In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

To achieve Higher Education Act Title V funding goals, policymakers must reconsider approaches, respond to Hispanic-Serving Institution (HSI) diversity, and prioritize servingness. This study investigated HSI heterogeneity across traditional performance metrics and student-engagement indicators using data sources previously only examined independently. A multi-step TwoStep cluster analysis revealed six clusters of HSIs. The two most important predictors of cluster membership were years with an HSI designation (transitioning and established) and institution type (associate, bachelor, and special focus). Key quantitative metrics may be useful for policy actors seeking an equity-minded Title V award strategy that considers HSI heterogeneity and prioritizes HEA Title …

In March 2021, a survey regarding diversity and school climate was administered by the Office of Diversity, Equity, and inclusion. This survey was adapted from the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 551 survey responses, 48 of which were removed due to incomplete survey responses. Of the remaining 503 authentic responses, there were 182 Sophomores, 156 Juniors, 147 Seniors, and 18 that did not indicate their grade level. Below is a summary of the major results from the survey.

Students with limited English proficiency face a number of educational challenges, and there are dramatic achievement gaps between these students and their English proficient peers. This brief describes the 3rd, 4th, and 5th grade outcomes of English Language Learner (ELL) students who attend Arkansas Better Chance (ABC) pre-Kindergarten, a state-funded program that is free to income-eligible families. Results indicate that ABC has the potential to improve academic outcomes for ELL students in Arkansas.

Northwest Arkansas is home to nine public charter schools, with plans to open a new charter school for the 2020-21 school year. These schools, which serve unique missions, are some of the most highly ranked schools in the State of Arkansas. While critics argue that public charter schools segregate based on race or academic ability, national evidence finds that these claims are highly context specific. What conclusions can we draw about northwest Arkansas charter schools based on enrollment trends in recent years?

This report examines trends in high school graduation rates for the state of Arkansas. Graduation rates are evaluated at the school level for students overall and for students who face economic disadvantages. Earlier research by the Office for Education Policy (2014) found that larger high schools and schools serving more economically-disadvantaged students have lower graduation rates. We update the report by examining graduation rate trends across the five-year period of 2013-14 through 2017-18. We consider the relationship between graduation rate and variables of interest including school-level indicators of geographic region, achievement in literacy and math, proportion of racial minority and …

Between 2012 and 2015, Programme for International Student Assessment (PISA) test scores in the Basque Country have dropped significantly. In reading, the average score dropped 7 points and in math, scores fell by 13 points. Most notably however, science proficiency plummeted 23 points between 2012 and 2015. With 2018 PISA data yet to be published, this downturn in the educational success of the Basque Country is drawing significant concern from educators, parents, and policymakers alike.

Anti-Muslim sentiment has grown in scale and visibility far beyond its association with the horrific attacks of 2001. The US government’s “War on Terror,” which began after the attacks, often pervades the domestic landscape as a war on Islamic religious “extremism.” The definitions and content of such religious extremism are so extensive that they encompass large numbers of Muslims, and they highlight Muslims as being inherently problematic. For example, the success of the 2016 presidential campaign can be said to have relied significantly on a right-wing Islamophobic fear-mongering that shariah was set to take over the US. The research investigates the question: How do teachers believe the Jordanian education system should change in order to best meet the needs of all students given the recent influx of Syrian refugees? The researcher interviewed seven teachers in Amman and Madaba, Jordan to gather qualitative data on their perspectives on the current Jordanian education system. Educators interviewed represented a vary of different school populations, grade levels, environments, resources and subject areas. Teachers interviewed and material culture demonstrated that the current education system is in need of multifaceted reform. This theoretical essay offers a genealogical analysis (Foucault, 1975) that problematizes the idea of “public” with respect to schooling immigrant and bilingual students. “Public” has been reconfigured in ways that privilege hegemonic whiteness, resulting in policies and practices such as standardized testing, for example, that primarily evaluate, sort, and penalize (Foucault, 1975) schools serving these students. We contend that testing’s pernicious impacts stem from a raciolinguistic project of American identity (Flores & Rosa, 2015). Educators, adapting to the tests (Freire, 1974), cement linguistic and racial hierarchies. Referencing classrooms from our teaching and empirical work, we argue for teacher education that …

A university professor and high school ESL teacher, both based in Lincoln Nebraska, each write two short essays that detail implications of the Trump administration immigration policies for students, teachers, schools, and communities. The first two dispatches come from the transition period (after Trump won but while Obama still presided) while the latter two come from the 50-day mark of the Trump presidency. Juxtaposing voices contrasts overarching impact with the local; juxtaposing chronologies allows comparison of political promises and threats to early actions and reactions.

In February 2017, a survey regarding diversity and school climate was administered by the Diversity Committee based off of the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 577 students that took the survey.
