Behind The Scores: How Federal Education Legislation Influenced Dayton Public Schools’ Special Education System For Students Of Color, Simran Kaur
Aurora
This paper analyzes the district special education system of Dayton Public Schools’ through federal legislation requirements and state-reported data to evaluate access, implementation, and equity. Findings show that while the district meets several procedural requirements at federal levels, students with disabilities (especially Black students) face limited access to general education environments, family engagement, and disability identification at a local level. Risk ratios reveal subjective disability categories, which is contributing to the district’s low Achievement Gap Closing rate through the state-wide report card.

The purpose of this phenomenological study was to explore parent engagement and parent advocacy in the Individualized Education Program (IEP) development and implementation in rural Appalachian school districts. Parent engagement and parent advocacy in Individualized Education Program (IEP) development and implementation are persistent challenges in special education. By intentionally grounding this research in rural Appalachia, the researcher responded to calls for education research that is attentive to the complexity and diversity of rural communities. Self-determination is a crucial theoretical framework influencing the post-secondary success and the quality of life for students with disabilities (SWD). A case study mixed-method design was used to investigate the lived experiences of students with disabilities and how their self-determination skills shaped by parent styles and teacher practices, impacted their success in the post-secondary world. Special education teachers face unique challenges, and neurodivergent special educators possess distinctive strengths that can allow them to excel in the classroom. However, barriers, stigma, and ableism persist that have prevented neurodivergent individuals from accessing this career, receiving support, and thriving as special educators. Self-efficacy and executive functioning both correlate to success and retention within education. This research analyzed the relationship between special education teachers’ self-efficacy and executive functioning, specifically among neurodivergent special educators. Results concluded that a significant positive correlation exists between neurodivergent special education teachers’ executive functioning and self-efficacy. This paper presents MENTEE-SS (Mentorship, Engagement, Nurturing, Trust, Empowerment, Excellence-Systems of Support for Students and Families), a practitioner-focused reimagination of Multi-Tiered Systems of Support (MTSS) through the lens of hip-hop pedagogy, mentorship, and culturally sustaining practices. While traditional MTSS frameworks often emphasize compliance and deficit-based intervention, MENTEE-SS situates support in student identity, creativity, and voice.

This project addresses the ongoing need for high-quality professional development that equips early childhood educators with effective strategies for inclusive education. Research consistently demonstrates that inclusive settings benefit both students with disabilities and their typically developing peers, yet many educators report a lack of confidence, training, and support when implementing inclusive practices. Grounded in the principles of Universal Design for Learning (UDL) and informed by federal legislation such as IDEA and ADA, this project presents a professional development toolkit designed to support preschool through second-grade teachers in creating accessible, responsive classroom environments.

Research has indicated that historically, African Americans received disproportionate special education services (Fish, 2019; Sabnis et al., 2020; Sullivan & Osher, 2019; Watkins & Kurtz, 2001). This is specifically problematic in states and cities with smaller proportions of African Americans, such as Texas. Cultural beliefs of disabilities and education can impact parents’ perspectives of special education. There are pertinent concerns over the cultural factors shaping the perspectives of Afro-Caribbean parents on the American special education system. This qualitative case study explored the perceptions of six parents of children with special needs who identify as Afro-Caribbean living in Massachusetts. Applying a theoretical/conceptual framework that includes acculturation, assimilation, social identity, and school family partnership, this study reveals challenges Afro-Caribbean parents and their children encounter in the U.S. special education system. This mixed methods multi-case study explored the inclusion of students with extensive support needs, including multiple disabilities and autism, in a small elementary school setting. The study focused on the perspectives of school-based IEP team members regarding inclusive practices. Using a combination of quantitative and qualitative data, the research incorporated raw score data from the Teacher Attitude Towards Inclusion Survey alongside individual interviews, a focus group, and the development of tailored student support plans. A ten-week coaching intervention was implemented, grounded in Kunz and Carter’s (2021) collaborative and consultative framework, to enhance the team's capacity for inclusive education. This paper investigates the educational experiences of children and adolescents diagnosed with RYR1-related diseases, a spectrum of congenital myopathies affecting muscle function. Despite these conditions typically sparing cognitive abilities, they profoundly impact physical capabilities, presenting challenges in school environments such as participation in physical activities and social interactions. The study utilizes data collected through the RYR1-Related Disease Educational Impact and Satisfaction Survey (RDEISS) and the Behavioral and Emotional Screening System (BESS) from 49 parents of 51 children aged 3-18 years. These students are often unprepared for the rigor of postsecondary academics; they often lack self-efficacy skills and have limited awareness of postsecondary supports or cannot successfully access them. This dissertation addresses a significant gap in existing research by exploring lived experiences of cisgender female adolescents (Grades 7–12) diagnosed with emotional disturbance (ED) in the U.S. Current statistics indicate that 28% of students in special education with an ED diagnosis are girls; yet, their perspectives remain largely absent from scholarly discourse. This phenomenological study sought to understand how members of a special education team account for and navigate successes and barriers faced during the planning and implementation of community experiences for students with severe disabilities. The needs and abilities of this population are vast and often difficult to accurately define, and there remain many gaps within the research. Individual interviews of six special education team members from varied professional backgrounds yielded thick, rich narratives about the successes and barriers faced while planning and implementing community experiences for their students. This study aimed to explore the use of distance learning with students with intellectual disability from teacher's perspectives during the corona pandemic. The study sample included 320 teachers who specialized in teaching students with intellectual disability. The study used descriptive approach and prepared a questionnaire which consisted of two sections: teachers' attitude to use distance learning and barriers of using distance learning. The study results showed that most of the sample, which constitutes 87.5%, did not use distance learning with students with intellectual disabilities during corona pandemic. Most principal training programs in the United States focus very little on preparing aspiring instructional leaders to lead programs for students with disabilities. An examination of principal preparation programs and their SPED components is necessary at a time when standards have been revised and new certification exams have been constructed in Texas. To explore the presence of SPED topics in principal certification courses, we used a classical content analysis with a group of university-based principal preparation programs. Inclusive education provides opportunities for students with disabilities to learn alongside peers without disabilities. In some countries, such as Thailand, a dearth of opportunities for inclusive education means that students with disabilities are only offered enrollment in residential schools designed for students with disabilities. This research study analyzed the perceptions of special education supports by school administrators. Specifically, this research discussed comparative findings of perceptions of special education supports between building principals and building-based special education team chairpersons in one Massachusetts public school district. The findings are grounded in the district’s inclusive philosophy and its capability to ensure that all students are provided educational opportunities in the least restrictive educational environment. The purpose of this study was to investigate the existence of specialized support and services designed for students with disabilities in faith-based and nonsectarian elementary schools (n=57). An questionnaire was used to explore if there is a difference in how different faith tradition (Catholic, Protestant, Jewish) and nonsectarian affiliated elementary schools addressed the needs of enrolled students with identified disabilities. From 2006 to 2015, enrollment of students with a disability in a private school setting has increased from 1.0% to 1.4%. First, it examines different aspects of Autism Spectrum Disorder (ASD), the symptoms experienced by those on the spectrum, and the guidelines that parents, medical professionals, and educators should follow to ensure a holistic approach to the care and education of children with autism. The text also notes some of the considerations that designers should review when designing educational facilities for these individuals, as well as few precedents that successfully do so. The University of Akron recently began a study by the name of “Productive Uncertainty in a Laboratory Setting (PULSe): Engaging Students with Autism Spectrum Disorders (ASD) in Scientific Research” that has aims to promote the science, technology, engineering, or mathematic (STEM) career pathway for students with Autism Spectrum Disorder by broadening their experiences with relevant scientific research.
