The purpose of this phenomenological study was to explore the factors affecting elementary teacher’s ability to understand the academic needs of their racially, culturally, and ethnically diverse special education students and the ways in which their values and beliefs influenced their use of culturally responsive practices in the special education classroom. Disability is often viewed as an obstacle to postsecondary inclusion, but not a characteristic of student diversity. Additionally, current theoretical frameworks isolate disability from other student diversity characteristics. In response, a new conceptual framework, the Disability-Diversity (Dis)Connect Model (DDDM), was created to address disability as a multifaceted aspect of student diversity.

This paper explores teacher governance factors, particularly recruitment and deployment of teachers, in relation to inequalities and social cohesion. Pakistan introduced major reforms in education in the post 9/11 context of escalating conflict. These include a merit and needs-based policy on teacher recruitment to eliminate corruption in recruitment and improve equity on the basis of gender, language, ethnicity, religion, and special needs. A 4Rs framework of redistribution, recognition, representation and reconciliation was employed to analyse data gathered from: interviews with teacher educators, policy makers and development partners, and focus group discussions with and questionnaires completed by pre- and in-service teachers. …

This study examined how student affairs professionals, especially those in cultural centers, could increase campus diversity and inclusivity. More specifically, it sought to find a theoretical basis for social justice education programs that could increase campus climate. It was performed as a single site case study at California Polytechnic State University, San Luis Obispo. This research study compared learning of 6-9th grade deaf students under two modes of educational delivery – interpreted vs. direct instruction using science lessons. Nineteen deaf students participated in the study in which they were taught six science lessons in American Sign Language. In one condition, the lessons were taught by a hearing teacher in English and were translated in ASL via a professional and certified interpreter. In the second condition, the lessons were taught to the students in ASL by a deaf teacher. All students saw three lessons delivered via an interpreter and three different lessons in direct ASL; …

There is much research and debate among university faculty regarding the most effective methods of teaching science. But it remains largely rhetoric. This case study focuses on male gender disparity in education and the large numbers of males referred and receiving special education services. The data indicates that females outperform males academically, and that the males behaviors impacts their academic success. The connection to males at a young age being placed in low ability reading groups based upon behaviors, and their motivation and academic achievement is affected negatively. This gradual but steady policy shift has been driven by two distinct narratives of organisational change. The social justice narrative espouses principles of equality and caring across human differences. The narrative of technocracy creates top-down, administrative pressure through hierarchical systems based on quantitative performance data. Transportation and other related services for students with disabilities are essential, and the costs associated with their delivery can weigh heavily on district budgets and the minds of school business officials.

School districts typically offer transportation to students with disabilities in district-owned and -operated vehicles, in vehicles owned and operated by private service providers, or via public transportation; occasionally, districts may enter into contracts with parents to transport their children to school. When students are unable to access the standard modes of transportation, school officials must make special transportation arrangements. In 2002, President Bush signed into law the No Child Left Behind Act, which required all students to be proficient in English and Math by 2014. (Congress, 2002), including all subgroups. Students with disabilities were expected to meet the proficiency criteria along with all other subgroups. NCLB also required schools to report assessment scores to reflect the achievement of students as well as demonstrate all students were meeting, or at least making gains to achieve, proficiency. Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

Literature related to attachment and coping and identities/relationships provided a framework for understanding family dynamics and traditional experiences for students transitioning to a collegiate environment. The U.S. Department of Justice is currently investigating the state of Wisconsin with respect to its administration of the Milwaukee Parental Choice Program (MPCP), which provides low-income students with public money to attend private schools. Faced with complaints of disability discrimination by private schools accepting voucher students, DOJ has ordered Wisconsin to oversee and police these schools to ensure compliance with Title II of the Americans with Disabilities Act, which applies to states and their agencies, and § 504 of the Rehabilitation Act, which applies to recipients of federal funding. According to The National Center on Secondary Education and Transition (2004), young adults with disabilities continue to face significant difficulties in securing jobs, accessing postsecondary education, living independently, fully participating in their communities, and accessing necessary community services. Furthermore, studies have indicated that IEPs generally do not always contain transition related information. In this dissertation study, the postsecondary outcome data from Indicator 13 and Indicator 14 and student attendance at IEP meetings for students with disabilities were examined.

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.
