For many students at urban commuter colleges, the process of financial aid is unknown or mysterious; and so they work—often many hours a week—to pay expenses that financial aid might have covered. Missteps, unforeseen events, and limited resources can have severe consequences for the academic progress of these students. The broader study, of which this paper is a part, represents an effort to explore and describe students’ college-going, working, family responsibilities, and academic success at three commuter institutions in a metropolitan region in the Midwest. At least as far back as the enactment of the Bayh-Dole Act of 1980 there has been an ongoing desire on the part of politicians, policy-makers and the public in the U.S., to obtain greater economic returns on the federal investment in publicly funded university research. Today among policy-makers there is an apparent belief that a capital shortage in the mid-stages of technological development is the rate-limiting factor, preventing the maximum flow of university inventive knowledge from entering the marketplace. Tennessee was the first state to introduce performance based funding metrics into their higher education system in 1979. Over the past 30+ years, the state reevaluated and amended their formula every five years. What was initially an additional allocation that could be earned on top of an institution’s standard budget has now become the sole method of allocating funds for higher education in Tennessee. Textbooks represent a significant portion of the overall cost of higher education in the United States. The burden of these costs is typically shouldered by students, those who support them, and the taxpayers who fund the grants and student loans which pay for textbooks. Open educational resources (OER) provide students a way to receive high-quality learning materials at little or no cost to students. We report on the cost savings achieved by students at eight colleges when these colleges began utilizing OER in place of traditional commercial textbooks.

The high cost of textbooks is of concern not only to college students but also to society as a whole. Open textbooks promise the same educational benefits as traditional textbooks; however, their efficacy remains largely untested. We report on one community college’s adoption of a collection of open resources across five different mathematics classes. During the 2012 fall semester, 2,043 students in five different courses used these open access resources. We present a comparison between the previous two years in terms of the number of students who withdrew from the courses and the number that completed the courses with a …

One College's Use Of An Open Psychology Textbook, John Hilton Iii

The high cost of textbooks is of concern not only to college students but also to society as a whole. Open textbooks promise the same educational benefits as traditional textbooks; however, their efficacy remains largely untested. We report on one community college's adoption of a free online psychology textbook. During the fall semester, 2011, 690 students used this book. Compared to students using a traditional text in the spring of 2011, students who used the free online textbook scored higher on departmental final exams, had higher GPAs in the class and higher retention rates.

Cost Estimate For A Two-Year Beloit Promise, George A. Erickcek

This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

This report offers an estimate of the cost of a statewide scholarship program for the State of Oregon that has a similar program structure as the existing Kalamazoo Promise. It is assumed that the proposed Oregon scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of scholarship-eligible students are enrolled in college. This report includes estimates on the scholarship costs, as well as, costs associated with administering the scholarship program.

Despite increased development and dissemination, there has been very little empirical research on Open Educational Resources (OER). Teachers and students involved in a large-scale OER initiative at eight community colleges across the United States were given a detailed questionnaire aimed at uncovering their perceptions of the cost, outcomes, uses and perceptions of quality of the OER used in their courses. Teachers and students alike reported significant cost savings and various pedagogical and learning impacts due to the implementation of OER in the classroom. The Cost And Quality Of Open Textbooks: Perceptions Of Community College Faculty And Students, Tj Bliss, John Hilton Iii, David Wiley, Kim Thanos

Proponents of open educational resources (OER) claim that significant cost savings are possible when open textbooks displace traditional textbooks in the college classroom. We investigated student and faculty perceptions of OER used in a community college context. Over 125 students and 11 faculty from seven colleges responded to an online questionnaire about the cost and quality of the open textbooks used in their classrooms. Results showed that the majority of students and faculty had a positive experience using the open textbooks, appreciated the lower costs, and perceived the texts as being of high quality. Just as Nebraska Athletics has long been regarded as a pioneer in the field of collegiate strength and conditioning programs, was among the first to emphasize the link between health and nutrition and athletic performance and stood in the vanguard in life skills training for student-athletes, the University of Nebraska–Lincoln (UNL) now is taking the lead by integrating athletics and research and using cutting-edge imaging technology to better elucidate the biological underpinnings of behavior and performance.
