Parents often cite location and convenience as important factors in choosing a child care provider. We use data on individual mobility from GPS in cell phones to study commutes to each licensed early childhood care and education (ECE) provider in 14 states separately for center customers, center workers, and customers of home-based child care providers. We document five key facts about ECE customer and worker commutes. One, center customers and workers commute farther than home-based customers to ECE providers. Two, substantial shares of customers and workers commute 10+ miles to their ECE provider. Three, commute distances to ECE providers vary …

While investments in affordable care deliver lasting benefits for families, employers, and the economy, the federal Child and Dependent Care Tax Credit (CDCTC) falls short—leaving states well positioned to make a difference. This research examined child care center directors’ perceptions of inclusion, specifically related to staff’s knowledge and skills of how to care for infants, toddlers, and preschoolers with developmental delays and disabilities. They were also asked if their center’s ability to care for these children could affect performance on classroom observation measures such as those included in quality rating and improvement systems (QRIS). Two hundred forty-four directors in one southeastern state in the United States responded to a cross-sectional, electronic survey and provided the following insights: (1) staff were likely to have at least some knowledge of how to include and …

The Child and Dependent Care Credit (CDCC) subsidizes child care costs for working families. In response to the Covid-19 pandemic, the American Rescue Plan Act of 2021 increased the CDCC’s generosity during 2021 only. I find that while the CDCC is of relatively little value in its current form, increases in eligibility rates and conditional benefits under the pandemic expansion increased the credit’s value dramatically. Conditional on CDCC eligibility, higher-income households experienced the largest increases in benefit levels under the expanded CDCC, but lower-income households benefited disproportionately when measuring benefits as a share of income or child care spending.

The UMass Boston Early Education CUSP is led by a multidisciplinary team that designed a simulator to produce current, relevant, accurate, and responsive estimates about the key impacts of proposed legislation to expand access to affordable, quality child care and early education. One of the simulator’s valuable features is that it can generate estimates for a range of policy parameters and provisions. The team’s publications aim to provide essential information to guide policymaking on child care and early education affordability, quality, and access in Massachusetts.

Harnessing changes in funding for a voucher program that subsidizes consumers’ use of child care services at private providers, this study quantifies effects on local markets’ service capacity and prices. We also estimate how increased funding effects provider entry rate, exit rate, and highly rated provider market share. The evidence shows that an additional $100 in private voucher funding per local young child would 1) raise the number of private-provider slots by 0.026 per local young child, 2) raise average prices by $0.56 per week, mainly driven by a price increase among incumbent providers, and 3) induce new provider entry …

Job loss leads to persistent adverse labor market outcomes, but assessments of gender differences in labor market recovery are lacking. We utilize plant closures in Denmark to estimate gender gaps in labor market outcomes and document that women face an increased risk of unemployment and lose a larger share of their earnings in the two years following job displacement. When accounting for observable differences in human Capital across men and women, half of the gender gap in unemployment remains. In a standard decomposition framework, we document that child care imposes an important barrier to women’s labor market recovery regardless of …

Burnout among the early childhood workforce has gained widespread attention in research and policy due to greater awareness of the negative impacts on children, providers, and organizations. Early childhood education and care (ECEC) providers create supportive and nurturing environments that facilitate early learning and development for young children. The Child and Dependent Care Credit (CDCC), a tax credit based on taxpayers’ income and child care expenses, reduces families’ child care costs. The nonrefundable federal CDCC is available to working families with children younger than 13 years old in all states, and nearly half of states supplement the federal credit with their own child care credits. The Economic Growth and Tax Relief Reconciliation Act expanded the federal CDCC in 2003, which led to differential increases in CDCC generosity across states and family sizes. For an average of 36,000 children in Missouri, their environment includes an out-of-home child care program. Child care regulations are designed to protect the health and safety of children in child care. Quality-focused early childhood education and care (ECEC) interventions are aimed at improving the quality of an existing intervention, service or program. These studies are of particular interest in the current global ECEC context as the emphasis on early childhood services shifts from access and participation to quality. Quality encompasses many aspects of an ECEC program, including structural dimensions and process dimensions. Structural dimensions cover infrastructure and resources, training for personnel and adult-child ratios. Process dimensions cover adult-child interactions, and opportunities for play and exploration. The Early Childhood Environment Rating Scales, including the Early Childhood Environment Rating Scale–Revised (Harms et al., 2005) and the Early Childhood Environment Rating Scale, Third Edition (Harms et al., 2015) are the most widely used observational assessments in early childhood learning environments. The most recent version of the scale addresses some of the criticisms in the research literature, particularly related to the organization of the Scale and the standard scoring procedures. Students in the Certificate III in Early Childhood Education and Care course at Batchelor Institute of Indigenous Tertiary Education (BIITE) incorporated the children’s television program Little J & Big Cuz into their early childhood programs and family life in the respective communities in which they live and work. This course is a three year program and enrolment requires that the students are working in early childhood settings. The BIITE students who planned and incorporated Little J & Big Cuz into their early childhood programs live in Yarralin and the Tiwi Islands.

Child-focused education and nurturing care interventions provide learning support directly to the child. In line with the International Standard Classification of Education (ISCED Level 0), the support is typically provided by either centre- or home-based Early Childhood Education and Care (ECEC) services outside the child’s family and includes an educative and caring component with an active child development element. The 35 child-focused interventions in this review (of a total of 109 studies; see further details under background) occurred in 29 countries in five regions – the widest geographical spread of all intervention types under consideration.
