of the implementation. The study finds that although this policy is aligned with national and state technology integration standards for education, it is problematic in reality. Questions are raised about equity and adequacy, the need for professional development to deal with implementation, and the intention versus the reality of BYOT policies.

This paper presents the results of an Internet survey of university Information Technology (IT) managers on the use/abuse of IT resources by a university’s students. The survey sought data on university size, public/private organization, whether there were policies in place on acceptable use of IT resources, possible student use and actions, and finally how IT resources were monitored if they were monitored. Results revealed that most universities had policies on the proper use of IT resources but were very unlikely to monitor use/abuse of IT resources mainly due to a lack of personnel. Placement tests are an integral aspect of the first-year experience. The percentage of American institutions with a Writing Across the Curriculum (WAC) program grew from 38% to 54% over the 20-year period from 1987 to 2008. Meanwhile the trajectory of the numeracy movement from publication of the popular book Innumeracy in 1988 to the appearance of Numeracy in 2008 was similar to the trajectory of the WAC movement from the publication of “Why Johnny Can’t Read” (1975) to the appearance of the first WAC journal in 1994. The ethnic proportions of the population in the United States are rapidly changing, with the nation’s minority population at approximately 101 million. This is also true for the West Texas region, where locally in a city with 183,000 residents, 43 different languages are spoken suggesting that cultural education needs to be included in nursing program curricula. Thwarted Ambition: The Role Of Public Policy In University Development, Michael N. Bastedo

Paradoxically, Massachusetts is the home of a world-class system of private higher education and a struggling system of public higher education. The influence of private higher education and persistent indifference by state government repeatedly thwarted UMass’s ambition to increase its stature on the national scene. The result was a “boom or bust” cycle of financial support that made rational planning and institutional expansion extremely difficult, exacerbating the university’s late start toward world-class status.
