The purpose of this project was to develop a philosophy and procedures manual for the Walla Walla School District's center-based special education preschool program. Twenty-five school districts were asked if they possessed a philosophy and procedures manual. Six of those school districts possessed a parent manual. None of the districts possessed a procedures manual.
A manual was developed through interview of staff members and adaptation of Head-Start procedures. The manual contains procedures for abuse and neglect reporting, emergency/health, referral, child-find, extended school year, transition, teacher planning, and a parent orientation manual.

The study identified learning disability (ID) characteristics from the diagnostic reports of 46 preschool age children. 21 children re-evaluated once at school age, and 6 children evaluated twice. The children were identified as learning disabled three to seven years later. The symptoms characteristics of preschool students and school age learning disabled students were identified as characteristic of learning disabled if the symptoms appeared in 50 percent or more of the student records.
In the preschool age group, expressive and receptive language, in addition to fine and gross-motor deficits were the most frequent symptoms of learning disability. Also, attention span and …

With passage of P.L. 99-457 educators in the United States are going to need to take a very close look at early childhood special education. There will be many new programs beginning in areas where teachers and administrators may be poorly informed. Early childhood special education is effective,but an examination of what part of these programs make it effective needs to be addressed. This study examined how a teachers theoretical orientation toward teaching can affect their preschool special education classroom environment. The purpose of this study was to design a developmental curriculum of activities for nonambulatory-multiply handicapped preschoolers, ages birth to 5 years. Visual motor, fine motor, and sensory skills were the areas specifically designed for the curriculum. A review of literature was conducted, investigating current information of curriculum for preschool nonambulatory-multiply handicapped children. Samples of curriclum from a variety of preschool project models were examined. A compilation of data resulted in a preschool curriculum for nonambulatory-multiply handicapped children.

The need for and delivery of programs in our public schools to educate elementary students K-3 about Exceptional children was studied. An Instructional packet of ideas, resources, and activities was presented that could be used in an elementary classroom K-3, to help children overcome negative attitudes toward the handicapped and to recognize the rights of the handicapped individual to pursue a normal life.

The purpose of this paper was to research criteria for screening for young, handicapped children with the intent of developing a single, comprehensive screening instrument. Analyses of existing screening devices and data from educators in the field were also included in the study.
The resulting screening instrument was designed to assess the developmental acquisition of skills. Major developmental areas included in the screening instrument are language skills, motor development, perceptual skills, cognitive development, social skills, and self-help skills.

The social and political confrontations of the 1960's forced public school educators to reassess many of their values. Among the crucial issues which resurfaced as a result of this reassessment was the basic question of why some students were learning while others were not. This independent project addresses itself to that question. In particular, it presents one approach .which, when used responsibly, can alter the patterns of non-· learning that exist for so many young people attending schools today.
