This article describes the collaborative efforts of various state and national agencies working together to recruit and retain agriculture teachers in the states of Kentucky, South Carolina, and Ohio. We contrast multiple measures of recruitment and retention in these states with those from the comparator states of Arkansas, West Virginia, and Alabama. The strategies outlined market to new agriculture teachers and maintain current teachers in the profession targeting work-life balance, emotional, physical and social health. These have been a focal point in the federal State Teach Ag Results (STAR) program, but the effects of participation in STAR on recruitment and …

Not being proficient in a school’s predominant language of instruction can represent a language barrier for students’ human capital development. In Guatemala, 24 languages are spoken apart from Spanish, which is the language of instruction in the majority of schools, and about 40 percent of the total population has a non-Spanish language as a mother tongue. National standardized tests show that non-Spanish mother tongue (non-SMT) students are outperformed by SMT students in elementary and secondary schools.
My thesis analyzes whether non-SMT students face a language barrier and traces its source. Two main findings emerge. First, non-SMT students are not yet …

How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.
The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. The study measures the impact on the school participation of 16 to 17-year-old learners in the Philippines of the implementation of the Senior High School program (SHS), which came into full effect in school year 2017–2018. The SHS program, which extended secondary education in the country from four to six years, was the most ambitious education reform action in the country in recent memory. The study found that the SHS program resulted in an increase in overall school participation rate of at least 13 percentage points among 16 to 17-year-olds. Countries which have been able to offer free tertiary education are being applauded while the United States tries to find a way to rectify its high tertiary education costs. Germany has accomplished a system of subsidized higher education since the 1950s, making it seem highly successful. In order to investigate the potential benefits of subsidized higher education, this study uses a time series regression analysis to investigate the relationship between tertiary unemployment rate and public spending as a share of the Gross Domestic Product (GDP) in Germany over the period 1990-2017. Every day, children around the world are playing. There has been plenty of research on the importance of different kinds of play, but very little on the importance of the quantity of play. Understanding the relationship between educational outcomes and the amount of time spent playing would allow parents to better structure their children’s time and would settle the debate between psychologists and economists on whether play has inherent value for a child’s future outcomes. In a sample of Canadian Ph.D.’s, Warman and Worswick (2010) report that forty-two percent obtained their degree at thirty-four years of age or older. One implication is that those starting their academic career vary in age. As a result, academic labor markets provide a somewhat unique way to investigate the outcomes of workers of different age with similar work experience. This study uses a national sample of over 9,000 faculty to look at the relationship between age at the time a person earns their degree and income. In 2013 the California Legislation passed a new K-12 School accountability mandate.
The Local Control Accountability Plan was sought to increase the educational equity for targeted student groups in addition to allowing school districts to mine a diverse set of local school data to develop goals in the 8 priority areas that speak to the needs of their local students. The literature on high school exit exams has found both positive and negative effects of these high stake exams on high school graduation rates. To this point the literature has not taken into account the embedded nature of school districts within state education systems. We employ a Bayesian Hierarchical SLX model to account for the hierachical nature of education data in the United States. Our approach also allows us to account for spatial spillovers that influence graduation rates across districts and states. In this paper, I explore how the probability of a student being in different combinations of enrolled/not enrolled and employed/unemployed/not in the labor force is affected by an increase in the minimum wage. I use binomial logistic regression, and experiment with both state and county level of observation and fixed effects. I also use year fixed effects. I find that when either the nominal or real minimum wage increases, the probability of a student being employed and enrolled increases, while the probability of being in any of the other groups decreases. Several states have required K-12 public schools to start after Labor Day in an effort to aid the tourism and hospitality industry. However, little is known about how these policies impact educational outcomes. We examine the impact of Virginia's post-Labor Day school start law on high school retention and graduation rates. We use a difference-in-differences model to exploit exogenous variation in school division start dates. Our results show small differences of up to three weeks have little effect on high school dropout and graduation rates. I analyze the effect of exposure to Chinese import competition on school revenues per student from property tax, from local sources, and school expenditures per student in 676 Commuting Zones (CZ) from 1990 to 2007. I discover a negative relationship on the CZ level between exposure per worker to Chinese import competition and school expenditure per student, as well as school revenue per student from local sources. In contrast, impact on school revenue per student from property tax is not statistically significant. On average, in a given period, an increase of 1000 dollars in import exposure is related to a …

This thesis consists of three substantive chapters, which explore topics related to the economics of education. Two of the chapters examine teacher labour markets, and one chapter examines the earnings of university graduates.
In Chapter 2, I create a new and unique dataset to examine how teacher characteristics affect the probability of acquiring a permanent teaching position in the Ontario public school system. This chapter provides evidence of how difficult it was for recent Ontario teachers’ college graduates to obtain a teaching job. Differences in human capital explain approximately one-half of the productivity variation across countries. Therefore, we need to understand drivers of human capital accumulation in order to design successful development policies. My dissertation studies formation and use of human capital with emphasis on its less tangible forms, including skills, abilities and know-how.
The first chapter of my dissertation explores the effects of occupational and educational barriers on human capital stock and aggregate productivity. In 2007, the Williamsburg-James City County (WJCC) School Board chose to open a third high school and redistrict the attendance of their public high schools.
I used a measure of racial unevenness to assess what this decision did to racial segregation in the school district. Using the black-white dissimilarity index, I found that the high schools have had increasing racial segregation from 2000 to 2015, with a significant increase due to the new school.
As the WJCC school board, students, and families move forward, they should be careful to measure and address the levels of segregation in the district.

Cumulative student loan debt in the United States has now surpassed $1.5 trillion. Moreover, since the turn of the century, cohort default rates of these loans have steadily risen across all types of institutions. The latest data from the U.S. Department of Education shows 10.8 percent of borrowers who entered repayment in fiscal year 2015 have defaulted within three years. In turn, the first chapter of this paper summarizes student loan policies as well as trends in debt and default. Furthermore, it highlights the consequences of high student debt and default for individual borrowers and the economy. Results show evidence …

High student debt has been hypothesized to affect career choice, causing students to desire stable, high paying jobs. To test this hypothesis, I rely on plausibly exogenous variation in debt due to a federal policy shift. In the summer of 2007, the Higher Education Reconciliation Act (or HERA) expanded the cap for federally subsidized student loans. I examine how variation in debt affects career choice and eventual salary of students using data from the National Longitudinal Survey of Youth 1979 Child and Young Adult Cohort of students who were of college age during the implementation of the policy. Do natural disasters impact educational attainment? Education as a paramount factor of economic development suffers from the uncontrollable effects of these increasing events from storms to floods, earthquakes to wildfires. Globally, educational resources are destroyed, directly and indirectly, students and teachers are displaced or killed, parents’ income is affected because of natural disasters. Young adults throughout the United States and other countries participate in “gap years,” or time away from school, often for travel, work, or volunteering. This practice is promoted as a way to mature and refocus. However, some worry that it lowers the likelihood of college completion. Previous literature has investigated the academic, social, and personal benefits of gap years with mixed results; however selection into gap years confounds the true impact with unobservable personal characteristics. What Factors Drive Individual Misperceptions Of The Returns To Schooling In Tanzania? Some Lessons For Education Policy, Plamen Nikolov, Nursat Jimi

Evidence on educational returns and the factors that determine the demand for schooling in developing countries is extremely scarce. Building on previous studies that show individuals underestimating the returns to schooling, we use two surveys from Tanzania to estimate both the actual and perceived schooling returns and subsequently examine what factors drive individual misperceptions regarding actual returns. Using ordinary least squares and instrumental variable methods, we find that each additional year of schooling in Tanzania increases earnings, on average, by 9 to 11 percent. We find that on average individuals underestimate returns to schooling by 74 to 79 percent and …
