When “No Referral” Does Not Mean “No Need”: Rethinking Mtss, Benchmark Data, And Early Literacy Support, Tevia Q. Strand

This article examines what one school’s literacy data suggest about MTSS referral practices, benchmark interpretation, and early literacy support. Drawing on a local analysis of current third-grade students, the article reflects on a significant difference in Grade 3 reading outcomes between students who were referred to MTSS and those who were not referred for Tier 2 or Tier 3 support. At the same time, both groups demonstrated average reading performance below the Grade 3 40th-percentile benchmark, suggesting that literacy concerns extended beyond the students formally identified for intervention. Growing attention to father absence and limited paternal involvement in Indonesia highlights the importance of professional and supportive practices in early childhood education (ECE). This study examines how male ECE teachers respond professionally to children whom they understand to experience father absence or limited paternal involvement. Using a qualitative case study design, the study involved 13 male ECE teachers from 13 institutions in South Kalimantan. Data were collected from May to August 2025 through 26 semi-structured interviews and 39 classroom observations and were analyzed using an interactive qualitative analysis approach. Differences in disciplinary referrals based on race have led many to argue that bias may influence disciplinary decisions. Implicit bias (IB) training is designed to address such disparities by raising awareness of biases that may impact assessment of behavior and disciplinary decisions. The purpose of this qualitative case study was to explore how school-based pre-K teachers in Georgia perceived their literacy professional development needs within the context of the Georgia Early Literacy Act, House Bill 538, and to examine the role of teacher leadership in supporting their professional learning. Teachers are increasingly expected to use literacy screening and benchmark data to guide instruction, identify student needs, and participate in multi-tiered systems of support. However, pre-service and early-career teachers may enter the profession without sufficient preparation to interpret assessment data or connect benchmark patterns to instructional action. This white paper examines the gap between teacher preparation and the realities of K-12 data use, with particular attention to early literacy decision-making. Why ask about silence when it comes to research? This paper explores and analyzes how silence, unlike words and verbal expression, has received little attention in the data production process. Despite its different manifestations and meanings in social interactions and knowledge production, silence tends to be overlooked, ignored, or silenced. We focus on analyzing how we relate silence to evidence-based research to describe the “non-places” of silence in qualitative research, addressing controversies and issues. This phenomenological qualitative study addressed rural teachers' perceptions of the influence of intervention strategies on students with disabilities who exhibit challenging behaviors. The purpose of this study was to examine teachers’ perceptions of the effect of intervention strategies on academic achievement, student behavior outcomes, and teacher self-efficacy through the lens of Bandura’s Social Cognitive Theory. Despite decades of legislation, preschool students of color with dis/abilities continue to experience disproportionate identification for special education, exclusionary discipline, and limited access to inclusive settings (DHHS & DE, 2023; NCD, 2018). This article proposes a model for a boundaryless early childhood program grounded in servant leadership and responsive to Kentucky’s regulatory and quality context. Drawing on research about boundaryless organizations, servant leadership, equity, inclusion, and program quality, the model reimagines the early childhood program as a collaborative community rather than a strictly hierarchical, compliance-driven organization (Ashkenas et al., 2015; Friesen et al., 2024; Greenleaf, 1977; NAEYC, 2019, 2020). Professional development models for early childhood (EC) leaders are often generic and deficit-focused, overlooking their diverse strengths, contexts, and experiences. This study addressed that gap by exploring how EC leaders identify and leverage their strengths to enhance leadership effectiveness and how professional development can be differentiated to meet their unique needs. The National Assessment of Educational Progress (NAEP) data shows that since 1992, Black male students in Georgia’s fourth through eighth grades have consistently scored low on reading assessments (The Nation’s Report Card, 2022c). This study examined how ECE leaders enact inclusive leadership practices despite systemic constraints. This study explores the integration of social and emotional learning (SEL) in a number of British schools across Egypt, focusing on how school leaders defined and perceived its importance in student development. Through in-depth interviews with twelve school leaders, this study found that school leaders’ definitions of SEL emphasized self- awareness, self-regulation, and relationship-building, alongside a strong focus on the real-life applicability of SEL both within school settings and in students’ future lives. This convergent mixed-method study examined the impact of high-quality phonological awareness professional learning on Montessori primary lead, associate, and team associate teachers’ content knowledge and pedagogical content knowledge of phonological awareness. Eleven teachers (4 lead, 4 associates, and 2 team associates) from a private school in northeast Florida participated in four professional sessions with a content focus on the levels of phonological awareness, including word, syllable, onset and rime, and phoneme awareness. In contrast to previous studies that reported low levels of teacher content knowledge prior to professional learning, participants in this study demonstrated relatively high levels of content knowledge. …

This qualitative multiple-case study examined the perceptions of first- and second-grade teachers who have taught in both the departmentalized and traditional self-contained instructional models. The study explored teachers’ perceived advantages and disadvantages of each model, examined how their experiences within each model influenced instructional strategies and classroom management approaches, and assessed their perceived impacts on student engagement and learning outcomes. This participatory action research study examined how varying approaches to implementing restorative practices, together with teacher collaboration and influence, support resilience, enhance communication, establish healthy boundaries, encourage accountability, and build confidence among elementary school girls ages 8–10. Two third-grade teachers, three fourth-grade teachers, and three fifth-grade teachers in a midwestern elementary school implemented restorative practices through proactive circles or conferences over the course of forty school days. This policy analysis dissertation explores the complex and multifaceted challenges that exist within New York State’s early childhood care and education (ECCE) system by critically examining the amendment of one NYS social services law. Guided by Fairclough’s Critical Discourse Analysis, this study examines two research questions (under one overarching question):

This research study examines the types of support beginning teachers in public K-12 schools identify as most effective for overcoming the challenges they encounter. Self-Efficacy Theory (Bandura, 1977) serves as the theoretical framework guiding this research, aiming to understand how various types of support and challenges encountered impact the self-efficacy of beginning teachers. Through a qualitative phenomenological approach, individual semi-structured interviews were conducted with five beginning elementary teachers in Western Pennsylvania to explore the two research questions of this study through their lived experiences:
