Topics were collected from a variety of venues, manuals on the Internet,the.librarian list serv LM-NET, American.LibraryAssociation and the Washington Library Media Association. Lists generated from these sources were then narrowed down to the important management and operations topics. An in-service training manual with effective strategies for managing students' behavior was designed for Primary Schools in Belize. The techniques and materials included are based on a review of relevant literature, best practices and appropriate resources collected from elementary and middle schools in the United States and one primary school in Belize. The manual will provide school principals and teachers with criteria for developing school-wide discipline plans, programs for encouraging and recognizing good behavior, and effective classroom behavior management and intervention strategies.

The purpose of this project was to design a conceptual set of guidelines and considerations for the development of Elementary Charter Schools in the State of Washington. To accomplish this purpose a review ofliterature related to charter schools and their development was conducted followed by a mail reply survey. A wide variety of sources, including journal articles, books, newspaper reports, interviews, and printed material (organizational by-laws, school pamphlets, etc.) from existing charter schools across the nation were studied and synthesized into the findings. As a result of this study a comprehensive conceptual set of guidelines were developed.

Social skills deficits of students with serious behavior disabilities are often an obstacle to integration into the regular education system. Many of the most troublesome problems occur outside the classroom on the playground due to the lessened structure constraints of the playground environment. As a result, the students are labeled "bad kids" by the teachers and paraprofessionals, are socially rejected by nondisabled peers, and the downward spiral of a negative social "trap" is begun.

The purpose of this project was to develop an inservice program to increase the job related skills of paraprofessional classroom assistants and the human management and supervision skills of the classroom teachers with whom they work. To accomplish this purpose, the inservice training needs of class-size paraprofessionals and the classroom teachers were studied. A mini-school was set up in Cedar River Elementary School in Maple Valley, Washington. The mini-school will keep the same students and teachers together for a three-year period of time. There will be a fourth, fifth, and sixth grade classroom, each with its own teacher. Research suggests that students in small schools perceive a closer, warmer relationship with their teachers, fellow students and other adults and a stronger connection with the school. The purpose of this study was to identify priority components and measurement standards of an effective K-6 At-Risk Program, then develop a resource guide for At-Risk program managers. A survey was sent to the Washington school districts with at-risk programs in place, as identified by the "Student Retention and Retrieval Program" handbook issued by the Office of the Superintendent of Public Instruction. The practice of job sharing, in which two teachers share the responsibilities of one teacher, is described. A comprehensive review of related literature is presented. Perceptions of those directly affected by the practice in one school district were gathered through 70 structured interviews with elementary principals, job sharing teachers, full-time teacher colleagues, students in job sharing classrooms, and parents. The study reveals predominantly positive reactions to the practice, and supports continuation of job sharing as an employment option for teachers.

The intent was to provide a notebook of routine activities, programs and procedures to improve conmiunication between substitutes and regular teachers. By standardizing the notebook's usage throughout the district and organizing the information exactly the same in each notebook, the substitute can quickly gain the information necessary to carry out the teacher's plans and maintain a smooth operating learning environment.

Schools have needed to keep constituents informed about the effectiveness of the formal learning environment. This videotape, entitled, "A Tour Through The Sunshine School", facilitated that communication. Candid scenes highlighted students and staff involved in basic and enrichment programs at Peter G. Schmidt Elementary School. Selected literature was reviewed. Videotape technicians were consulted and production procedures were listed. The Tumwater School Board of Directors, teachers, students and community members viewed the tape and made it available for future showings. A bibliography of selected literature was included.
