Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. The investigator in this study explored perspectives of rural Nebraska community leaders on pre-kindergarten in public schools. Thirty rural Nebraska community leaders were interviewed, 10 from each of three different communities ranging in population from around 1,000 to 2,500. For this qualitative study, the investigator asked two primary research questions related to the impact of pre-kindergarten on:

Student loan debt is the most common form of debt in the United States today outside of mortgage debt. The research for this study sought to (1) investigate whether financial literacy programs in the State of Florida have an impact on student debt levels, as well as (2) determine how the responsibility for the provision of financial literacy education was distributed throughout a university community. The research provided for a survey that was sent to 70 institutions in the State of Florida analyzing whether or not these institutions had financial literacy programs in place. The purpose of this correlational study was to explore the relationship between the new statewide two-year financial aid program, Tennessee Promise, and college choice among high school seniors in four counties in upper Northeast Tennessee. Independent variables included GPA, concern about ability to pay for college, and plans to attend a two-year or four-year institution. The dependent variables were scored on three dimensions: cost factors, social factors, and academic factors relating to college choice. Young adults throughout the United States and other countries participate in “gap years,” or time away from school, often for travel, work, or volunteering. This practice is promoted as a way to mature and refocus. However, some worry that it lowers the likelihood of college completion. Previous literature has investigated the academic, social, and personal benefits of gap years with mixed results; however selection into gap years confounds the true impact with unobservable personal characteristics. The study utilizes a causal-comparative research design to compare the educational experiences and outcomes of two student groups – those who did and those who did not receive a needs-based scholarship to attend secondary or tertiary school. We administered surveys to 89 scholarship recipients and 57 non-recipients in the Dowa, Kasungu and Lilongwe Districts of Malawi. Surveys included items to determine group differences across a range of short and medium-term outcomes, including: career aspirations, attendance rate, withdrawal rate, graduation rate, employment status, time unemployed since graduation, and employment quality (using the Tanzanian Standard Classification of Occupations). Evidence on educational returns and the factors that determine the demand for schooling in developing countries is extremely scarce. Building on previous studies that show individuals underestimating the returns to schooling, we use two surveys from Tanzania to estimate both the actual and perceived schooling returns and subsequently examine what factors drive individual misperceptions regarding actual returns. Using ordinary least squares and instrumental variable methods, we find that each additional year of schooling in Tanzania increases earnings, on average, by 9 to 11 percent. While the effect of various types of government expenditures on income inequality has been studied extensively, whether education expenditures impacts income inequality is less clear. The purpose of this paper is to examine the relationship between education expenditures and income inequality. Specifically, I explore the impact of tertiary versus primary and secondary education spending on income inequality using panel data for 50 US states over the period 1987-2015. Using an ordinary least squares model with time and state fixed effects, I find that total and disaggregated education expenditures have a significant inequality-reducing effect on the income distribution. We examine the differences in cost-effectiveness and return-on-investment (ROI) for public charter schools and traditional public schools (TPS) in eight major cities in the United States. The cities are Atlanta, Boston, Denver, Houston, Indianapolis, New York City, San Antonio, and the District of Columbia. Lack of skills is arguably one of the most important determinants of high levels of unemployment and poverty. In response, policymakers often initiate vocational training programs in efforts to enhance skill formation among the youth. Using a regression-discontinuity design, we examine a large youth training intervention in Nepal. We find, twelve months after the start of the training program, that the intervention generated an increase in non-farm employment of 10 percentage points (ITT estimates) and up to 31 percentage points for program compliers (LATE estimates). We also detect sizable gains in monthly earnings largely driven by women who start self-employment …

U.S. higher education tuition costs have risen at nearly double the rate of inflation over the past forty years. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. Meanwhile, recently enacted federal policies advocate for increased higher education accessibility, affordability and attainability, but simultaneously promote educational institutions to increase spending with funds fueled by student debt. Section 13701 of the 2017 Tax Reform statute created new Internal Revenue Code § 4968 that imposes a 1.4% excise tax on the net investment income of certain billion-dollar private college and university endowments.

This Article will review and critique the existing endowment excise tax legislation. It also will raise the controversial issue of whether all, or merely the largest, endowments should be subject to any tax whatsoever and will recommend that the revenue from the tax be applied to educational programs.
