Equitable Compensation: Quantifying The Salary Differences Of Comparison Communities, Margaret A. Murray

New England Journal of Public Policy

Teacher salary scales from a target district are compared with those from six groups of comparable districts to provide a quantitative basis from which to assess self-serving bias in the selection of comparison districts. Comparison districts are used to gauge salary equity during contract negotiations. Salary data were extracted for three salary columns (bachelor’s, master’s, and master’s plus 30 credits) from the 2014–15 Massachusetts teacher contracts from forty-eight districts. Comparison district groups were formed using six methods: three single-criterion and three multiple-criteria. Implications for selecting methods are also discussed.

The Buffett Early Childhood Institute/Gallup Survey on Early Childhood Care and Education in Nebraska demonstrates that the vast majority of Nebraskans recognize the importance of high-quality early care and education. However, Nebraskans also report its lack of availability and affordability across the state. Most Nebraskans agree that the state should make early care and education a higher priority than it currently is today. Results from this study are based on questionnaires completed by more than 7,100 Nebraska residents. Gallup conducted the survey in English and Spanish via mail in late August through September 2015. After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). This legislation also had another consequence: it helped drive the establishment of educational program evaluation and the field of evaluation as a profession.

A job satisfaction survey conducted by the National Association of Student Financial Aid Administrators (NASFAA, 2008a) revealed that college and university administrators' perceptions of the efficiency, effectiveness, and quality of the services provided by the financial aid office have a direct effect on the job satisfaction of financial aid practitioners. Through examining the levels of integration in public and private schools across the United States, it is clear that the spirit of Brown v. Board of Education was never fulfilled. Students are still learning in an overwhelmingly homogeneous environment. Even in diverse neighborhoods there is a difference: the poor and minority children attend the public schools and the wealthy children attend private school. Thus, the urban public schools remain overwhelmingly minority, while private schools are overwhelmingly white. There is a clear discrepancy between black and white students in terms of size of school and quality of education.

The purpose of this study was to compare line item current operating expenses among school districts in Michigan having a student population of 10,000 but less than 50,000 and to present a budget model which establishes minimum and maximum line item current operating expenses for such school districts. Line item expenditures were compared and analyzed among those school districts within the same student population grouping.
