The La Crosse Promise: Economic Impact Study, George A. Erickcek

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

The recent push for more Americans to attend postsecondary institutions has led to the development of numerous and far-reaching government student financial aid programs. These programs have aimed at supplying the whole of the population with financial assistance regardless of color, gender, or age. However, the distribution of the aid has encountered many problems as critics argue that the recipients of the aid are primarily limited to a narrow subgroup of the population. The Davenport Promise would provide college scholarships for students living in the City of Davenport. The scholarship can be used to attend any accredited vocational training institute, college, or university of the student's choice. This report provides estimates of the potential fiscal impact of the Davenport Promise on the City of Davenport and the Davenport Public Schools under several alternative scenarios.

The Relationship Of Presidential Leadership Style And The Financial Health Of Private, Nonproprietary Institutions Of Higher Learning, Sandra E. Seay

The primary purpose of this study was to determine if a relationship existed between the financial health of academic institutions and the leadership style of college and university presidents. Financial health was defined as the ability of an institution to pay its current debts. Secondly, the study tested a number of hypotheses derived from the contingency model of leadership effectiveness. Lastly, the study attempted to determine if there was an association between two lists of institutions considered to be led by effective presidents. The study involved a stratified random sample of 263 private institutions accredited by the Southern Association of …
