Commitment to a single, inclusive education system has been the aspiration of reform in education in a democratic South Africa as articulated in White Paper 6: Special needs education: Building an inclusive education and training system (Department of Education, 2001, referred to hereafter as White Paper 6). Within a ‘barriers to learning’ approach to inclusive education, progress is being made with improved facilities and the implementation of AIDS awareness programmes. Self-Assessment And Democratization, Betty Mcdonald Ph.D.
Electronic Journal for Inclusive Education
This paper takes the stance that self-assessment is an integral part of democratization in classrooms. Defined as ‘the involvement of students in identifying standards and/or criteria to apply to their work and making judgments about the extent to which they met these criteria and standards’ (Boud 1986, p. 5), self-assessment uses principles that promote democracy. Freedom of expression and participation in decision making propel the student to a level outside of the norm that results in excellence in all areas of endeavor, within and without the classroom. Implications for education and society are discussed.

The authors of this paper describe how teams of preservice and inservice special and general education teachers implemented universal design for learning (UDL) in inclusive classrooms. An examination of the teachers’ perceptions concerning UDL contributed to understanding how the general education curriculum can be adapted for successful learning for all students. This article is a result of several years of presenting workshops on meeting the needs of children with learning differences throughout Ohio, Indiana and Kentucky. Pregnancy-Related School Dropout And Prior School Performance In South Africa, Monica J. Grant, Kelly Hallman

Using data collected in 2001 in KwaZulu-Natal, South Africa, this working paper examines the factors associated with schoolgirl pregnancy, as well as the likelihood of school dropout and subsequent re-enrollment among pregnant schoolgirls. This analysis triangulates data collected from birth histories, education histories, and data concerning pregnancy to strengthen the identification of young women who became pregnant while enrolled in school and to define discrete periods of school interruption prior to first pregnancy. Given the increasing levels of female school participation in sub-Saharan Africa, our findings suggest that future studies will benefit from exploring the causal relationships between prior school …

Marriage And Childbirth As Factors In School Exit: An Analysis Of Dhs Data From Sub-Saharan Africa, Cynthia B. Lloyd, Barbara Mensch
Poverty, Gender, and Youth
This paper explores the potential importance of marriage and childbirth as determinants of school-leaving in sub-Saharan Africa and identifies some of the common underlying factors that contribute to premature school-leaving and early marriage and childbearing. Results suggests that the reproductive health community should see early marriage as a central area of concern for adolescent reproductive health. Policies that inform parents about the value of starting their children in school on time are likely to have beneficial effects both for grade attainment and for adolescent reproductive health regardless of school quality.

The broad purpose of this study was to explore the process of inclusion. Inclusive education needs continued exploration, as current research is ambiguous. This paper presents data across three related studies regarding inclusive education for secondary students with high incidence disabilities. One study represents a survey of curriculum and instructional environments for secondary students with mild mental impairment and learning disabilities, another presents data that explored interactions across inclusive and pull-out educational settings between students with mild mental impairment and their peers and adults, and the final study explored education in pull-out educational settings for students with cross-categorical disabilities. Ethnicity, the influence of stereotyping – whether it is overt or not - and personal identity intersect on a daily basis. But what is ethnicity? One could argue that it is a flexible idea, or as Weber (1968) notes, a matter of “subjective belief” (p. 389). According to Troper and Weinfeld (1987) “the definition of an ethnic group involves a sense of shared history, real or imagined (p. 106).” I include these two definitions of ethnicity because they both acknowledge the subjective nature of ethnic identity. Reflecting on subjectivity, however, raises questions concerning the interplay between ethnicity and stereotyping. To …

Although access to primary education in Guatemala has increased in recent years, particularly in rural areas, levels of educational attainment and literacy remain among the lowest in Latin America. Inequalities in school access and grade attainment linked to ethnicity, gender, poverty, and residence remain. Age trends show that Mayan females are the least likely to ever enroll, and, if they do enroll, start school the latest and drop out earliest. Innovative programs for girls that combine instruction with social interaction in safe local community spaces may increase their educational attainment and their social networks and means of social support. Use of high stakes assessment for special needs students is a key element in the current educational reform movement. State assessment systems use these tests to determine and report school accountability scores, distribute school funding, and assess school rewards and sanctions. The impact of including these students' test score on the district accountability reports has not yet been determined. The project provides middle school teachers with a handbook for clarifying academic targets in the general education U. S. history classroom. This strategy clearly defines, in a pictorial manner, the interconnectedness that exists between report cards, progress reports, and quarterly curriculum assignments. The intervention of this organizational strategy will assist students in decisions, regarding the timely completion and turn in of assignments, by creating an overall awareness of the progress of time and assignment due dates during the quarter. The purpose of this review was to determine what has been found about placement perceptions and preferences of those who are most impacted by LRE placement decisions—the students themselves. Eleven studies were found in recent issues of most frequently-read special education journals. While a variety of preferences were found, the number who expressed strong preference for the general education classroom was noteworthy. Student preference is considered to be an influential variable in the performance of the students.

The study aims to investigate staff perceptions of school headship in relation to the inclusion of learning-disabled students. The main question is whether head teachers perceived to be leaders develop an inclusive vision towards learning-disabled students more than those who are perceived to be managers. The study relies on the perceptions of head teachers, counselors and teachers in five secondary schools in the Tel-Aviv area, Israel. The purpose of this article is to provide a review of the published literature on the efficacy and perception of inclusion for students with mild disabilities at the secondary level. In this review, ten studies were obtained, reviewed, and synthesized. The studies reviewed indicated mixed results have been found regarding the differential efficacy of an inclusive environment to a resource environment on a number of different dependent variables. Further concerns and challenges are raised regarding aspects of implementation of inclusive programs. Future research issues and implications for both teachers and students with mild disabilities at the secondary level are discussed.

This paper presents findings of a Population Council investigation into the effects of living standards and relative poverty on children’s schooling in urban and rural areas of Senegal. The research shows that in Senegal’s urban areas, living standards exert substantial influence on three measures of schooling: whether a child has ever attended school; whether he or she has completed at least four grades of primary school; and whether he or she is currently enrolled. In rural areas of Senegal, however, the effects are weaker and achieve statistical significance only for the wealthiest fifth of rural households. To judge from the …

Diversity and Special Education: Korean Inter-Agency Network (KIN) explores issues relating to ethno cultural identity and special education. The paper outlines potential needs within the Korean-Canadian community, and identifies a source of support that has been developed by the community itself. Cobb concludes that agencies, such as the Korean Inter-Agency Network, can provide a vital link between schools and communities as educators and parents work together to dialogue, and develop formal and informal sources of support for children.

Inclusion is a common term and everyday practice in two rural schools in Southeast Texas. A consortium based on a collaborative endeavor between the regional educational service center, the local university, and two rural school districts was established with a common goal, an effective general education environment, and pedagogical sound instruction for students in inclusive settings. Data was collected to assess the impact of the Inclusion Project. Results indicated an increase in positive attitudes toward the concept of inclusion.

Promoting self-determination has become "best practice" in the education of students with disabilities. We synthesize the decade's work in this area as a foundation for considering issues pertaining to promoting self-determination in light of the current educational context. We particularly examine the role of promoting self-determination in light of federal standards-based reform initiatives. We conclude that school reform efforts provide an opportunity to infuse instruction in self-determination into the education programs of all students, including students with disabilities.
