This introductory course addresses the concept of disability and the field of special education. It will also consider the social, cultural, and economic context surrounding the education of young children (birth to 8 years) with a wide range of developmental delays and disability conditions. Pertinent legislation, intervention with families, developing Individualized Family Service Plans (IFSPs), Individualized Education Programs (IEPs), and issues of advocacy will be studied within the context of the continuum of service delivery (home-based, center-based, and school-based interventions). (15 fieldwork hours required.)

Access to general education preschool in California has varied for children with disabilities. One reason for the disparity of educational placement is the preschool regulations outlined in California Department of Education’s Title 22: Community Care Licensing guidelines. These regulations, particularly in preschool, support or hinder preschool inclusion. Examining the preschool section of Title 22 through document analysis resulted in identifying three major themes that embrace or deter inclusive practices: (a) language (i.e., supportive language, antiquated language, and ambiguous language); (b) training, experience, and education; and (c) staff-student ratio. The purpose of this literature review is to demonstrate the benefits of inclusion in preschool classrooms and encourage educators to embrace this practice. According to the experts, inclusion provides social and academic benefits along with learning what preservice teachers know about inclusion. The reviewed research suggests when inclusion is incorporated in preschool classroom settings, it benefits all children. The conclusion of this review includes recommendations of developmentally appropriate practices in early childhood settings and how it can be used to make inclusive preschool classrooms a place for all students to learn and grow.

The inclusion of children with special needs in education is of concern to educators worldwide. "Inclusive education involves the transformation of the education system-legislation and policy, systems for financing, administration, design, delivery, and monitoring of the education and the way schools are organized" (Zabeli & Gjelaj, 2020, p. 3). All children have the right to experience a safe and inclusive classroom that engages them in learning and advances equity. Writers' workshop is particularly well suited for creating a safe and inclusive space. Writers' workshop encourages children to share their own stories and listen to, learn about, and develop empathy for others. This instructional strategy can also encourage conversation about important social issues in local communities and the broader world. This article explains specific approaches that can be used within the writers' workshop framework to examine assumptions, use inclusive language, and practice respectful interactions.

The Impact On Inclusion In A Child Care Setting, Amanda Winslow

The purpose of this action research project was to determine commonly reported barriers impacting inclusion in a child care setting. Data was collected through qualitative survey responses via an electronic survey and a small focus group of child care providers. Analysis of the data collected suggested that low wages in child care, home child care, and other community-based settings made it difficult to recruit qualified personnel to support quality inclusion in child care. Additionally, transportation and limited funding opportunities were challenges for inclusion in child care programs.

The Department of Children and Youth Affairs commissioned research through the Irish Research Council (IRC) to examine concepts of school readiness as they are understood by early years educators and managers, primary school principals, junior infant teachers and parents of children participating in the first Free Preschool Year in Ireland. A mixed-methods approach was adopted, involving interviews, an online survey and “draw and tell” sessions with children. Representative samples of FPSY settings and primary schools were selected and an online survey based on the findings of the qualitative phase was sent to 500 pre-primary settings and 500 primary schools.
