The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. The net impacts and private and social benefits and costs of workforce development programs were estimated in three separate studies; two of them in Washington and one in Virginia. The programs included the public job training system, programs at community and technical colleges, adult basic education, private career schools, high school career and technical education, and vocational rehabilitation for disabled individuals and for blind or visually impaired individuals. The net impact analyses were conducted using a nonexperimental methodology. Individuals who had encountered the workforce development programs were statistically matched to individuals who had not. The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

This analysis estimated the net impact of Reading Recovery® as it was conducted in Kalamazoo Public Schools for first graders in the 2003/04 cohort. Results suggest that Reading Recovery® has helped students who demonstrated difficulties with literacy skills at the beginning of the year to perform at levels much closer to their peers by the end of the year. Three comparison groups were used in the analysis: RR students only, all other first graders, and matched first graders. Analysis using all three comparison groups found evidence that students in Reading Recovery® raised their test scores more than students that were …

This is a draft of a chapter of a planned book, Preschool and Jobs: Human Development as Economic Development, and Vice Versa [subsequently published as Investing in Kids, 2011]. This book analyzes early childhood programs effects on regional economic development. This chapter considers the effects of early childhood programs and business incentives on the income distribution. A key issue is whether early childhood programs should be targeted on the poor, or made universally available for free. This is a draft of a chapter of a planned book, Preschool and Jobs: Human Development as Economic Development, and Vice Versa [subsequently published as Investing in Kids, 2011]. This chapter considers a problem with early childhood programs: their effects on earnings are mostly long-delayed. The delay occurs because most earnings effects are on former child participants. The chapter considers appropriate discounting of benefits and how the upfront costs of early childhood programs can be delayed or reduced. It also addresses how the long-run benefits of early childhood programs can be moved up or increased.

The Davenport Promise would provide college scholarships for students living in the City of Davenport. The scholarship can be used to attend any accredited vocational training institute, college, or university of the student's choice. This report provides estimates of the potential fiscal impact of the Davenport Promise on the City of Davenport and the Davenport Public Schools under several alternative scenarios.

Economic Development Benefits Of Preschool Expansion In Kalamazoo County, Timothy J. Bartik

This paper examines the effects of preschool expansion in Kalamazoo County on the county's economic development. Effects on the county's economic development are defined as effects on the employment and earnings of county residents. The estimated effects are found to be large relative to the costs. In addition to their relevance to Kalamazoo County, these simulations illustrate how the analysis presented in two previous papers (Bartik 2006, 2008) can be done for an individual county or metropolitan area. Such simulations may be of interest to other counties or metropolitan areas that are considering expansions in early childhood programs.

Most integration programs transfer students between schools within districts. In this paper, we study the impact of Metco, a long-running desegregation program that sends mostly black students out of the Boston public school district to attend schools in more affluent suburban districts. We focus on the impact of Metco on the students in one of the largest Metco-receiving districts. In the 2000 school year, Metco increased the proportion black in this district from about 7.5 percent to almost 12.5 percent. Because Metco students have substantially lower test scores than local students, this inflow generates a significant decline in scores, with …

Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …

In a recent report, Solmon, Paark, and Garcia (2001) seek to identify the impact of attending charter schools on student achievement using data from Arizona. Based on a sophisticated statistical analysis, these authors report that charter school attendance increases test score gains of students. This note raises some questions about the interpretation of the results reported and some questions about the empirical approach and underlying data.
