This issue brief is the third and final in a series published by the Metropolitan Educational Research Consortium (MERC) addressing digital equity in K-12 schools. It examines research regarding students’ use of and outcomes related to technology. Research finds that inequities exist in use and outcomes for students based on gender, language, ability, race, SES and other sociocultural factors. Based on these inequities, theoretical and practical recommendations are discussed.

Recruitment of Students of Color (African American and Latino) is a growing obligation of colleges and universities around the United States (Bauman et al., 2019). Personally, the culmination of my passion for diversity recruitment and my experiences with information technology has led me to study why Students of Color encounter barriers during their online college application process. A vicious cycle of seeing Students of Color students not being able to access key resources during their college application process has frequently left me heartbroken. For the past two decades, student perception surveys have become standard tools in data collection efforts. At the state level, however, “student voice” is still used sparingly. In this study, we examine the ways in which including student survey results might alter state accountability determinations. Reconstructing the accountability system in Massachusetts, we draw on a unique set of student survey data, which we add to the state’s formula at a maximally feasible dosage in order to determine new school ratings. In higher education, pivoting quickly to a fully virtual experience online in the midst of a global pandemic is an adventure. There are marked differences between the online experience for a student who was already in a web-delivered course versus one that started face-to-face and quickly pivoted to an online setting. Some assignments, lessons, and courses are easily delivered in alternate formats while other learning opportunities are much more difficult to transition for online delivery. Despite decades of research and billions of dollars spent per annum to promote at-promise student—that is, low-income, first-generation, and/or racially/ethnically minoritized students—college success, at-promise students continue to be retained and graduate at lower rates than their traditionally college-going peers. In 2017, the state of Michigan operated, and continues to operate, in an unstipulated policy environment related to undocumented students. There is no higher education commission or policy coordinating body in Michigan nor has the state legislature passed any legislation related to undocumented students or students who are DACA-eligible. Under this unstipulated policy environment, postsecondary institutions have the discretion to establish their own admissions policies and practices, including tuition and financial aid guidelines for undocumented students. This project report describes climate assessment activities in support of the development of a college-level diversity, equity, and inclusion (EDI) action plan. Elements of the climate assessment activities are described along with their purpose and rationale for inclusion. Recommendations are made for libraries to design and deploy their own EDI assessment activities with the goal of developing robust action plans supportive of inclusive excellence.

Catholic school personnel are increasingly recognizing that many of their students, including students with disabilities, need and benefit from inclusive educational practices. These oftentimes ad hoc practices are motivated by the Catholic identity and mission of the school, as well as the diverse educational needs of students. The problem that drove this study was the increasing number of students with autism entering the school system, and the barriers often encountered for both academic and social inclusion for students on the autism spectrum. However, in the current climate of school choice, parents can now choose from a variety of educational options for their children. This study sought to explore the reasons parents of students with disabilities enrolled their children in charter schools. An Evaluation of the Trauma-Informed Approach Implemented at a Title I Elementary School assesses the merits of the implementation of an intervention to support the social emotional ability and stability of students within elementary schools; called the Trauma Informed Approach. Many children attending elementary schools bring diverse and complex experiences to the classroom setting. Students with multiple adverse childhood experiences attend the educational system. Many students have a more difficult time concentrating and succeeding due to anxiety and lack of physiological needs being met. This research study analyzed the perceptions of special education supports by school administrators. Specifically, this research discussed comparative findings of perceptions of special education supports between building principals and building-based special education team chairpersons in one Massachusetts public school district. The findings are grounded in the district’s inclusive philosophy and its capability to ensure that all students are provided educational opportunities in the least restrictive educational environment. Evaluation research, including qualitative and quantitative data, was used in this study to determine the impact of professional development on online courses’ accessibility by students with disabilities. The study focused on online courses and course content. Data collection took place in phases and included self-paced, online professional development and one-on-one support sessions, a pre- and postsurvey, and a focus group interview. The study took place at a regional 4-year public institution of higher education in West Texas. Change theory emerged as the primary theoretical lens guiding the research as the study unfolded.

COVID-19 and Catholic Schools
Drawing on a review of the literature on service-learning in Catholic higher education and the development of online service-learning, as well as an empirical case study of 2020 Vincentian Service Day at DePaul University, this article examines an alternative way to develop service-learning in Catholic schools in response to the reality and needs of the world in front of us.
