Cohesion between general education and special education departments is the idea of blending and aligning instructional methods and approaches regardless of educational discipline. This paper was written to examine how this cohesion can be improved. Educational leaders must improve cohesion between general education and special education departments to support the academic achievement and success of all students in schools. Through qualitative, quantitative, and mixed methods studies, methods to improve this cohesion were researched. The purpose of this study was to develop and field test the Co-Teaching Observation Instrument (CTOI) to determine its validity and reliability as an instrument for the observation of general and special education teacher practices in co-taught classrooms across kindergarten through twelfth grade levels. Face and content validity were established through a review by 10 experts in the field of special education. Assignment of co-teaching partnerships fails to be recognized fully in the current base of literature. Literature documents the impact of teachers on educational environments and student success, hiring choices of school leaders, and the implementation of co-teaching; however, literature is lacking at the junction of these topics. The purpose of this qualitative collective case study was to discover the factors that impact choices of North Georgia school leaders when assigning co-teaching partnerships. Participants included 13 school leaders from 7 North Georgia school districts who are responsible for assigning co-teaching partnerships.
