Reconceptualizing Cultural Competence: White Placeling De-/Reterritorialization Within Teacher Education, Melissa Winchell

This ethnography reconceptualizes the paradigm of cultural competence used within the literature on teacher education to describe the multicultural learning of White teacher candidates. Within the cultural competence framework, White learning is problematic, dichotomously defined, and fixed. The binary of competence/incompetence established by this paradigm has recently been questioned within the literature as deficit-based and in conflict with postmodern, critical theories of learning and teaching espoused by multicultural education espouses. Many gifted education experts have found that Black, Hispanic, and Native American students are less likely to be identified for gifted programs than Asian American and White students. A study was conducted to ascertain the degree of underrepresentation of these groups in gifted programs in Utah. Using state-collected data from 14,781 students in six representative school districts in Utah, it was found through multiple logistic regression analysis that there was no statistically significant difference in the likelihoods that Black, Hispanic, or Native American students and White students would be identified as gifted; Asian American and Pacific Islander students were more …

Abstract

Understanding teacher perceptions of diverse, gifted students is a first step to exploring the underrepresentation of non-white students in programs for advanced academic ability. As professionals, teachers are responsible for making referrals for special programming and are often the “gatekeepers” for student identification. This qualitative study used exploratory interviews to examine perceptions of five second- and third-grade teachers and the talented and gifted coordinator at a school in which 65% of the student population was Hispanic. This study demonstrates the need for the integration of multiculturalism in the K-12 curriculum as well as provides a heuristic based on the work conducted by Sleeter and Grant (2009) to evaluate literature for level of multiculturalism. In the study, the researcher uses an evaluate heuristic to critically analyze and evaluation ten of the books from the 2011-2012 Young Hoosier Book Award (YHBA) nominee list. Many colleges and universities have established student learning outcomes for diversity education as a part of their broad undergraduate education program. These education goals, developed for assessment purposes or other policies, reflect a range of possible diversity and multicultural learning purposes. The emphasis on some purposes, and the language used to articulate those purposes, potentially focuses or constrains practice. Using a policy discourse analysis methodology, I explore the articulated diversity education goals and the discourses and subject positions they advance. This research evaluates the factors that facilitate or constrain the adoption of multicultural education policies in the fifty US state at the state legislature and state bureaucracy levels. According to the 2010 Census, the majority of children under age two—for the first time in US history—are minorities. Furthermore, 11 states and the District of Columbia already have a “minority-majority” population of children under age five. Seven more states are expected to join them in the next decade.
