This issue brief is the third and final in a series published by the Metropolitan Educational Research Consortium (MERC) addressing digital equity in K-12 schools. It examines research regarding students’ use of and outcomes related to technology. Research finds that inequities exist in use and outcomes for students based on gender, language, ability, race, SES and other sociocultural factors. Based on these inequities, theoretical and practical recommendations are discussed.

Students belonging to racially minoritized groups experience more frequent and intense disciplinary consequences for similar rule violations as their White peers. Factors such as deficit-oriented perceptions and implicit biases among teachers have contributed to the disproportionate exclusion of racially minoritized students, thus negatively affecting their social, emotional, behavioral, and school success. Using semi-structured interviews, this study sought to explore elementary school teachers’ views on the intersectionality between race/culture and student behaviors. Additionally, it also examined their experiences using behavior interventions effective for racially minoritized students. This study used the Possible Selves Questionnaire (PSQ) with 30 incarcerated youth in a long term juvenile correctional facility in Costa Rica. The PSQ is a self-administered survey that measures a person’s aspirations and fears for the future and strategies to achieve who they wish to become and avoid becoming. Results showed that while participants reported having Expected and Feared Selves, they struggled to identify concrete strategies to reach their goals. Cissexism And Precarity Perform Trans Subjectivities, Kevin Jenkins

Precarity is not experienced by all. Rather, as Judith Butler (2009) notes, it is the extreme state of precariousness—a heightened exposure to institutional and social violence imposed on marginalized populations such as people of color, non-white immigrants, people of non-Christian faiths, and LGBTQ+ people. Nor does precarity impact the people in these groups evenly.

This study explored the role of federal policy in improving school climate, and examined how federal policy, specifically the Every Student Succeeds Act (ESSA) is being implemented at the state-level to address school climate issues. A qualitative multiple-case study design with content analysis was used as the leading approach to understanding how states are implementing ESSA’s school climate measure for accountability. ESSA is the nation’s federal education law that was enacted in 2015 and replaced No Child Left Behind (NCLB). The purpose of this proposed dissertation is to examine the relationship of students’ skin color and gender to school disciplinary decisions for African American children. While skin tone bias or colorism is frequently studied, limited research has been completed about its prevalence in American public schools during the discipline process. For example, school suspension leads to higher rates of absenteeism, lower academic achievement and higher chances of incarceration. The disproportionality of dual language learners (DLLs) in special education has been a persistent and complex issue for decades. These students have multidimensional identities that require a look at how they are positioned in school systems and the broader social landscape. Using a multilevel model of intersectionality and an explanatory mixed methods design, this study examines how social categories, practice, and policies influence the representation of DLLs in special education in Virginia, a state where DLLs represented 13 percent of the total student population in 2018-19. Visually impaired students, in primary education, encounter unique challenges while learning creative skills, exploring artistic expression and developing problem-solving skills, because so much instructional content is delivered visually. Sensory substitution—an approach that replaces visual information with feedback from other intact senses like touch, sound, taste or smell—provides an opportunity to address those challenges.

Giftedness as a construct continues to be contested in academia, in the classroom and around kitchen tables. It means different things to different communities and, as a result, acquiring the "gifted" label looks different around the country. Once labeled, student giftedness produces different responses depending on state and district guidelines. Current research indicates that caregivers’ responses and behaviors to young children’s emotion expressions communicate messages that teach young children how to understand, label, recognize and modify emotions in socially desirable ways. This process is referred to as emotion socialization. This topic is timely and relevant due to the large numbers of preschoolers suspended and expelled each year. Several reports indicate that 50,000 preschoolers are suspended each year and that Black boys are the largest recipients of such actions. School-Wide Positive Behavioral Interventions and Supports (SWPBIS) is a school disciplinary framework seen as an effective tool to replace school disciplinary practices that contribute to the school to prison pipeline (STPP). While evidence suggests that SWPBIS can help improve school discipline and lower suspension/expulsion rates, it has not been shown to consistently decrease racial disciplinary disparities. Young adults with disabilities face barriers that affect their financial capability and financial inclusion in the marketplace. Barriers include a lack of autonomy, skills, and opportunities. This mixed method strengths and needs assessment aimed to explain and explore the financial skills and goals of young adults with disabilities. A standardized scale captured young adults with disabilities financial skills, photovoice participatory action research documented their valued financial skills and goals, and semi-structured interviews notated parents financial aspirations and goals for their daughters and sons. Launched in the spring of 2015, the purpose of this mixed- method study was to understand the factors related to disproportionate school discipline outcomes in MERC division schools. This in-depth qualitative, phenomenological (Smith & Fowler, 2009) research study attempted to understand the experiences of young adults with intellectual disability who had completed a 2-year, inclusive postsecondary education program. 13 participants (4 former students with ID, 5 parents, and 4 Postsecondary Education staff members) participated in semi-structured interviews. Interviews were coded to provide themes amongst each individual group of participants. A document review was also conducted to better understand the program components and add validity to self-reports from interviews. Results were analyzed and used to provide implications for future research and program development.

This is particularly evident in discourses pertaining to art education in England where the aspiration to become independent appears to be synonymous with successful learning. Drawing on disability studies, and more specifically crip theory, this paper offers a Critical crip Discourse Analysis of documents reporting on the quality of art education in England. This study focuses on the highly expressive comic drawings of Amy, a child with autism. This study connects larger fields of research: the study of how people with autism spectrum disorder [ASD] process faces and emotions; and, research about artists with ASD. Amy's understanding of emotion was analyzed by asking her to view and identify humans and cartoon characters expressing different emotions. Her ability to illustrate emotion is tested by asking her to respond to various drawing prompts. This study was performed as the result of gaps in the literature in the area of transition to independent living (IL) using secondary data from the National Longitudinal Transition Study 2 (NLTS-2). Its findings identify individual, skills, family, and school factors that predict postsecondary living status and moderators of the relationships between predictors and the outcome. This study constructs themes and propositions about the experiences of youth participants in the fall 2013 Food Landscapes program at the Neighborhood Resource Center in Richmond, Virginia. During the program, youth participated in cooking-based volunteerism with adults with disabilities and created short videos about their experiences. In this study, I analyzed pre- and post-program participant interviews, twice-weekly program observations, and facilitator reflections to understand how Food Landscapes affected youths’ conception of community engagement and communication strategies.
