Among the top challenges is the quest for adequate funding of their institutions, including adequate levels of support from state resources. For Oklahoma’s public comprehensive universities and their leaders, the low levels of public support by the state have become a pattern, rather than an anomaly. The statewide reductions in appropriations for higher education funding have had a disproportionate effect on Oklahoma’s public comprehensive universities because they have fewer diversified revenue sources. Artificial intelligence (A.I.) brings new opportunities for social construction. This phenomenological research attempted to analyze the phenomenon of artificial intelligence in education, grounding in American philosophy, with a review of the history of A.I. in education, its promise, and possible futures. The primary purpose of the study was to share voices and lived experiences of educators, philosophers, industrialists and politicians toward the coming high-tech society. Fundamental to this philosophical inquiry was Heideggerian interpretive phenomenology. This research study aimed to understand how successful Texas educators who grew up in poverty understood and improved the educational experience of economically disadvantaged students. This study utilized a structural ecological theory and three theories of social relationships (Social Identity, Standpoint, and Cultural Capital). This phenomenological and qualitative study used a cross-sectional, descriptive, online case study design rooted in narrative nonfiction. Virtual interviews with six successful Texas educators that grew up in poverty were conducted. A narrative method of analysis was utilized to generate codes then organize them into themes, and to construct and compare the narrative findings. The results …

The purpose of this study is to examine factors that influence stakeholder support of bond elections targeted for capital improvements in a rural school district in Kansas. The study uses existing research to identify factors that influence school bond referendum success. To better understand the factors identified in the research literature that influence stakeholder support in the focus district, data were gathered from stakeholders within the school district of focus through a perceptual survey and focus group interviews.

It answers five questions: 1) What are AP classes? 2) Who enrolls and succeeds in AP classes? 3) Why do disparities in AP matter? 4) What factors contribute to disparities in AP participation and performance? 5) What policies and practices help to address disparities in AP access, enrollment, and performance? Since the early 1900s, educational leaders and policymakers looked to consolidation as a way for rural schools and school systems to overcome financial challenges and improve the educational experiences for students. Stakeholders were met with conflicting claims about the effects of school and system consolidation. Proponents of consolidation claimed a consolidation would provide students with more curricular and extracurricular options by way of financial savings experienced from economies of scale, while opponents of consolidation claimed the consolidation would not relieve financial stress but would risk more behavioral problems and a loss of community identity. This research project examines the educational differences and disparities of urban and rural schools in Ohio. The focus school districts are Switzerland of Ohio Local and Akron Public Schools. Demographic information from each of the focus school districts is examined and compared to the outcomes of the schools to determine if factors such as poverty inhibit student learning. Data and statistics, published research, and personal experience will be used to make connections between the school districts, their students, their environment, and their learning. Differences in educational quality, opportunities, and funding will also be discussed.

In 2012, Governor Kasich instituted a call-to-action, “Campus leaders throughout Ohio must work together to rethink how the state allocates its investment in our public higher educational facilities.” (Ohio Higher Education Capital Funding Commission, 2016). The intent of Governor Kasich was to drive more equitable outcomes and opportunities in higher education, including capital allocation (2016). However, despite the changes in processes over time, there continues to be disproportion in allocation of capital funding (Maiden & Stearns, 2007; Manns, 2004; Tandberg 2010).

I initiated this study due to experience in the public education system in one state in the United States. The focus in this qualitative phenomenological study was to examine the experiences of African American men who obtained a doctoral degree and the role of leadership in their success. In-depth semi-structured interviews were conducted with 10 African American men from across the United States. The research develops an understanding of patterns of leadership within institutions of higher education from an African American male perspective. In 2017, reporters of national data in regard to reading ability among American, fourth grade students indicated low proficiency and achievement gaps. These results were also consistent within the state and district under study. Teachers have an important impact on students in the short- and long-term, but only teachers’ experience consistently predicts high teacher quality. This dissertation, divided into three chapters, investigates two topics that are related to teachers’ experience levels: turnover and retirement.

The first chapter studies the relationship between voluntary beginning teacher turnover and teachers’ levels of conscientiousness. It uses the data from the Beginning Teacher Longitudinal Study and the effort that teachers put on a survey taken during their first year in the profession as a proxy for teachers’ levels of conscientiousness. As public entities and state governments increasingly struggle to find the revenue necessary to operate prisons, fund Medicaid/Medicare, improve an aging infrastructure, support social welfare programs, and recover from the Great Recession, educational institutions are finding themselves directly competing with other public agencies for scarce resources. This mixed-methods case study was used to examine a small school district in a rural setting that operates a child nutrition program without encroaching on the general fund, while still serving organic, made-from-scratch meals. Current research confirms that school districts are challenged to balance the requirements of the National School Lunch Program while maintaining quality. School lunch programs, particularly small rural ones, are operating at a deficit. Socioeconomics has been a factor that exposes the disparities in student achievement across communities within the state of New Jersey, and as a result of the disparities, in 1985, the Education Law Center filed the first ruling of Abbot v. Burke; this case ruled that significant funding be provided in an effort to ensure that underprivileged students within these underperforming districts receive public education in accordance with the state constitution. However, despite the funding efforts, since 1985, (87%) of the 31 school districts identified as Abbott not only remain underprivileged, but they also remain underperforming. Mentoring has been used for centuries as a way for a person to pass on knowledge, skills, or support to a less experienced person. Mentoring in the workplace, however, was not studied until the early 1980s, and then more than a decade later, mentoring was studied in the context of the K-12 teacher workforce. Retaining novice teachers in today’s educational system is proving to be extremely difficult. In schools of poverty, this challenge is much more difficult. The purpose of this qualitative study was to examine the effectiveness of a district-mandated teacher mentoring program in a Central Arkansas School District in regards to skills, dispositions, and retention. Eight novice teachers who work in high poverty schools were interviewed as part of this study.
